Summary of the political and economic news in the Turkish press
this morning.
[01] NATIONAL SECURITY COUNCIL MEETING
The National Security Council chaired by President Suleyman Demirel
convened on April 26 at the presitential palace. During the meeting,
issues involving Turkey's internal and external security were
discussed. The government was urged to work more effectively to
implement the measures package recommended by the council at a meeting
on February 28 to stem anti-democratic activities of religious
fundamentalist movements. At the meeting, a draft on eight-year model
in education was signed. /All papers/
[02] CABINET RESIGNATIONS
Minister of Industry and Trade Yalim Erez and Health Minister Yildirim
Aktuna from the DYP wing of the coalition government resigned from
their posts on Saturday, handing their official resignations to Prime
Minister Erbakan. DYP leader Tansu Ciller announced that she had
asked for the resignations on the grounds that government ministers
should have "no say in whether governments come or go". Erez and
Aktuna were pressing for DYP withdrawal from the coalition with the
Welfare Party. /All papers/
[03] UN CONVENTION MAY GIVE SYRIA "GAP EDGE"
The UN has accepted a draft proposal which would allow down-river
countries on transborder rivers to stop the water flow control
facilities of upriver countries for 18 months. The draft, negotiated
and accepted at the intergovernmental level after a 20-year study by
the legal commission, will be discussed in June at the UN General
Assembly and is expected to be passed. This draft in principle would
enable Syria to stop the Southeastern Anatolia Project (GAP). Turkey
is opposing the draft and has not signed it, declaring that that it
was not bound by the clauses in the agreement. /All papers/
[04] BSEC BUSINESS CONFERENCE
A Black Sea Economic Cooperation (BSEC) conference on "Opportunities
for Business" begins today in Istanbul with the participation of more
than 400 businessmen from five continents. The presidents of
Azerbaijan, Armenia, Georgia, Moldovia, Romania and Ukraine are also
scheduled to attend the conference as the official guests of President
Demirel. Issues to be discussed at the conference include regional
cooperation, economic rebuilding, financing growth and investment
projects, telecommunications, agriculture and transportation. /Sabah/
[05] FRESH TENSION IN THE AEGEAN
The winds of spring blowing between Turkey and Greece were replaced by
fresh tensions. Within this framework, the meeting of Turkish Chief
of the General Staff General Karadayi with his Greek counterpart went
on in a cold atmosphere. Greek Chief of the General Staff Tzogannis
shied away from touching upon sensitive issues and said that
politicians were to resolve the problems between Turkey and Greece.
The deterioration in Turco-Greek relations came in the eve of the
Turkey-EU Partnership Council meeting scheduled to begin tomorrow in
Luxembourg. The tensions started with Greek Foreign Minister
unveiling to the press the text of a secret document to be accepted at
the meeting in Luxembourg. During the meeting in Luxembourg, Greek
veto on EU funds to Turkey will be taken in hand. /Cumhuriyet/
[06] OPERATIONS AGAINST PKK CONTINUE
In clashes between PKK terrorists and members of the security forces
in Siirt, 14 PKK militants and 5 Turkish soldiers were killed. Thus,
the number of PKK terrorists killed in the Siirt operation during the
last three days increased to 37.
Papers report that deployment of fresh troops to the Southeast
continues. Military convoys carrying troops and ammunition are
flowing to the southeastern province of Hakkari. The General Staff's
press office announced that this was part of massive efforts to
prevent the outlawed PKK organization to carry out separatist
activities in Turkey. /All papers/
[07] CSCE DELEGATION IN ANKARA
A delegation of the Conference for Security and Cooperation in Europe
(CSCE) headed by CSCE Parliamentary Assembly Chairman Javier Ruperez
arrived yesterday in Ankara upon the official invitation of the
Turkish Parliament. The delegation will have contacts with Prime
Minister Necmettin Erbakan, Deputy Prime Minister Tansu Ciller,
Parliament Speaker Mustafa Kalemli and other officials. /Milliyet/
[08] FOREIGN CAPITAL FLOW TO THE SOUTHEAST
According to a research by Capital magazine, fresh investments by
foreign entrepreneurs are flowing to the Anatolian provinces of
Denizli, Gaziantep, Kahramanmaras, Manisa and Usak. According to
specialists, the Southeastern Anatolia Project (GAP) played an
important role in attracting foreign capital to the region.

[09] PEACE OFFENSE BY THE GREEK CYPRIOTS
In violation of the Greek Cypriot Administration's orders, 126 Greek
Cypriots passed to the north of the island and visited a church. The
Greek Cypriot Administration blocked 597 Greek Cypriots from following
suit.
The relaxation in bilateral relations started with the visit of a
chapel of dervishes in southern Cyprus by the Turkish Cypriots, is
being endangered by the negative stand adopted by the Greek Cypriot

[10] "SILK ROAD", THE CULTURAL BRIDGE
Travelers like Marco Polo, Hsuan-tsang, Ibn-i Battuta, Evliya Çelebi
brought the world closer by sharing their experiences in the far away
lands with us. A "Silk road" team of four, formed under the
leadership of Arif Ascı has renewed the greatest cultural heritage in
history on camel back. The team which started its voyage on June 2 in
Chian, arrived in Turkey on April 12. /Cumhuriyet/
