    FEBRUARY 4, 1997

Summary of the political and economic news in the Turkish press this morning.

[01] IRANIAN ENVOY TOLD OF ANKARA'S DISPLEASURE

The Foreign Ministry on Monday summoned Iranian ambassador Ali Reza Bagheri to inform him of Ankara's displeasure over the provocative remarks attributed to him at controversial weekend commemoration of the "Al-Quds (Jerusalem) Day" in the Ankara suburb of Sincan. Earlier Monday Foreign Ministry Omer Akbel announced that they were looking at the pro-Shariah remarks made by the Iranian ambassador.

At his weekly press conference in Ankara on Monday, Foreign Ministry spokesman Omer Akbel said the remarks were "being studied in the context of the international agreement conventions and tradition that create a code of conduct for foreign ministries."

Late on Monday, the Iranian ambassador was reportedly called to the Foreign Ministry for the expected diplomatic demarche. /Cumhuriyet/

[02] PUT TURKEY ON THE LIST

Turkey on Monday confirmed it would threaten to play its trump card by vetoing NATO expansion unless it is put on the list of future EU member countries.

Speaking to members of the foreign press at the weekly press conference, Turkish Foreign Ministry spokesman Omer Akbel said that Turkey had the most longstanding application for full membership in the EU and that "equal and fair treatment should be given to Turkey's desire for full membership." This position was emphasized without compromise by the Turkish delegation in Rome, Akbel added.

"It would be unjust and an error to exclude Turkey from the present list of future members," the spokesman said. The Turkish delegation received assurance during the confidential meetings in Rome that fair treatment would be given to Turkey, he added. /Cumhuriyet/

    [03] THKP-C ISTANBUL LEADER ARRESTED

Fifteen memebers of the illegal People's Party Front of Turkey, The Revolutionary Path (THKP-C Devrimci Yol), including the head of the group's Istanbul organization, were arrested in Istanbul in operations by the Anti-Terrorism Branch between January 22 and February 1.

The suspects are being charged with taking part in various robberies, armed attacks, murders, and illegal bulletin and publication distribution.

[04] FOREIGN MINISTRY SAYS ARMS EXPORT EMBARGO COMMENTS 'UNFORTUNATE'

Turkish Foreign Ministry spokesman Omer Akbel dismissed U.S. Assistant Secretary of State for Human Rights Affairs John Shattuck's comments on a secret U.S. embargo on Turkey due to Turkey's human rights violation.

Akbel said the comments were 'unfortunate' and were made under the influence of certain lobbies which are known for their hostility to Turkey. Shattuck said late last weekend that the United States was enforcing a secret arms embargo on Turkey by purposely not giving export licences, due to Turkey's human rights violations. "The U.S. administration having been subject to terrorism is aware of the difficulties a country finds itself in when fighting terrorism," Akbel told reporters./Cumhuriyet/

    [05] SOLANA TO VISIT TURKEY

Officials in the NATO General Center announced that NATO General Secretary Javier Solana will officially visit Turkey between February 5-6. During his visit Solana will be received by President Suleyman Demirel, and meet with Prime Minister Necmettin Erbakan, Foreign Minister Tansu Ciller, Defense Minister Turan Tayan, the Chief of General Staff Ismail Hakk Karadayi and the members of the Foreign Affairs committee./Cumhuriyet/

[06] EXTENSIVE REORGANIZATION IN THE GREEK MILITARY

Greek Defense Minister Akis Cohacopulos said a comprehensive military reorganization program would be launched to supplement Greece's extensive five-year armaments plan. The hawkish Greek politician said the Greek army had to curb its numerical inferiority with regards to the Turkish army by acquiring high-tech weaponry, increasing the mobility of its units and concentrating on troop training. The reorganization is to be concluded without drastically altering the army's current structure./Sabah/

    [07] HOPE-INSPIRING MESSAGES FROM FRANCE

A group of European journalists, including Turkish journalists, went to Paris as the guests of high-level French officials. They met with French Foreign Minister Herve de Charette, Defence Minister Charles Millon and high-level officials from the French Foreign Ministry. Answering a journalist's question, Herve de Charette said: "If Turkey thinks that she is excluded from Europe, I will be extremely sad. Turkey is a country which exerts great efforts to progress along the path of development and is connected to Europe. France has always supported Turkey and will continue to walk hand in hand with Turkey".

Defence Minister Millon said: "An effective contribution by Turkey should be provided for a new European security and defence structure". High-level officials from the French Foreign Ministry said: "It is incomprehensible that Turkey feels herself excluded. However there are some problems regarding Turkey's membership and there is no consensus of opinion within the EU. Membership in the Western European Union (WEU) comes after EU membership. It is not reasonable for Turkey to move towards other alternatives. The alternative to Europe cannot be either the Islamic or Arabic worlds. Turkey's future and interests lie in Europe". /Milliyet/

[08] FOUR US COMPANIES TO INVEST IN GAP

US Consul in Adana, Elizabeth Shelton, noted that the US administration was exerting efforts to improve relations with Turkey adding that four US companies were willing to invest in the GAP region. Shelton pointed out that these were the first results of the GAP promotion campaign undertaken by the Consulate. She stressed that the investment of these four companies will encourage also other US entrepreneurs to invest in the GAP region. /Sabah/
