Summary of the political and economic news in the Turkish press this morning
[01] DEMIREL ASSURES GERMANY OVER ANKARA'S WESTERN ORIENTATION
President Suleyman Demirel, in Germany for an official visit, has
assured his German hosts of Turkey's continuing commitment to
full integration with Europe. Clearly trying to dispel doubts
that may have arisen due to the coming to power of Islamists in
Turkey, Demirel said Ankara would proceed unwaveringly on the
path set for the country in 1923 by Mustafa Kemal Ataturk, the
founder of the Republic. Demirel also called on Germany to
continue with its efforts to protect the Turks living in that
country against xenophobic and ethnic attacks.
Continuing with his four-day state visit to Germany, Demirel
moved from Berlin to Bonn yesterday where he had a meeting with
Chancellor Helmuth Kohl. Following the meeting between Demirel
and Kohl, German Government Spokesman Peter Hausmann issued a
written statement saying: "Kohl and Demirel agreed to develop
cooperation between the two countries". Delivering a speech at
the German Industry and Trade Chambers' Union, Demirel stated
that Turkey wanted to implement its free market economy. /Sabah/
[02] TURKEY, IRAN MOVE TO IMPLEMENT GAS DEAL
Turkey and Iran yesterday signed a memorandum of understanding
concerning the implementation principles of the $23-billion
agreement signed by the two countries in August, and for the
construction details of the pipeline which will run from Tebriz
to Ankara. Turkey and Iran will start construction of the first
stage of a natural gas pipeline to carry Iranian gas to Erzurum
from Tebriz in 1998, Turkish Energy Minister Recai Kutan said
yesterday. /All papers/
[03] TALKS BEGIN ON MIDDLE EAST POWER NETWORK
A meeting which will give the final shape to plans for a power
system linking five Middle Eastern countries; Turkey, Syria,
Iraq, Jordan and Egypt is scheduled to begin today in the Syrian
capital of Damascus. The construction of power lines between
Turkey and Syria, Syria and Jordan, and Egypt and Jordan will be
on the agenda of the ministers' gathering, which will be attended
by Turkish Energy Minister Recai Kutan. Technical issues
concerning the route and capacity of the lines, which are to be
financed by the domestic resources of each country, will be
discussed during the talks. Iraq, which is included in the
interconnection system, will not participate in the talks due to
the UN embargo against that country. /All papers/
[04] OECD MISSION TO VISIT GAP
A delegation from the Organization for Economic Cooperation and
Development (OECD) will visit the southeastern province of
Sanliurfa to tour the Southeastern Anatolia Project (GAP). The
five-member group will arrive in Turkey on November 9, GAP
Development Administration Regional Director Erkan Alemdaroglu
said. The delegation, which will visit the Ataturk Dam and the
Koruklu Research Station, is expected to stay two days. /All

[05] TURKEY EYES TL 6.4 QUADRILLION INVESTMENTS PACKAGE FOR 1997
Turkey plans to spend TL 6.4 quadrillion in investments in 1997,
according to the annual economic report figures. The private
sector will account for 79.3 % of the total investments while the
public sector will account for only 20.7 % of the total.
The report forecasts that the Gross National Product (GNP) will
increase to TL 25.36 quadrillion from TL 14.777 quadrillion,
foreign resources will rise to TL 1.134 quadrillion from TL
814.531 trillion and total resources will be TL 26.494
quadrillion next year. /Sabah/
[06] TURKISH TREASURY RANKS HIGH IN ATTRACTING FOREIGN INVESTMENT
The Turkish Treasury's foreign capital investment department
ranked first in attracting foreign capital to this country among
similar institutions in Europe, America, Africa and the Middle
East, according to a bimonthly journal published by Corporate
Location_Coopers and Lybrand which evaluates national
institutions according to their success in attracting foreign
capital. Foreign investments in Turkey have doubled, rising to $3
billion from $1.5 billion through the efforts of the foreign
capital directorate of the Treasury undersecretariat, the
magazine said. /All papers/
[07] SYRIA ASSURES SAFE PASSAGE FOR TURKISH PILGRIMS
The Syrian Embassy issued a statement yesterday refuting articles
in some Turkish papers about difficulties, such as a lack of
service stations or insufficient security measures, that Turkish
pilgrims could allegedly face if they travel by bus through that
country. The Embassy said that it was well-known that Syria is an
example of security and stability. It said that Syrian officials
and people would show hospitality to the pilgrims during their
travels and that the pilgrims would feel at home. /All papers/
[08] TURKS IN TOP TELECOM LEAGUE-REPORT
Turkey is retaining its top place among countries with the best
telecommunications technology available to their public, the
Anatolia news agency reported yesterday, quoting a survey
published in Turk Telecom, the monthly publication of the company
of the same name operating Turkey's privatized telephone
services.
[09] NATURAL GAS TO MARMARA EREGLI
A financial agreement regarding the construction of a natural gas
power plant to be built in the Marmara Eregli has been signed in
London. The Marmara Eregli Uni-Mar Energy plant will beef-up
regional power supplies. It is expected that the construction of
the plant will be completed within two years. /Sabah/
[10] NOVOROSSIYSK ROUTE FOR KAZAKH OIL MAY BE SUSPENDED
Transportation of Kazakhstan oil to warm seas outlets through
Russia's Novorossiysk port may be suspended, a Kazakh daily
reported. The Karavan Btlis newspaper, published in Russian at
Almati, the capital of Kazakhstan, has reported that delay in the
completion of the Caspian Pipeline Consortium project has brought
to the agenda the possible cancellation of the project in favour
of the Baku-Ceyhan pipeline project that Turkey wants
constructed. /Sabah/
[11] NEW NATURAL GAS LINE WITH RUSSIA
The construction of a new natural gas pipeline between Russia and
Turkey is under discussion. The pipeline will be laid on the
seabed of the Black Sea and will meet the natural gas need of
Turkey's Central and Eastern Anatolia and Mediterranean region.
According to a statement made by the Russian official natural gas
company, Gazprom, to the Itar-Tass agency, the company has
started to implement the project. /Sabah/
[12] PKK SUFFERS HEAVY BLOW
In clashes between 300 PKK terrorists and security forces in
Uludere, Sirnak, three terrorists were killed and one was
arrested. In a pursuit after fleeing terrorists, a
cross-border operation was initiated. Turkish security
forces penetrated seven kilometers into Iraqi territory,
bombing supposed PKK hiding places. In a later operation in
Adana, a PKK terrorist was killed.
In an operation in Belgium, 40 PKK supporters were arrested.
During the operation, a large number of brothels suspected of
being involved in PKK white slave trafficking were searched.
According to the Belgian security forces, the operation was
organized in the light of information obtained during the
so-called "Sputnik Operation" organized in September against
