    Summary of the political and economic news in the Turkish press this morning.

    [01] DENKTAS AND CILLER APPEAL FOR RESUMPTION TALKS

    Turkish Cypriot President Rauf Denktas and Turkish Foreign Minister Tansu Ciller united in calls for the resumption of intercommunal talks on Cyprus to diffuse the build-up of tension on the island that has claimed the lives of two Greek Cypriots and one Turkish Cypriot over the past six weeks including, Turkish Cypriot border guard recently killed by Greek Cypriots. Denktas appealed to Greek Cypriot leader Glafkos Clerides, who has initiated the resumption of talks between the two sides with Turkish Cypriot consent including the Greek Cypriot bid for full membership in the European Union, saying, "We have to talk to diffuse the tension. I call on Clerides to meet and to talk with me either at his place, here, or at the residence of the U.N. Permanent Representative Gustav Feisse." Calling on Clerides, Denktas said: "He should abandon the outdated tanks and armoured vehicles he purchased from Russia and come to to the negotiations. Let's talk about how Cyprus can mediate and possibly initiate peace between Turkey and Greece."

    Turkish Foreign Minister and Deputy Prime Minister Tansu Ciller on Tuesday attended the funeral of the slain Turkish Cypriot sentry. She said that the U.N. had to shed light on the murder incident and added that Turkey wanted the tensions on the island to be diffused urgently via direct talks between the leaders of the two sides on the island, Ankara was also demanding identification, arrest and trial of the assassins./All Papers/

    [02] ANKARA AND BAGHDAD DEBATE SECURITY ZONE

    A senior Iraqi official who asked for an explanation of Turkey's motives for the establishment of a security zone to protect against Kurdish separatists across its border, has called on Ankara to abandon the project and initiate a border security arrangement with Massoud Barzani's Kurdistan Democratic Party (KDP) instead. A three-man Iraqi delegation, led by Hamed Youssef Hammadi, an advisor to Iraqi President Saddam Hussein, arrived in Ankara on Tuesday for talks with Turkish Foreign Ministry officials regarding Ankara's security scheme. Senior ranking Turkish General Staff officials also attended the talks. The Iraqi delegation was also expected to meet with Foreign Minister Tansu Ciller./All Papers/

    [03] TURKEY PLANS TO BUY 20 CARGO HELICOPTERS

    Turkey is finalising plans to purchase around 20 military cargo helicopters to faclitate its urgent needs, defense sources reported on Monday. According to sources the final choice is to be made shortly between the competing Boeing CH-47 or the Sikorsky CH-52. The purchase will cost Turkey an estimated $500 million./All Papers/

    [04] TURKISH CITIZENSHIP FOR BULGARIAN IMMIGRANTS

    The Interior Ministry announced that Turkish citizenship will be granted to Bulgarian Turks who immigrated to Turkey between 1989 and 1993, the Anatolia news agency reported. Turkey's Interior Minister Mehmet Agar stated that Turkish citizenship was granted to 25,000 refugees who left Bulgaria due to harsh conditions in 1989 and immigrated to Turkey. The decision was approved by the Council of Ministers.

    [05] TURKEY TO HOST TWO NATO EXERCISES

    Turkey is preparing to host contingents from NATO member countries for two military exercises planned by the Belgium-based NATO supreme Headquarters Allied Forces Europe (SHAPE), according to the Ofice of the General Staff.

    The Ardents Ground-96 military exercise, which was planned in three phases in the eastern town of Sarikamis, will be held between September 16 and 25. The aim of the exercise will be to improve artillery skills for the provision of fighter jet support.

    Following this exercise the military units, including soldiers from Germany, the Netherlands, Belgium, Britain and Norway will be transferred to a second 18-day exercise, Dynamic Mix-96, which is to start on September 22./All Papers/

    [06] SECRETARY OF STATE CALLS FM CILLER, SUPPORTS SECURITY ZONE

    Despite the heavy criticism Turkey has received from Russia, Europe and a number of Arab countries on the 10-mile-deep security zone it decided to establish in northern Iraq against separatist Kurdish Workers' Party (PKK) incursions, Ankara continues to enjoy full support of Washington on the matter.

    State Department spokesman Nicholas Burns told journalists on Monday that Secretary of State Warren Christopher called Turkish Foreign Minister Tansu Ciller on Sunday and was pleased with what he heard from his Turkish counterpart on the security zone.

    "The Secretary indepth discussions about the reasons for the Turkish action. We have been told that this action will be limited in duration; that there will be no stationing of Turkish troops inside northern Iraq. We understand that Turkey has legitimate security concerns about its border because of the past activities of the PKK. On that basis we have supported Turkey's action," said Burns./All Papers/

    [07] TURKISH FORCES REPORTED KILLING 25 KURDS SEPARATISTS

    Turkish security forces have killed 25 Kurdistan Workers Party (PKK) rebels in clashes in the southeast of the country, the emergency rule governor's office said on Tuesday. The statement said the clashes took place in the Sirnak and Hakkari provinces but did not say when. One soldier and one member of the state-paid 'village guard' were also killed, it said./All Papers/

    [08] BOSNIA, TURKISH BUSINESS GROUPS SIGN ECONOMIC COOPERATION ACCORD

    Turkey's largest business grouping, the Turkish Union of Chambers and Commodity Exchanges (TOBB), and the Bosnia-Herzegovina Chamber of Economy have signed an economic cooperation agreement following the Bosnian business delegation's visit to Turkey.

    Visiting acting Chairman of TOBB Zafer Caglayan, Chairman of Bosnia-Herzegovina Chamber of Economy Mansur Smajlovic called on Turkish businessmen to invest in Bosnia and cited the investment incentives offered by the country. Caglayan also said that Turkey's trade volume with Bosnia was too low and should be increased./All Papers/
