    Summary of the political and economic news in the Turkish press this morning

    [01] TURKEY, PAKISTAN AGREE TO NEW TEXTILE QUOTAS

    Turkey and Pakistan have agreed on measures to be imposed by Turkey on third countries within the framework of the customs union with the 15 nations of the European Union, the Anatolia news agency said.

    In a written statement, the Foreign Trade Undersecretariat said that the talks held with Iran on August 19-20 in Istanbul ended with the signing of a memorandum of understanding to determine the regulations for textile imports from Pakistan.

    Pakistan is the 19th country with which Turkey has signed an accord so far.

    [02] TURKISH, DUTCH MANUFACTURERS TO COOPERATE

    The clothing manufacturers' associations of Turkey and the Netherlands signed an agreement in Istanbul on Thursday pledging to share market information and cooperate in technology, quality management and training.

    Under the agreement, the two associations will also work together in logistics, financial control and fashion projects and hold joint seminars. The accord reflects fast developing ties between the Turkish and Dutch clothing industries. /All Papers/

    [03] "BELIEF TOURISM" WILL BE DEVELOPED

    Tourism Minister Bahattin Yucel declared yesterday that the number of tourists visiting Turkey in July was 10 percent higher than last year at 1,106,000. The tourists are mostly from Germany, and the Commonwealth of Independent States (CIS), with Britain and Holland also playing a big role in Turkey's income from tourism.

    Yucel continued: "Turkey is not a country that only has sea and sun, but also has a long tradition of multi-cultural identity. For example we organize "belief tours" to the sacred places of the three major religions. The first trips will be on September 3. We are also planning to open a congress centre in Antalya. As a result we believe that in two years time Turkish tourism income will be worth $2 billion." /Cumhuriyet/

    [04] SECURITY FORCES KILL 32, TERRORISTS KILL FIVE IN SOUTHEAST

    Security forces killed 32 militants from the outlawed Kurdistan Workers' Party (PKK) and captured four during operations in the provinces of Hakkari, Van, Sirnak and Siirt, the Anatolia news agency reported.

    On the other hand, PKK terrorists killed five people, including three village guards, and injured 11 others in an ambush near the southeastern city of Hakkari's Semdinli district late Wednesday. The injured were rushed to a hospital in Hakkari. Operations are underway to capture the terrorists.

    [05] NO VOLUNTEER 'TURKISH BRIGADE' IN CHECHNYA, SAYS TURKEY

    Turkey has denied the existince of a "brigade" of Turkish volunteers fighting against Russian troops in Chechnya, the Anatolia news agency reported.

    The Turkish Embassy in Moscow issued a statement on Thursday strongly denying that a Turkish contingent made up of volunteers and mercenaries fighting side by side with Chechen guerillas.

    [06] PAKISTAN MEDIA COMMITTEE SIGNS THREE PROTOCOLS WITH TRT

    An official media committee from Pakistan headed by Haji Mohammed Akram, Information and Broadcasting Ministry Undersecretary, came to Turkey on Tuesday to meet with their counterparts.

    In a press conference on Wednesday, Akram said that they had negotiated with high-level officials from the Turkish Radio and Television Corporation (TRT) and signed three protocols, one of which was about bilateral cooperation and exchange programs and staff, the another about a joint work and collaboration between Pakistan Radio Organization and TRT Radio and a third seeking to prepare a joint documentary.

    Akram mentioned that Pakistan was chosen to be the country of honor this year at the Izmir Fair. /All Papers/

    [07] OPERATION IN N.IRAQ

    While the Kurdish Workers' Party (PKK) and the Iraqi Kurdistan Democratic Party (IKDP) are closing, the Turkish Arm Forces are preparing a wide range of operations against northern Iraq, it is reported.

    Interior Minister Mehmet Agar said that it was determined that the PKK terrorists infiltrated into Turkey across the northern Iraq border and added that the necessary measures would be taken within the framework of international law. Agar said: "The power vacuum in northern Iraq has caused some unwanted structures which disturb Turkey. Turkey has to take serious measures against these structures."

    "Turkey is a powerful country in the region but to ensure regional stability not only Turkey but other regional countries have to meet their responsibilities. Our neighbours should admit the value of Turkey's friendship," said Agar.

    On the other hand, the Patriotic Union of Kurdistan (PUK) leader Celal Talabani said that Turkey should develop a new policy in northern Iraq. He claimed that the Kurdistan Democratic Party (KDP) leader Barzani, who did not have a clear and open policy regarding the PKK, had asked Turkish Prime Minister Necmettin Erbakan for $30 million to expell the PKK from the region. /Milliyet-Cumhuriyet/

    [08] EUROPEAN DELEGATION IN ESKISEHIR PRISON

    Members of the "European Committee for Preventing Torture" prisoners Eskisehir Special Type Prison.

    For two days from morning till night, the delegation met detainees and prisoners one by one. The 5-member delegation left the city yesterday without holding a press conference and will prepare a report on their visit.

    Eskisehir Republican Prosecutor, Mehmet Can Bolat, who accompanied the delegation, said that the members of the delegation talked especially with political prisoners. /Cumhuriyet/

    [09] AGREEMENT BETWEEN TURKISH CENTRAL BANK AND BUNDESBANK

    A "Technical cooperation, assistance and training agreement" between the Turkish Central Bank and the German Central Bank (Bundesbank) was signed in Frankfurt on 22 August. According to the agreement, a technical cooperation, assistance and training programme will be initiated in September. Turkish Central Bank staff will be trained at the Bundesbank. Moreover, Bundesbank experts will render consulting services at the Turkish Central Bank (TCB).

    Deputy Director of the TCB responsible for the programme's coordination, Selçuk Abaç noted in a statement that this agreement would start a new era between the TCB and the Bundesbank and said: "Within this period, we will do our best to carry the Bundesbank's general approach and experience to the TCB".

    The first stage of the programme will begin on 15 September and 10 TCB administrators or administrator candidates will go to Germany. It is planned that over 100 TCB staff will be trained at the Bundesbank. The agreement includes many as such as development of a monetary programme for the TCB and management of foreign exchange and gold reserves. /Milliyet/

    [10] CILLER TO REPRESENT TURKEY AT THE UN

    It is reported that Foreign Minister Tansu Ciller will represent Turkey at the UN General Council meeting to be held in New York at the end of September. At the meeting, which will begin on 28 September most of the countries will be represented at foreign ministerial level. Representing the host country, US President Bill Clinton will deliver an opening speech. It is also reported that Ciller will go to Jordan on 3 September and to Germany on 12 September. /Milliyet/

    [11] TL 9 TRILLION INFRASTRUCTURE PROJECT

    The German State Bank (KWF) and Diyarbakir Metropolitan Munacipality signed a protocol for a TL 9 trillion infrastructure project. According to the protocol a TL 3 trillion part of the TL 9 trillion will be given within the next few days. Diyarbakir Mayor Ahmet Bilgin said the project comprised ensuring drinking water in the Yenisehir and Sur districts, construction of a purification plant and the restructuring of DISKI facilities. He added that establishing a purification plant on the Tigris River would be cleaner and that fishing would be improved in the region. /Cumhuriyet/

    [12] ISTANBUL TO BE A FAIR CENTRE

    After setting up a representative company in Turkey, the Hannover International Fair (HMI) is holding a series of fairs in Istanbul. Addressing a press conference regarding this matter, HMI General Director Jurgen Behrmann said that they aimed to make Istanbul an important fair centre. /Cumhuriyet/

    [13] GREEK CYPRIOTS SEIZE TURKISH VESSEL

    It is reported that a Turkish vessel called "World" which broke down last Tuesday in Greek Cypriot territorial waters has being seized at Limasol port. According to an article in the Agon newspaper, the owners of a Greek Cypriot vessel called "Veronika" which towed the "World" to Limasol port has demanded $2,000 for pulling and temporarily seized the vessel. /Milliyet/

    [14] EUROPEAN ECONOMISTS IN ISTANBUL

    The 11th congress of the European Economic Association (EEA) began in Istanbul yesterday. Over 1,000 economists from throughout the world, especially from Europe, are attending the congress which will end on 24 August. Prof.Murat Sertel from the Bogazici University is the organization's committee chairman. During the congress, economists will deliver speeches on many issues including customs union, privatization, tax and monetary policies, the state's role in economy and public debts. EEA Chairman and lecturer at the Cambridge University Prof.David Newberry will make an opening speech. Winner of the 1994 Nobel Economy Award Prof.Reinhard Selten and former EEA Chairman Louis Phillips are among the guests participating in the congress. /Cumhuriyet/

    [15] MILITARY AGREEMENT WITH CROATIA

    Deputy Chief of General Staff Gen.Cevik Bir went to Croatia yesterday. Bir will sign an agreement on military training cooperation between Turkey and Croatia. The agreement foresees an exchange of staff between the armed forces of the two countries and training of officers at Turkish and Croatian military training institutions. With this agreement, Turkey will have signed military agreements with all the Balkan countries except Greece and New Yugoslavia. /Sabah/

    [16] TURCO-RUSSIAN POLICIES IN THE MIDDLE EAST

    Meetings held between top-level officials of Turkey and Russia in Ankara recently have shown that these two countries' Middle East policies are becoming similar. Giving information about the meetings, Russian State Department Spokesman Mihail Demurin said: "Turkey is trying to pursue a policy based on peace, mutual understanding and cooperation in the Middle East. Ankara's efforts to strengthen its relations with Iraq and Iran should be evaluated within this framework". /Milliyet/
