    Summary of the political and economic news in the Turkish press this morning

    [01] TURKEY'S 54TH GOVERNMENT IS UNDER WAY

    Turkey's 54th government is a coalition between Prime Minister Necmettin Erbakan's pro-Islamic Welfare Party (RP) and the centre-right True Path Party (DYP) led by Tansu Ciller.     [02] PKK BOMB ATTACK KILLS SIX

    A PKK terrorist bomber killed herself when she detonated the bombed strapped to her body at a flag ceremony in Tunceli, in central Anatolia. The so-far unidentified female terrorist was made-up to look as though she was pregnant and penetrated deep into the ceremonial area in Tunceli's town centre Republic Square.

    The explosion killed six soldiers and injured 34 others, including four civilians. The attack has been strongly condemned by President Suleyman Demirel and other top officials. Today Interior Minister Mehmet Agar and top security director Alaaddin Yuksel will go to Tunceli.

    The Chief of Staff issued a statement shortly after the attack giving the basic details. Enquiries into the bomb attack are still going on, even though the PKK has been charged with carrying out the attack. Experts are already pointing out the similarities to the recent massive truck bomb attack against a US military facility in Saudi Arabia. /All papers/

    [03] POLICE ATTACKED IN SIVAS

    Late last night the regional security headquarters in Sivas were attacked. Armed assailants fired into the building with automatic weapons. After wounding a police officer, the attackers fled. Security operations to find those responsible are continuing.

    During the first six months of this year, one thousand 128 PKK terrorists have been killed in almost non-stop operations against the PKK. /Sabah/

    [04] RAFSANCANI CONGRATULATES ERBAKAN

    Iranian Head of State Hashimi Rafsancani has been one of the leaders who congratulated Welfare Party (RP) Chairman and Prime Minister Necmettin Erbakan. Rafsancani phoned Erbakan and congratulated him for the establishment of a new government. Rafsancani said: "We want to see you in Iran as soon as possible". It is reported that Erbakan thanked Rafsancani and noted that he will be pleased to visit Iran. /Sabah/

    [05] TURKISH ECONOMY GROWS 9.9 % IN FIRST QUARTER 1996

    Turkey's gross national product (GNP) grew by a rapid 9.9 % during the first quarter of the current year, official figures revealed at the weekend. The national statistics agency said the Turkish GNP was TL 2.211 quadrillion, or $26.6 billion, in January-March this year. The GNP growth was 8.1 % last year. The State Institute of Statistics (DIE) said the gross domestic product (GDP) also jumped 8.2 % in the year's first quarter, faster than the 7.7 % at the end of 1995.

    The national income figures revealed that import business was the most active sector during the first quarter. Import taxes jumped by 33.1 %. Trade and industry also contributed significantly to rapid growth in the first quarter. Trading and industrial activity grew by 12.6 % and 8.8 % respectively. Also, the DIE said, the communication-transport sector in January-March grew by 7.3 %, financial institutions by 0.8 %, ownership of dwellings by 2.4 %, self-employed businesses and services by 7.2 %, government services by 0.3 % and non-profit organizations by 2.8 %. /Hurriyet/

    [06] MOSTAR ATTACK BY TERRORISTS IN HAKKARI

    One person was wounded in Semdinli, Hakkari after terrorists fired a mortar at a car, injuring the driver. In the same area, terrorists also kidnapped a shepherd and stole 150 sheep. Seven terrorists were found dead in Semdinli. According to the information, security forces on a field search mission after an operation by the Turkish Armed Forces against the terrorists in northern Iraq found the bodies of the seven terrorists with their weapons. /Hurriyet/

    [07] IRAN WARNS TURKEY

    Iran's foreign minister yesterday called for a committee to be set up to investigate a Turkish cross-border air raid which Tehran says killed six civilians. Turkey has denied any incursion into Iran took place. "The way to prove the occurence of the incident is clear and that is the formation of an investigative committee, which we have called for" Ali Akbar Velayati said, according to the official Iranian news agency IRNA. /Hurriyet/

    [08] COOPERATION WITH IRAN IN ENERGY

    Energy and Natural Resources Minister Recai Kutan said yesterday that it had become apparent that it was not possible for Turkey to supply its energy needs by its own means. Therefore, Kutan continued, he and his colleagues would undertake a study of the build-operate model of hydroelectric power plants which are now under construction, and also of thermal and nuclear power plants. Kutan noted that when the consumption of electrical energy over past years was taken into consideration, Turkey needed to make an investment ranging between $80-100 billion to avoid electricity shortages by 2010.

    Pointing out that the pipeline projects would be continued, Kutan said that every part of the world was dependent on others from the standpoint of energy. Noting that Turkey's neighbouring countries had great potential, Kutan said: "There is (such potential) in Iran, in the Turkish-speaking republics. So far all such issues have been made the subject of discussion. However there has not been an opportunity to bring up concrete projects. We will seek possibilities to cooperate with the Turkish-speaking republics and our friend Iran on the issue of crude oil and natural gas pipelines". /Sabah/

    [09] SPECULATION OVER TURKEY-ISRAEL AGREEMENT

    Although the general policy in Israel is one of "wait and see", Israel's ambassador to Ankara, Zvi Elpeleg said over the weekend that he was sure the incoming coalition government led by the pro-Islam Refah Party would do nothing to spoil the military cooperation agreement between Turkey and Israel.

    Pointing out that both countries would benefit from the agreement, Elpeleg said that the Refah (Welfare) Party would likely do nothing to damage relations with Israel. He added that Refah leader Necmettin Erbakan well knew that 95% of the people of Turkey were pro-western, and that he would take this into account. "Erbakan is a pragmatic and realistic leader" noted Elpeleg. /Sabah-Cumhuriyet/

    [10] TURKEY CD-ROM

    The Turkish Foreign Ministry has released a CD-Rom on Turkey. According to Nurettin Nurkan, Chairman of the Information Department at the Foreign Ministry, the CD-Rom contains information on a wide spectrum of subjects, including foreign policy, tourism, Turkish history and economy. The CD-Rom has been distributed to foreign embassies in Turkey, Turkish representative offices abroad and to participants at the Habitat II conference. /Milliyet/

    [11] TURKISH CONTRACTORS WILL BUILD NEW KAZAKH CAPITAL

    The Kazakhstan government, planning to move its capital city to Akmola in the North, will give Turkish contractors important responsibilities in the realization of this project. During a recent visit of Turkish contractors to Kazakhstan, Kazakh governmental officials expressed their satisfaction over the high-quality work of Turkish entrepreneurs there, and asked them to participate also in the construction of the new capital city. /Hurriyet/
