[02] VOTE OF CONFIDENCE FOR THE NEW GOVERNMENT
On October 15, the minority government formed by Prime
Minister Tansu Ciller will try for a parliamentary vote of
confidence. To obtain a vote of confidence, the new
government needs to ensure an ordinary majority, that is a
majority of those present and voting in the Assembly.
According to the latest calculations of the True Path Party
(DYP), 217 votes will be obtained. Nevertheless, the
oposition parties, taking advantage of the fact that Assembly
Speaker Husamettin Cindoruk has resigned, are engaged in
backstage negotiations and maneuvering and are trying to find
a way to overturn the cabinet. The government programme will
be debated on October 13. After the termination of the
debate, a one day "cooling-off" period is provided for by the
constitution. Then the vote of confidence is expected to be
taken on October 15. /Sabah/
[03] DEMIREL IN DINAR
President Suleyman Demirel visited Dinar where almost 10,000
people have left their damaged houses following last week's
major earthquake which killed 90 people and injured several
others. The people remaining in the once 30,000-strong town
are living in tents. The town is still being shaken by minor
tremors. President Demirel, visiting the devastated town for
the second time, promised to build "the most beautiful town in
Turkey" in Dinar. "But first we are planning to shelter you
elsewhere during the upcoming winter" he said. /Cumhuriyet/
[04] TURKEY AND ESTONIA TO SIGN TOURISM AGREEMENT
Turkey and Estonia will sign a tourism development cooperation
agreement, reported the Anatolia news agency yesterday.
Quoting Tourism Ministry sources, the agency said that the
agreement will be signed by Bilal Gungor, recently appointed
Turkey's new Tourism Minister. The two countries will
encourage their tourist agencies and organizations to include
the other country in their programs, organize tours for
students and youth, and publish promotional tourist literature
about each other.
[05] TURKISH SECURITY DELEGATION IN BAKU
A Turkish security delegation visiting Tehran for a meeting of
the Turkish-Iranian Joint Security Commission has left for
Ourumiye, the capital of Iran's western Azerbaijan district,
for security observations in this frontier area. The
delegation is visiting at the invitation of Iranian officials
in order to see firsthand how security there can be
strengthened, the Anatolia news agency reported yesterday.
"The Joint Security Commission has been very successful and
has come a long way since its establishment" said one of the
western Azeri officials responsible for reporting political
affairs to the Iranian daily Cumhuri Islami.
[06] TURKEY, WORLD'S 13TH LARGEST STEEL PRODUCER
Turkey ranked 13th in world crude steel production with 8.75
million tons during the period between January and August of
this year. This year's steel production is a 12 % increase
from the 7.76 million tons that were produced for the same
period last year, representing the highest increase in
production in the world. Japan remains the world's top crude
steel producer with 68.76 million tons. /Cumhuriyet/
[07] FOREIGN DIPLOMATS IN ANKARA
Ankara is maintaining its position as a centre of diplomatic
activity with the visits of Estonian Foreign Minister Riivo
Sinjar and Dutch Deputy Foreign Minister Hans Dijkstaal.
Estonian Minister Sinjar is the first guest of Foreign
Minister Coskun Kirca, and he will leave Turkey tomorrow after
a round of contacts. Dutch visitor Dijskaal is in Ankara as
the guest of Interior Minister Nahit Mentese. While here,
Dijskaal will have a round of talks with upper level ministers
and then give a conference on Turkish-Dutch relations.

[08] GERMAN SUPPORT FOR CU WITH TURKEY
Provincial governor for Berlin, Eberhard Diephen, has declared
that the European Union countries must soon decide on customs
union with Turkey. Diephen said that the Europeans should in
no way try to exclude Turkey from the European Union.

[09] FURTHER CUSTOMS UNION CONTACTS
Turkey continues to figure prominently in the London political
scene with debates about Turkey in both the Conservative and
Labour party conferences now taking place at venues around
Britain. Turkish Ambassador to London, Ozdem Sanberk has
already attended the Labour Party conference and will now
journey on to Blackpool for a Conservative Party meeting where
he will again state Turkey's case. /Cumhuriyet/
[10] NEW MOVES FOR A CYPRUS SETTLEMENT
The US seems to be taking over initiatives for a settlement on
problem plagued Cyprus. With the UN taking more of a back
seat, the US is coming to the fore and is offering a new
"White House package" designed to resolve the basic issues of
federal government, division of land, security and military
reductions, joining the European Union (EU) and temporary
government until the two sides agree on all the issues.
Although President of the Turkish Republic of Northern Cyprus
(TRNC), Rauf Denktas, is not in agreement with current
efforts, the US is still trying to broker a meeting between
the Turkish side and the Greek-Cypriot community led by
Glafkos Klerides. The US sees a meeting between the two
leaders as a key to unlocking the problem that has tied the

[11] 32 PKK MILITANTS KILLED
Thirty-two militants of the PKK terrorist organization were
killed during military operations by security forces in
Hakkari's Semdinli and Cukurca districts. According to an
announcement from the emergency rule region, 23 terrorists
were killed in the mountainous area of Semdinli district and
nine were killed near the village of Uzumlu in Cukurca
district. The militants' weapons were confiscated. In the
week between October 2 and 8, 113 militants were killed, eight
surrendered and two were captured. /Hurriyet/
[12] DECISION ON EARLY AZERI OIL EXPORT ROUTE EXPECTED TODAY
The Azeri government and an international consortium formed to
develop three Azeri oil fields in the Caspian Sea are
scheduled to announce today their decision on the pipeline
routes through which the "early oil" from the fields is to be
exported. The options are a Russian-proposed pipeline from
Baku to the Black Sea port of Novorossisysk and another from
the Azeri capital to the Georgian port of Soupsa on the Black
Sea. Turkey, which attaches great importance to hosting a
main pipeline to export the lucrative Azeri oil in the long
term, supports the Georgian option for the early oil. "Early
oil" is a term used to designate the limited amount of petrol
to be extracted from the three Azeri oil fields in the Caspian
Sea up to the year 2000. The US supports the operation of
more than one pipeline route for the early Azeri oil.

[13] FT PORTRAYS TURKEY AS "ECONOMIC POWERHOUSE"
In a very flattering special survey on world economy and
finance, the Financial Times (FT) mentioned Turkey as among
the "world's economic powerhouses". On an accompanying world
map, Turkey was assigned the color deep red, signifying those
handful of countries such as Chile, Uruguay, Spain, China and
India with an average annual GNP per capita growth rate of 3 %
or more. "This makes them the third wealthiest group of
countries -in terms of total GNP- after the maturer economies
of the US and Europe, which are growing at a rate of 1 to 1.9
% each year" FT said.
[14] TURKISH-GREEK TRADE VOLUME REACHES 261 MILLION ECU
Total trade between Turkey and neighbouring Greece reached 261
million ECU (European Currency Unit) in 1994, Greek trade
statistics have shown. The Northern Greece Exporters' Union
disclosed that 115 million ECU of the total trade volume, or
44.8 %, was Greek exports to Turkey. Turkey's exports
totalled 145.5 million ECus, or 55.2 %.
[15] AUTO INDUSTRY OUTPUT SOARS 12.4 %
During the first nine months of this year automotive
production rose 12.4 % and reached 218,267 units, up from
194,206 in the same period last year, Automotive
Industrialists Associaiton (OSD) figures revealed on Thursday.
