    Summary of the political and economic news in the Turkish press this morning

    [01] IZZETBEGOVIC VISITS ANKARA TODAY

    Bosnian President Aliya Izzetbegovic is expected to arrive in Ankara today. The visit takes place against a background of Turkish initiatives regarding the Bosnian crisis. Izzetbegovic, who was originally scheduled to come to Turkey last week directly after his talks in Paris, is expected to arrive in Ankara around noon today. "President Izzetbegovic will be accompanied by Bosnia-Herzegovina Federation leader Kresimir Zubak and Foreign Minister Muhammed Sacirbey" read a statement from the Turkish Foreign Ministry yesterday. Izzetbegovic and his host, President Suleyman Demirel, are expected to discuss furthering the cooperation between the two countries, it said. /Hurriyet-Cumhuriyet/

    [02] BAYKAL ARRIVES IN BEIJING

    Aysel Baykal, state minister for Women and Family Affairs, and Prof.Turkan Akyol, former state minister, have arrived in Beijing to attend the Fourth United Nation's Women Conference. Baykal said that the ministry hopes to implement new programs after the conference which will improve the position of women. Fethiye Ozver, Tekirdag deputy of the True Path Party (DYP) and Imren Aykut, deputy chairman and Istanbul deputy of the main opposition Motherland Party (ANAP) will also arrive in Beijing today.

    [03] ECONOMIC COOPERATION BETWEEN TURKEY AND THE CZECH REPUBLIC

    A meeting of the Czech-Turkish Economic Council has started in Izmir with the participation of 17 businessmen from the Czech Republic and 31 representatives of Turkish companies. The council meeting is also being attended by government representatives: Czech Deputy Minister of Industry and Trade Miroslav Somol and Turkish Foreign Trade Undersecretary Namik Kemal Ugural and Treasury Undersecretary Hilmi Oskaraoglu.

    [04] 25 US THINK-TANK TRUSTEES TO VISIT ANKARA

    Twenty-five trustees of a well-known Washington think-tank, the Washington Institute for Near East Policy, plus their spouses and top officials will arrive in Ankara on September 4 for a three-day visit before they move on to Jordan and Israel. Among the officials of the Washington Institute who will visit Ankara are Executive Director Robert Satloff; Senior Fellow Alan Makovsky; and Ambassador Samuel Lewis.

    [05] TURK SHOT DEAD IN COLOGNE

    A 42-year-old Turkish man was shot dead and his two children criticially injured in the west German city of Cologne overnight, German police said. Three people fled by car after the shooting, which occured outside a catering establishment, but police later detained a 21-year-old Turkish man. Police said that the incident was probably an internal Turkish affair and dismissed the theory of a political attack, usually attributed to members of the PKK terrorist organization. /Sabah/

    [06] OPERATIONS AGAINST PKK

    The Turkish Armed Forces have initiated in Tunceli a new operation against the PKK terrorist organization. More than 10,000 specially trained commandos will take part in the operation aiming to destroy PKK camps in the Tunceli region. A military official noted that the operation would be a "smashing blow" against the separatist organization.

    Clashes between the PKK organization and the Kurdistan Democratic Party (KDP) continue in Northern Iraq. KDP Ankara representative, Sefin Dizayi, said that the KDP had began to gain control over the region. Skirmishes between the PKK and KDP, have continued for 20 days, 50 people from both sides have been killed. PKK terrorists, mainly using hit-and-run tactics, have attacked the town of Zaho in Northern Iraq. Dizayi noted that the goal of the KDP was to clean the PKK out of the region and then to prevent their penetration into the region again. The KDP representative said that some difficulties had arisen from the geographic characteristics of the region and added that the PKK had to be pushed out of the region before the winter came, because the winter would provide some strategic advantages to PKK terrorists.

    On the other hand, Governer of the Emergency Region, Unal Erkan, noted that during the first eight months of 1995, 500 PKK terrorists surrendered to the security forces and 4,000 others were rendered ineffective. Turkish security forces have also suffered casualities: According to Defence Minister Mehmet Golhan, 2,762 Turkish soldiers have been killed in the struggle against the PKK terrorist organization so far. /Cumhuriyet, Milliyet, Hurriyet/

    [07] TURKS CELEBRATE ANNIVERSARY OF SIVAS CONGRESS

    Turks celebrated yesterday the 76th anniversary of the Sivas Congress, which was a landmark meeting before the war of liberation that gave birth to the Republic of Turkey. "The important aspect of the meeting is that, 76 years ago, it endorsed indivisibility and territorial integrity within national borders" President Suleyman Demirel said in a celebration message. "It also upheld the Turks' independence and sovereignty. This meeting was instrumental in the establishment of the Turkish Grand National Assembly, which was the driving force of our war of liberation and the backbone of Turkish democracy" he added.

    [08] TURKEY TO IMPOSE LOWER TEXTILE TARIFFS ON 50 NATIONS AFTER CUSTOMS UNION

    A relatively lower textile and garment import tariff imposed on 50 countries by the EU will also be applied by Turkey if its membership in the customs union is approved by the European Parliament. The existing import tariff of 20 % will be reduced to between 6 and 7 %. This reduction is expected to boost textile and garment imports into Turkey. Foreign Trade Undersecretariat officials said that these tariffs will not be imposed on Bangladesh and the Turkish-Speaking Republics in the former Soviet Union. Turkey must impose the same intellectual, industrial and commercial property rights applied by the EU member countries in an identically competitive environment, according to the partnership accord signed between the Turkish government and the EU. /Hurriyet/

    [09] TURKEY LENDING WEIGHT TO BOSNIA TALKS

    With Turkey's influence in the Bosnia peace efforts being felt more strongly every day, it is felt that Turkey will also be involved in the upcoming Geneva talks on a new Yugoslavia.

    Turkey has already participated in many talks about Bosnia and new borders for the national groups in the region. With reports that both Croatian and Bosnian leaders have responded positively to suggestions that Turkey should participate in the important Geneva round of talks, Foreign Ministry officials said over the weekend that it was very likely that Turkey would be there.

    Ankara is nevertheless full of rumours about meetings between President Suleyman Demirel and Bosnian Head of State Aliya Izzetbegovic. Other meetings involving top US Foreign Department representative Richard Holbrooke are all seen as reinforcing Turkey's growing position as a "bridge" between the west and the Islamic world. /Milliyet/

    [10] TURKISH OFFICIALS TO INSPECT SAUDI PRISONS

    Turkish diplomats in Saudi Arabia are going to be allowed to enter prisons where a number of Turkish prisoners are under sentence for drug smuggling.

    After the recent storm over a Saudi decision to execute two Turks accused of smuggling forbidden hallucinatory medicines into Saudi Arabia, new agreement has been reached between Turkey and the Kingdom of Saudi Arabia. Turkish diplomats stationed in Saudi will now be permitted to see Turkish prisoners, confirm their numbers and inspect their quarters.

    Foreign Ministry officials have said that likely new agreements will be signed with the Saudis in connection with tighter controls over trafficking in drugs and similar materials. /Sabah/
