AUG.12 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

NEVESINJE - The President of the Republika Srpska (RS) National Assembly, Petar Djokic and vice-president of the Government, Tihomir Gligoric said in Nevesinje that the RS Government would help in making the better signal of the Serbian radio television (SRT) in the region of this Municipality. On August 11th they had talks with a President of the Nevesinje Municipal Assembly, Bosko Buha, and announced assistance for solving public utilities problems and they were informed about refugees settled in Nevesinje.

SREBRENICA - Vice-president of the RS Serbian Democratic Party (SDS), Borislav Bojic, said on August 11th in Srebrenica that the SDS "fully comply with the Dayton Peace Accord and the B&H within the Dayton Accord with precisely marked IEBl, but they are against the unitary B&H". "SDS does not want for RS to be part of the whole and unitary B&H, what has been strived by some parties and a part of the international community" - said Bojic in Srebrenica.

NEW YORK - The UN Security Council said , at the session behind closed doors in New York, that military option was not possible in Kosmet and called on both sides to start negotiations. China and Russia opposed strongly to a Draft of the Resolution which supports the NATO military action in Kosovo - confirmed western diplomats.

SARAJEVO - The Croatian Democratic Union (HDZ) is concerned that the Party of Democratic Action (SDA) could have an influence on the election of a Croatian member in the B&H Presidency if the SDA would make a suggestion to a part of its membership to vote for some of Crotian candidates. There are some stances that Alija Izetbegovic does not need great number of votes and part of those votes could be directed for election of a Croatian member in the B&H Presidency.

ALGERIA - Algerian security forces killed in Constantin a man Elmy Amu called Zinedin, a chief of the Armed Islamic group which operates in the east of Algeria - AFP reports citing Algerian newspapers. Amu was a chief of the Armed Islamic group for the regions of Constatin, Skikda and Gielma. He is considered to be a leader and an executor of many assassinations.

BUDVA - The President of Montenegro, Milo Djukanovic, as a President of the City Theatre Council in Budva award a literary prize "Stefan Mitrov Ljubisa" to a Hungarian famous writer, Djerdj Conrad.

SREBRENICA - In forests around Srebrenica on August 11th at about 14:00p.m. fires broke out. The fires were not extinguished by evening.

CELINAC - President of the RS Boy Scout Association, Miroslav Vesic, closed on August 11th in Mlinska Rijeka near Celinac the First International Boy Scout Camp, "Let us built peace for brighter future".

SARAJEVO - Second race of the First RS karting championship will be held in Doboj on August 15th and 16th. Karting section from Pale, team winner of the first race, will try to repeat its success - announced Neven Krunic, coach of a team from Pale.

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Republika Srpska (RS) Minister of Information, Rajko Vasic, made a decision for the Serbian Press Agency (SRNA) to stop work until a session of the Steering Board, is said in a communique issued by the RS Ministry of Information and signed by a Minister, Rajko Vasic. "Because of tendentious reporting, obvious forgeries and changes of speeches of some of the highest state leaders and obvious differences between reports of state and local political leaders (i.e.how long these reports are), Minister of Information made a decision to stop work of SRNA", is said in a communique.

BRCKO - The President of Republika Srpska (RS), Biljana Plavsic and the RS Prime Minister, Milorad Dodik said in Brcko that they did not know about a decision made by the RS Minister of Information to stop work of SRNA. "Why are you so upset? Things like these happen all the time. You know very well that last year from Pale a director was sent to block the Serbian Radio television".

BIJELJINA - The RS President, Biljana Plavsic and the RS Prime Minister, Milorad Dodik visited in Bijeljina the Air Repair Institute Orao where they have been informed about reviving of production and launching of new production capacities. Director of Orao, Miroslav Prica, informed his guests about efforts made by the Institute to built and equip the workroom for a repair of turbojet motors and to put into operation all machines and equipment transported from Sarajevo to Bijeljina.

SARAJEVO - The B&H Council of Ministers continued in Lukavica its previous session, chaired by a co-president, Boro Bosic. The session is attended by all members of the Council and a press-conference is scheduled for 15:00 p. m. after the meeting.

BANJALUKA - The President of the Serbian Radical Party (SRS) and a candidate for the RS vice-president, Nikola Poplasen,confirmed in Banjaluka that the SRS was urging in the election campaign on fully compliance with "the legal and democratic methods of political fight in the election campaign". At a pressconference he said that the SRS representatives together with its coalition partner - the Serbian Democratic Party (SDS) would have a meeting with a chief of the OSCE mission in B&H Robert Barry on August 12th or 13th in order to discuss security situation and atmosphere of the election campaign.

BANJALUKA - If SDS leaves the election campaign other patriotic parties will do the same and will not participate in the forthcoming general elections - said in Banjaluka president of the Coordination Board of the RS Serbian Coalition, Predrag Lazarevic. At a press-conference Lazarevic said that in that case the Sloga Coalition would gain 18% of votes "as much as the Sloga Coalition has as voters support in RS and elections, consequently, will not be valid". Also, that will be a great defeat for the international community.

BIJELJINA - The Municipal Board of the Party of Independent Socialdemocrats (OO SNSD) from Bijeljina condemned murder of a deputy chief of the Central police station Sarajevo, Srdjan Knezevic, demanding from relevant institutions to find those who committed this crime. "All of those who want the power at any price must understand that the power is changeable, but only in a democratic way", said Jovan Gajic, President of the SNSD Municipal Board at a press-conference.

BELGRADE - The Association for assistance to refugees in FRY appeal to all refugees to submit their requests for return of tenancy rights in B&H until September 20th, at latest. "A request for return of possession of an apartment over which their is a tenancy right" - is an official title of this document and should be submitted to the Municipality in B&H where a refugee lived until 1991, by October 4th. Otherwise a person can loose permanently his right to have the apartment in which he lived before the war.

CLEVELAND - A former U.S. senator, Bob Doyle is not pleased with the fact that Serbia is determined to destroy terrorism in Kosovo and to defend its integrity, accusing everybody - from the Clinton's administration and EU to Richard Holbrooke and Slobodan Milosevic. In an article "It is time for the U.S. to be more hard on Milosevic", issued in the Boston Globe, Doyle assesses that the U.S. and Europe were not effective in the case of Kosovo because they had accepted Holbrook's stance that Milosevic was a key person for the peace in the Balkans.

SARAJEVO - Bosniac and Croatian representatives of the Vitez Municipality failed to reach an agreement on the newest plan for return of Bosniac refugees in the Croat controlled parts of the Municipality - reported federal media in Sarajevo.

LIVNO - The only means of payment in Livno, Croat controlled city, is a Croatian kuna and DM and in shops and restaurants it is very risky to show KM. Bosniacs are completely pushed out of a Constitution of the Livno canton as a constitutional nation and on the coat of arms and a flag there are no signs to remind that they had lived once in these regions, reported federal independent media.

BRCKO - The President of Republika Srpska (RS), Biljana Plavsic, the RS Prime Minister, Milorad Dodik and the vice-president of the Serbian People's Union (SNS), Svetozar Mihajlovic said at the pre-election tribune in Brcko that the Sloga Coalition "protects state and national interest of RS, guaranteed by the Dayton Peace Accord. "We are never going to be alone again, never again in isolation, we do not have a right to do that because of our children and our future and we support completely the Dayton Peace Accord because we got RS", said Biljana Plavsic in Brcko. Speaking about Brcko the RS Prime Minister said that "things are going toward the city of Brcko to stay within RS". He also added that he "would not stay as a Prime Minister for a minute longer if he is not convinced in that".

BRCKO - The RS President, Biljana Plavsic and the RS Prime Minister, Milorad Dodik said in Brcko that they were not informed about a decision made by the RS Minister of Information, Rajko Vasic, to stop work of the Serbian Press Agency (SRNA) - until a session of the SRNA Steering Board which will be held as soon as circumstances are suitable. Asked how she comments on a fact that the decision came ten days after she had talks with a leadership of the Agency and afterward she had praised the work of SRNA, Plavsic said : "Yes, I did praise the work of SRNA but I do not know what has happened and what was the cause for this decision".

BRCKO - The RS Prime Minister, Milorad Dodik announced distribution of 287 building sites for refuge households in Brcko. Soon, distribution of 109 building places in Gredice, 48 in Ivice and 81 in Rijeka and 49 in Klanac for refugees will take place.

TREBINJE - Continuation of a process of democratisation and general reforms in RS along with other reform forces in order to, on the basis of the Dayton Peace Accord, provide better and prosperous life in RS - this is a stance of the RS Socialist Party (SP) said at a press-conference in Trebinje. The SP President and a candidate for the Sloga Coalition for a member of the B&H Presidency, Zivko Radisic said that SPRS "meets the elections in September with great ambitions and that the Sloga Coalition is founded on a high level of mutual trust.

BRCKO - Security situation in the region of Brcko under control of the Central police station in Brcko is stabile and basically favourable, is said in a six-month report which unites work of the police stations in Brcko, Bijeljina, Lopari, Ugljevik and Pelagicevo. Statistical data shows fall of general criminality in regard to the last year.

SREBRENICA - A forest fire, which broke out yesterday at about 14:00p.m. near Srebrenica has been extinguished around noon - said commander of a Fire company in Srebrenica, Miro Vidovic. Fire, which spread over vegetation and pine tree forest caused great material damage. Causes of the fire are still not known.

THE HAGUE - Detainees at the UN detention unit forwarded an open letter to the President of the ICTY in which they said that "in spite of the decent and fair treatment given to all of us by the management, there are in our view still important shortcomings". The detainees are Zejnil Delalic, Tihomir Blaskic, Dario Kordic and Simo Zaric. They insist on "fair and speedy trials" keeping in mind "the inequality of resources available to the prosecution over the defence and the biased publicity given to our cases by concentrating on the prosecution".

SARAJEVO - Co-chairman of the B&H Council of Ministers, Boro Bosic stated that at the session in Lukavica an Agenda has been adopted of 18 items and the Minutes from the previous session and also implementation of series of laws, law documents and memorandums. "We were discussing implementation of the Law on Budget and concluded that the process began but there are some difficulties because the Budget has no assets from some taxes", said Bosic. Implementation of the Law on Passports was also discussed at the session.

SARAJEVO - Chief of the Central police station (CJB) Srpsko Sarajevo, Momir Vukovic said for the Serbian radio television (SRT) that regarding the case of murder of Srdjan Knezevic, deputy chief of the Central police station, 22 persons were questioned, 19 were detained and 6 were called. Seven persons are still under the investigation. "We searched 32 vehicles and apartments and against one person criminal charges has been brought because of possession of arms and ammunition", said Vukovic.

SARAJEVO - Editorial staff of the Serbian Press Agency (SRNA) carefully analysed assessment of the RS Minister of Information, Rajko Vasic, that SRNA's reports are "biased, obvious forgeries" and with " obviously unbalanced" term of lasting in a view of reports regarding state and local leaders and issued a communique: A staff expressed astonishment i.e. disappointment with assessments said on account of SRNA's work and a decision for its work to be stopped. Without disputing the right of the RS Minister of Information and along with that the right of public and users of SRNA services to point out the professional admissions, and with awareness that you can not be immune on mistakes in this kind of journalism, on daily basis, which amounts to more than hundred news (without translations, news from other agencies as well as phono and photo reports), the Editorial staff thinks that assessments said on account of the whole journalist net - i.e. work in the Central station and work of SRNA's correspondents - are improper and not in accordance with the real role of SRNA within the RS informative service.

RUDO - A group of 50 Bosniacs visited their houses in Strmnica, Dolovi and Septihovo in the Rudo Municipality - SRNA correspondent reported. A representative of Bosniacs in Rudo, Zulfo Svraka said that previous arrivals went without problems and by now 2,150 said that they did not want to return to the Rudo Municipality.
