NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The High international Representative Carlos Westendorp has expressed a hope yesterday that coming elections in B&H "will bring changes at the political scene, in spite of", as he said, "lack of enough signs of reconciliation of population". As AFP reports he said that "already now he can claim that the elections will be revolutionary and better than last in 1996", although aware of, as he stressed, that they "will not change the mentality of the country".

NIS - The Independent Radical Party /NRS/ has proposed to the leadership of FR Yugoslavia /FRY/ to renew the programme of return of Serbs and Montenegrians to Kosmet and to provide Serbs refugees from Croatia and B&H, who are at the refugee centres in Southern Serbia, with permanent accommodation, lands and jobs. In the announcement of NRS, which seat is in Nis, is stated that in Kosmet is necessary the decisive action of police against terrorists in order to create normal living conditions for all citizens of this southern Serbian province, who, as said consider Serbia as their own state.

PODGORICA - The president of Assembly of Montenegro /CG/ Svetozar Marovic denied the claims of "Dnevni telegraf" that he is in the conflict with the Montenegrian president Milo Djukanovic, calling such claims as "banal prostitution with facts".

BELFAST - The radical guerrilla group "The real Ireland Republican Army", which last year was separated from IRA, has taken on the responsibility for the blast of car-bomb in Omagh, city in Northern Ireland, in which on last Saturday was killed 28, and injured 220 persons. As reports Reuters, the man who called by the phone to the editor of the news "Irish news" had apologised for human victims, saying that Real IRA had warned three times before explosion in market centre.

DOBOJ - The traditional 30th international handball TV- tournament of champions "Doboj '98", at which participate teams from FRY, Sweden, Romania, FYRM and domestic team "Sloga" starts at 17,00 h by the solemn opening at the handball half-open-air stadium in Doboj.

SOKOLAC - For Serbian people is enough of quarrelling and schisms and they need concordance and peace, because of what at the next elections they will give their votes to those who are offering unity and perspective and guarantee preserving of the state - assessed last night in Sokolac the candidate for the president of Republika Srpska /RS/ Mirko Sarovic. While participating in the pre-electoral public tribune of the Serbian Democratic Party /SDS/ from Sokolac, the mayor of Serbian Sarajevo told the voters to vote for SDS, which, according to him, :is the state creating party, for which RS is more important than anything else".

BIJELJINA - The Serbian People's Union /SNS/ in past year has brought Srpska into the democratic processes, and taken it away from the international isolation - is said in Bijeljina at the extraordinary press conference held on the occasion of forming the Initiative Board /IO/ of the Municipal organisation of this party. The member of the Main Board of SNS Radmila Jovic stressed that IO of Bijeljina SNS was formed by "the people who have abandoned the guidelines of SDS, by which was proscribed closing of RS into its borders and isolation by international community".

BANJA LUKA - The spokesman of Socialistic Party Igor Radojcic stated at the press conference in Banja Luka that there do not exist real reasons for holding non-scheduled session of National Assembly of RS. Radojcic demanded the easing of political tensions in the current pre-electoral campaign, assessing that the initiative of SDS and Serbian Democratic Party for holding extraordinary session of Serbian Parliament is in the function of their pre-electoral campaign.

BIJELJINA - The spokesman of municipal board of the Party of Independent Social-democrats of Bijeljina Dragoslav Peric has welcomed the decisive action of MUP of RS against crime and stressed that minister Milovan Stankovic has the opportunity to discourage and prevent the future attempts of criminal acts. At the press conference he stressed that it is necessary to clarify ultimately the murder of Srdjan Knezevic, deputy chief of the Centre of Public Security Serbian Sarajevo, as well as any other crime in RS no matter of its volume.

BANJA LUKA - The president of the City Board of the Socialdemocrats of B&H and first on the list for the House of Representatives of Parliamentary Assembly of B&H from Federation B&H /FB&H/ Sejfudin Tokic precisely stated that "there is no renewal and development of RS and FB&H without stable situation in these regions". "The stable situation in both entities of B&H is possible in the moment when all displaced persons and refugees return to their hearths and when the current untenable situation is changed" Tokic said at the press conference in Banja Luka.

ROME - The Italian Ministry of Internal Affairs reiterately warned all citizens of B&H, who live in Italy, and wish to vote at elections on September 12 and 13, to strictly stick to the instructions attached to ballots, fist of all that their votes must arrive to Vienna OSCE Office until September 14.

CLEVELAND - The American electronic media convey the Reuters analyses according to which the West already last year has understood that neither the numerous military presence, nor packages of plans for future will not provide the long lasting peace in B&H, if the fundamental changes do not occur, i.e. reconstruction of all aspects of life. Expected changes, three years after Dayton, either they were occurring slowly, or they did not occur at all, what in the international community has strengthened the doze of discontentment and more strict moves.

NOVI SAD - The City Staff for refugees in Novi Sad has informed all refugees and displaced persons from Croatia, temporarily accommodated in the region of this city that they can, if they wish, in organised way and under the auspices of UNHCR to come back to their homeland. As stated in the public announcement, all interested persons for return to Croatia in organisation of UNHCR should, with refugee identity card or any other document from Croatia, come into the Novi Sad UNHCR Office, in the street of Kralj Aleksandar 14, each day from 8,00 until 13,00 h.

PRIJEDOR - The executive board of the municipal assembly of Prijedor has decided to allocate to Serbian refugees from B&H and Croatia 54 hectares of state owned land, where is foreseen the building of 150 family houses. at the session was said that in question is the land of the local community Kozarusa, foreseen for housing construction for needs of those families who wish permanently to settle in this rural region of the municipality.

BANJA LUKA - The president of the National Assembly of Republika Srpska /RS/ Petar Djokic has scheduled for August 31 in Banja Luka the Special session of Serbian Parliament with the beginning at 11,00 h. The secretary general of the National Assembly Momir Malic has confirmed that the Special session was scheduled at the demand of third of delegates, who signed 26 delegates of Serbian Democratic Party /SDS/ and Serbian Radical Party /SRS/.

BANJA LUKA - The American agency for international development /USAID/ has announced in Banja Luka that at tomorrow's ceremony of finishing works on projects of this organisation in Knezevo, Celinac and Banja Luka will be present the president of RS Biljana Plavsic and president of RS Government Milorad Dodik. In the announcement of USAID, forwarded to SRNA, is said that between the representatives of international community will be also the American Ambassador to B&H Richard Causlarich.

GRADISKA - The president of Republika Srpska /RS/ Biljana Plavsic visited the Industry of furniture "INGA" in Gradiska, where the management of the factory, with director Rade Ilic at the head, informed her about the production capacities and export orientation of that enterprise. After the visiting plant "INGE" Mrs. Plavsic has expressed the great contentment because of revitalisation of the factory and attempts of leadership to provide the better market for placing on it its products.

DOBOJ - The president of RS Government Milorad Dodik stated in Doboj that opened 30th international handball TV-tournament of champions "Doboj '98" is the proof of normalisation of situation and opening of RS towards the world. After the opening of TV- tournament Dodik stated for SRNA that RS by this and other manifestations shows to the world that it could be the organiser of the great manifestations, which pass in the best order and highly skilled organisation.

BRCKO - The fragmentation of land for individual housing construction in Brcko must start already tomorrow - stated after the session of the Commission for implementation of the Additional Arbitrage decision about Brcko its presiding and vice-president of Government of RS Ostoja Kremenovic. The commission has concluded that along with the assistance of Government until the end of August in Brcko 300 plots at the state owned land must be allocated for the individual development, while most urgently will be solved the problems of accommodation of 120 households in the settlement Klanac.

BANJA LUKA - All tobacco products without control marks in RS which should be found after September 1 in sale should be considered as the products on which was not levied and paid tax, announced in Banja Luka the Ministry of Finance of RS. As reports Beta, all legal entities and physical persons until August 31 in Republican administration for public revenues of RS can take control marks and paste it on the stocks of tobacco.

HAGUE - The spokesman of the Hague Tribunal Christian Chartier denied that some of the detainees of Scheweningen were transported to another prison and that because of that they started with hunger strike - reports the Serbian Radio-TV, calling upon Beta. "There is no hunger strike", said Chartier and added that 11 prisoners were transferred to another cells in the same prison and that all were informed about the reasons of temporary moving.

ROGATICA - The candidate of the Coalition of Serbian Democratic Party /SDS/ and Serbian Radical Party /SRS/ for the president in Presidency of B&H from RS Momcilo Krajisnik stressed in Rogatica that next September's elections are not simple and common, but they represent the last stage for survival of RS. At the pre-electoral meeting of SDS he said that this party will offer to voters the concept which basic priority is the defence of sovereignty of RS guaranteed by the Dayton agreement.

PODGORICA - In Podgorica after short and hard illness has passed away the vice-president of Montenegro Government Milutin - Mico Lalic. Lalic was born on October 5, 1949 on Cetinje, and economic faculty and post graduate studies he finished in Belgrade. He worked at the institute for international policy and economy in Belgrade and held lectures on the marine faculty in Kotor.

SARAJEVO - The Democratic People's Community /DNZ/, political party of Fikret Abdic, accused the Party of Democratic action /SDA/ that it by terroristic actions and threats in the region of Velika Kladusa is hampering the pre-electoral representation of DNZ. As report the federal media, in those incidents, which brings into danger the human lives, directly or indirectly is involved the police.

MOSCOW - The president of Russian Duma Genadiy Seleznov stated that at the session of DUma on August 21 will be raised the issue on changes in personal composition of Government, report the Russian media. "I am not convinced that the resignation of complete Government will brings something", he said, adding that the premier Sergey Kirienko "did not until the end open and has the desire to come out of crisis but he has no a team".

BAGHDAD - The special UN envoy Pratash Shah, before leaving Iraq, where he tried without success to persuade Baghdad to resume the inspection on weapons for mass destruction, stated that there is still a hope for solution, reports CNN. During the visit to Baghdad Mr. Pratash Shah talked with the Iraq Foreign minister about the possibilities of establishing cooperation between Iraq and UN special commission for Iraqi weapon /UNSCOM/.

KINSHASA - The capital of the Democratic Republic of Congo Kinshasa is under the siege, because the rebels, who want to overthrow the current president Lauraine-Desire Cabila, are trying to widen the zone under their control, report the Russian media. The rebels have occupied in the west of the country one of the greatest harbour Matadi, the region of crude oil deposits, power plant which supplies Kinshasa and mine enterprises, while on east under their control they have practically all greater cities along the border.

DOBOJ - On the occasion of God's metamorphosis, the St. Patron Day of municipal assembly Doboj, His Holy Highness bishop zvornicko-tuzlanski Mr. Vasilije has served in the temple of St. Apostles Peter and Paul the holy liturgy and in the municipal premises sanctified the St. Patron's festivity cake.

ROGATICA - On the occasion of marking the metamorphosis of God - the St. Patron's Day and the Day of municipality Rogatica - in the temple of the St. Trinity was served the liturgy and in the premises of municipal assembly was performed the solemn breaking the festivity's cake.

SREBRENICA - The municipal board of SDS of Srebrenica has marked the Holy Metamorphosis on the eighth anniversary of existing.

SERBIAN GORAZDE - The refrigerating plant from Serbian Gorazde has exported to Germany the first quantities of frozen raspberries, according to the earlier determined plan. By that after seven years was renewed the export of cold processed fruits from this processing capacity, which, thanks to the assistance of the Serbian State Bank and Crystal Bank and RS Government, in the middle of June started the production in completely repaired plants.
