JULY 27, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Republika Srpska (RS) Government made a decision by which directors and editors in chief of the local radio stations and TV stations are to be relieved from duty and instead of them to be appointed commissioners until the legal procedure takes place - is said in the public announcement, delivered for SRNA. "At the 22nd session, the Government assessed that because of the violation of the Article 5. and Article 10. of the Law on Public Information and the general situation in the local RTV stations, which founders were Municipalities, and because of the incorrect data reported to the Ministry of Information, urgent measures are need to be taken for overcoming of the current situation until final legal settlement", is said in the announcement. Previous leadership and editorial staff, now relieved from duty, will stay in enterprises and should be assigned on jobs, in according to their educational background, while the Government will appoint, in the meantime, the commissioners who will carry out a function of a director and editor in chief until legal regulation of the matter. The newly appointed commissioners are responsible exclusively to the RS Government and they are due to implement the Law of the Public Information and all of them will be on the Serbian Radio Television paysheet.

MODRICA - The President in the B&H Presidency from RS, Momcilo Krajisnik, said in Modrica that the arrest of Milan and Miroslav Vuckovic was an additional reason for Serbs not to believe in objectivity and suitability of the Hague War Crimes Tribunal. "I think that the Hague Tribunal and the SFOR forces have been discredited by this act" - said Krajisnik on Duge Njive near Modrica where he attended the Chetnik's gathering in Trebava. He appealed to the Hague Tribunal and the international community to turn to the legal procedure within which the people will be put on trial at the local and national courts.

BRCKO - A chief arbiter of the Tribunal related to the IEBL in the region of Brcko, the U.S. diplomat Roberts Owen, will visit Brcko today. Owen will have talks with the RS Prime Minister, Milorad Dodik, and the President of the Federation of B&H (FB&H), Ejup Ganic, SRNA has learned unofficially from the Office of the supervisor.

MODRICA - The President of the Serbian Democratic Party (SDS) Presidency, Dragan Kalinic, said on Duge Njive near Modrica that on September 12th and 13th he would not expect fair and democratic elections but according to him possibility for fraud and fixing of the results will be irrelevant if people would vote massively for patriotic forces. "People must not stay at home on that day because this time they vote for the survival of the RS and not some party" - said Kalinic on Trebava adding that the SDS and the SRS will have an organised control system in order to prevent 'abduction' of votes.

BANJALUKA - The President of Republika Srpska (RS), Biljana Plavsic, received in Banjaluka a group of the RS Army (VRS) officers, who have just completed the School of the National Defence - it has been stated from the RS President Cabinet. "With the beginning of the most responsible duties within the VRS they have strengthen the VRS and they are expected to contribute in the most, in building of the combat readiness of the VRS units" - is stressed in the announcement.

BANJALUKA - The RS vice-president and a rector of the Banjaluka University, Dragoljub Mirjanic, and representatives of the Universities in Sofia and Veliko Trnovo reached an agreement on the exchange of students, starting the next school year. A proposal has been supported for the official international contract to be signed soon on cooperation between the Universities from RS and Bulgaria. Previous cooperation was very successful and it must be expanded - is the join statement from the meeting.

BANJALUKA - A decision of the RS Government on dismissals of the editors in chief of the local radio stations, the vice-president of the SDS, Dragan Cavic assessed at the press-conference in Banjaluka as "a police, vandal and an illegal act, in contrary to the law and the RS Constitution", calling on the Government to resign. "By this act the Government is ruining everything marked with 'Serbian". Before that the Government canceled the Serbian National Bank, the Serbian Radio Television is no longer Serbian and an ultimate goal is to, as proved puppets of the international community, proclaim Bosniacs and Croats the constitutive nations in RS, what would be its definite finish", said Cavic.

PRIJEDOR - An arrest of Milan and Miroslav Vuckovic, who are not on the war criminal's list, has not been done in accordance with the international law - stated the vice-president of the Municipal Board of the RS Socialist Party (SPRS) in Prijedor, Mile Mutic, and warned that "the international community must stop to act in this way if it wants the full realisation of the Dayton Peace Agreement".

BIJELJINA - The President of the SDS Municipal Board in Bijeljina, Cvijetin Nikic, announced that the representatives of this party will take part at tomorrow's continuation of the

Bijeljina Municipal Assembly work. The SDS Municipal Board condemns the arrest of the Vuckovic brothers from Prijedor and demands for the culprits of this event to be punished because that imprudent SFOR action "provoked disturbances among the Serbian people". At the press-conference it has been asked from the state institutions to check articles of some papers on alleged moving out of 6,000 apartments in Bijeljina and Janja, occupied at the moment by Serbian refugees, for Muslims to return, because that "might provoke unwanted consequences among the Serbian refugees".

BIJELJINA - The President of the Municipal Board of the Serbian People's Union, (SNS) from Bijeljina, Djordje Krsmanovic, announced that the SNS would have meetings in 56 local boards with voters, at which candidates will present themselves along with a platform for the forthcoming elections. At a press-conference he said that the SNS would hold three tribunes in Bijeljina and added that the SNS has appointed in the Municipal Electoral headquarters 20 members, among which are candidates for the delegates in the RS National Assembly and members of the Municipal and City Board.

BANJALUKA - The Serbian Monarchy Union (SMS) forwarded a letter to the OSCE chief of mission, Robert Barry, in which demands an equal treatment for the forthcoming elections. Reminding on the last year's OSCE decision by which the SMS was deprived the right to participate in the elections for the RS National Assembly the SMS adds: "Instead of to compensate us as a damaged side, you continue to favor chosen parties. We ask you a question whether these elections have any sense at all, and fore what purpose, if the outcome is already known".

PRIJEDOR - The President of the Prijedor Municipal Assembly, Borislav Maric, assessed a scandal related to the arrest of the Vuckovic brothers, Milan and Miroslav, as an improvisation and an unprofessional act, and added that the Municipal Assembly would support the charges that will the Vuckovic brothers bring against the culprits of the event. At the press-conference he said that it was not clear why the identification was not performed in Prijedor but it was left for the Hague War Crimes Tribunal to do that, which contacted to the Police station in the Sanski Most Municipal Assembly in the FB&H from where brothers had exiled after the war.

DOBOJ - Replacement of the leadership in the local radio station in Doboj provoke tensions in the city, what can been seen in the presence of the RS police and SFOR forces near the radio station, SRNA correspondent reports. Since this morning, meetings between the previous and newly appointed leadership and the Municipal leaders are underway, after which it is expected the public announcement.

DOBOJ - At the session of the Doboj Municipal Assembly Executive Board the decision of the RS Government on a dismissal of leadership of the Serbian Radio Doboj is assessed as an illegal act, and they demand from the Government to reconsider the decision. A protest letter has been forwarded to the RS Government in which it is emphasised that its citing of the articles 5. and 10. of the Law on Information and the Article 34. of the Law on Government is not grounded. The President of the Doboj Municipal Assembly Executive Board, Borislav Paravac, expressed discontent with the Government's decision emphasising that the Serbian Radio Doboj is an enterprise of the Municipal significance and not state.

SARAJEVO - The central organisation of the Radio Srpsko Sarajevo Syndicate decided for all employees to go on a warning strike because of the RS Government decision on replacing its leadership. "Having in mind that this radio station originated from the Radio Ilidza and the Radio Grbavica, which founders, the Ilidza and Novo Sarajevo Municipalities had conveyed the proprietary rights to the Srpsko Sarajevo City Assembly, we think that the RS Government is not competent to carry out with dismissals in our radio station", is said in the announcement of the Syndicate organisation of the Radio Srpsko Sarajevo.

MODRICA - The Modrica Serbian Radio staff is surprised and astonished with the decision of the RS Government on dismissals of directors and editors in chief of the local radio and TV stations, which includes a director and editor in chief of this radio station, Dragan Simic. "Dragan Simic, who is on that post since the foundation of the radio station, with great efforts and business connections achieved to raise the Modrica Serbian Radio above the local level and to provide for all employees relatively firm existence" - is said in the announcement.

SREBRENICA - The director and the editor in chief of the local Radio and TV station in Srebrenica, Momcilo Cvjetinovic, has been relieved from duty by the decision made by the RS Government. Keeping in mind that a part of the equipment has been rented out from private persons this studio has stopped with broadcasting until further notice or purchasing the equipment - it has been concluded at the meeting during transfer of duties between Medic and Cvjetinovic.

BANJALUKA - Measures taken by the Republika Srpska (RS) Government on introducing the commissioners in the local radio and tv-stations, which are absolutely a logic course of the events, are not directed against people or some circles, but they are exclusively made in favor to the democracy public - is said in the announcement of the RS Ministry of Information. "The RS Government have no demands for the commissioners to make propaganda of their own nor the propaganda for some parties, but to implement the Article 5. of the Law on Public Information" and warned that "circles and parties which are protesting against the decision, directly protest against that Article which says that "the public organs are obligated to inform the public in an accurate manner, unbiased and on time", is said in the text. The RS Ministry of Information stated that the decision of the Government has been implementing without any problem in most of the Municipalities and also, in some radio stations broadcasting of the programme continued although the commissioners have not taken up their duties.

SARAJEVO - The Legislative commission of the RS National Assembly made a decision by which all decisions of the RS Government related to dismissals of previous directors and editors in chief of the local TV and radio stations, have been invalidated. "These decisions, made by the RS Government, are unconstitutional and against the RS laws" is said in the announcement from the meeting of the Legislative commission, signed by its President, Mirko Sarovic, and it is added that a final decision will be made by the RS National Assembly.

BANJALUKA - The Serbian Radical Party (SRS) strongly condemned a decision of the RS Government on replacing the 16 directors and editors in chief of the local radio and TV stations. "This decision is illegal one and besides that, an usurpation of the authorisation took place in the matter" - is said in the SRS announcement, delivered for SRNA.

SRPSKO SARAJEVO - The Municipal Board of the Serbian Democratic party (SDS) from Novo Sarajevo filed a protest regarding "an absolutely illegal decision of the RS Government on dismissals of all directors and editors in chief of the local radio and TV stations". In the public announcement the SDS Municipal

Board warns that they will not be reconciled with these kind of changes in the Radio Srpsko Sarajevo. "We want to inform the public that the Radio Srpsko Sarajevo came out by merging of two radio stations - the Radio Grbavica and the Radio-Serbian Ilidza - during the hardest years, during the war" - is said in the announcement.

SOKOLAC - Committee members of the Sokolac Municipal Assembly assessed at the session that a decision made by the RS Government about replacing of the director and editor in chief of the Radio Romanija is "illegal" and by that decision "the Statute of the Municipal Assembly has been suspended". It is emphasised that at its previous session, the Municipal Assembly assessed work of the Radio Romanija as professional work and there were no objections by parties and representatives of the international communities.

MILICI - Employees at the Independent studio Radio Milici are astonished with the RS Government decision on dismissal of its editor in chief, Radomir Dzinkic. They assessed that "everything that the RS Government and its relevant Minister, Rajko Vasic have done so far was founded on pressures and with lack of the freedom of press". The employees at this Radio station express their discontent because of the "illegal Government's decision and the RS Minister of Information, who have addressed to this radio on two occasions - when he deprived its work and now when he replaced the editor in chief", is said in the announcement.

PRISTINA - The U.S. Ambassador to FYRM, Christopher Hill held talks in Pristina with the President of the Democratic Union from Kosovo, Ibrahim Rugova, but they did not wish to announce what they were talking about. During the day an official announcement will be issued.

SKOPLJE - The FYRM and Rumanian Defence Ministers, Lazar Kitanovski and Viktor Babiu, signed an agreement on military cooperation, but details of the agreement have not been announced. At a press-conference Ministers said that signing of this agreement opened possibilities for cooperation in the field of defence. The two Ministers talked about current situation in the region and possibilities for peace keeping and about the NATO expansion - AFP reports.

BRCKO - The Republika Srpska (RS) Prime Minister, Milorad Dodik, said after talks with a chairman of the Arbitration Tribunal for the disputed IEBL in the region of Brcko, Roberts Owen, that "a return process to the city of Brcko represents an activity which is due to have, in future, greater importance. Dodik said that, in his opinion, people who were dealing with this problem changed their point of view - for returnees is not enough to provide only roof over their heads, but to open jobs etc. "A judge Owen confirmed that a final decision of the Arbitration Tribunal will be made at the beginning of the next year and we expect that we will fulfil all requirements set by the Provisional Arbitration Award and get a decision that Brcko remains within the RS" - said the RS Prime Minister, Milorad Dodik.

SARAJEVO - A commissioner of the European Commission for Foreign Affairs, Hans van den Brooke, assessed after talks with members of the B&H Presidency in Sarajevo that, in 1998 big changes took place and a significant progress has been made regarding stability in B&H. Van der Brooke said that there was a great concern for the return of refugees process, especially minorities. "Our assistance can be efficient only if we see the results in the field of economy" - said Van der Brooke and added that corruption, black marketing and evading of tax and customs must be stamped out.

BANJALUKA - The International Administrator for the Serbian Radio Television (SRT), Dragan Gasic, said that commissioners for the local radio and TV stations in RS, appointed by the RS Government "are not on the paysheet of the SRT nor they ever will be". Related to that, Gasic in the announcement, delivered to SRNA, points out: "1. The Government has no right to put commissioners on the paysheet of the SRT and that decision is no obligatory for the SRT. The Government's decision is not in accordance with a letter nor with the spirit of the Temporary arrangements for operating the SRT, which were signed this year on February 13th, by the RS President, Biljana Plavsic, the RS Prime Minister, Milorad Dodik and the RS Minister of Information, Rajko Vasic. 2. The SRT has nothing to do with the appointment of the Government's commissioners for various of media nor with their activities. The commissioners operate out of the SRT and they are responsible to the RS Government".

PRISTINA - Today, at about 2:00p.m., the Pristina-Pec road was unblocked and it is under the Serbia MUP control - Media Centre from Pristina announced.

PRISTINA - Cutting the communication lines between the region of Kosovo and the region of Metohija and at the same time strengthening of relations between the region of Drenica and Metohija and even with Albania, were the strategic goals of Albanian terrorists, who are having these days a complete collapse. At about 2:00p.m. police unblocked the main Pristina - Pec road, which had been blocked by Albanian terrorists on May 5th near Komorani and Klina. This main road in a strategic way is very important because this road was a connection between Drenica and Metohija and Albania. That is why they were trying so hard, with all available means to remain in the control over this area - is said in a review of the SRNA journalist, Miroslav Vojcic.

BERN - Swiss authorities frozen two bank accounts for a financial help for Albanian terrorists in Kosmet, and launched an inquiry against several men suspected of financing the arms purchasing for terrorists in Kosovo - it has been stated from the Swiss Ministry of Justice. According to the AFP, the police investigation has been started on a request of the Swiss Federal Prosecutor, Mrs. Carla del Ponte, because of the "financial support for the Albanian guerrilla". The police have searched the apartments of suspected ones.
