In the text of decision, forwarded to ZRS is stated that the Board of directors hopes that in this way will be eliminated last obstacles for repeated establishing of railway traffic and including ZRS.VIENNA - According to the deadlines presented by OSCE in Vienna, the voting in absentia should start already on August 5 - confirmed for SRNA Gordan Milinic, the minister counsellor in the Ministry of Foreign Affairs of B&H, who represent Republika Srpska in Vienna. On that day the OSCE centre in Vienna will commence with sending letters with ballots on the addresses of voters, along with the instruction to vote immediately and return ballots back to Vienna. Milinic has precisely stated that ballots will be received until September 13, i.e. until the end of voting in B&H, and that there will no be any extensions, which at the last early parliamentary elections in RS caused waiting and delays of results. MOSTAR - The president of the Croatian Democratic Community /HDZ/ of B&H Ante Jelavic has confirmed in Mostar his candidature for the post of the Croatian member in the Presidency of B&H at the September's elections - reports AFP. DOBOJ - According to the criteria of international organisations which are acting in Republika Srpska /RS/, the number of beneficiaries of humanitarian aid in the municipality DOboj was decreased for two thirds, so instead of so far 12,800 beneficiaries the food aid in the next period receive only 4,200 persons. Out of 70,000 of inhabitants of Doboj's municipality 25,000 are refugees and displaced persons without permanently solved accommodation and without enough tillable lands, necessary to secure their existence, at least in that way. BILECA - The secretary of the municipal organisation of Red Cross /OOCK/ in Bileca Slobodan Kapor has stated that from June 1 the humanitarian organisation the World Food Programme provides more than 90% of aid for population in social need, but the aid was distributed according to their very strict criteria. "According to the categorisation of the World Food Programme, the right on aid have only women older than 60 years and men older than 65 years under the condition that their pensions are less than 50 DEM and that they do not receive any material assistance from their relatives", explained Kapor. JUNE 30, 1998 DAYNEWS REVIEW, REPUBLIKA SRPSKABANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic talked in Banja Luka with Elizabeth Rehn, special envoy of UN Secretary General, about the impending September's elections in RS and Federation B&H /FB&H/, respecting human rights and restructuring of police in RS. Mrs. Plavsic has stated after the meeting that they have talked about Luxembourg declaration and other problems in RS and FB&H, reminding that before this meeting she had talked with the American senator Fran Lautenburg, who, also, was interested in general situation in RS. President of RS stressed that Mr. Lautenburg did not condition the aid for RS, which, as he said would arrive continually.SARAJEVO - The co-presiding in the Council of Ministers of B&H Boro Bosic stated after the meeting with the special authorised representative of German Government Ditmar Schlee that, with the faster renewal of economic cooperation, RS will faster come out of total isolation, by which will be created conditions for return of refugees into RS and FB&H. According to him, with an intention German and RS Governments are making efforts on undisturbed return and crating conditions for refugees to return, freely choosing time and place where to return. AMSTERDAM - The former mayor of Vukovar Slavko Dokmanovic, indicted for allegedly committed war crimes, who committed suicide, according to the first official data has tried to do that six months earlier - stated for SRNA the priest of the Dutch eparchy Dojcilo Vlajkovic. "Because of that attempt the Tribunal's psychologist demanded from the prison authorities to check out Dokmanovic's cell every hour and to put him under the special regime of supervision" - said Vlajkovic. BELGRADE - The director of the Belgrade's clinic Anlave M.D. Slobodan Jovanovic stated that during the last visit of team of physicians of this clinic to the prison hospital Scheveningen near Hague was pointed out on psychic instability of Slavko Dokmanovic, who the night before hung in the prison cell. BELGRADE - The documentation-informational centre Veritas has stated that the suicide of the former mayor of Vukovar Slavko Dokmanovic is not the first suicide of Serbs from Croatia who are indicted for war crimes, because in the night between 10 and 11 March this year in the regional prison in Gospic in the similar way Milan Brakus has committed suicide. Veritas assesses that the death of Dokmanovic, along with hunger strikes in Croatian prisons in Sisak, Split and Lepoglava, is "the protest of the greatest looser in the citizen's war in the regions of former Yugoslavia - those who has lost their country, fatherland, relatives and friends". SARAJEVO - The spokesman of SFOR Richard Saint-Louis has confirmed for SRNA that "the special forces are operating in B&H", rejecting to state is it 300 marines which, according to writing of the world press, were infiltrated in B&H to perform arresting of indicted for war crimes. BANJA LUKA - The PArty of Independent Social-democrats of Republika Srpska /SNSDRS/ and Coalition "Sloga" have made a joint list for impending elections on which are Biljana Plavsic and Svetozar Mihajlovic are the candidates for president, i.e. vicepresident of RS - announced the member of the Main Board of the Party Krstan Simic. Zivko Radisic is the candidate for the member of Presidency of B&H from RS, while Milorad Dodik is the first on the list for National Assembly of RS, and Branko Dokic for House of Representatives in the Parliamentary Assembly of B&H. BANJA LUKA - The president of Democratic Party for Banja Luka and Krajina /SNSDRS/ Nikola Spiric stated that this party during making the list of delegates for National Assembly of RS respected all criteria and instructions of OSCE. At the press conference in Banja Luka Spiric precisely stated that around 40% of candidates of DSBLIK for the parliament of RS are women, 30% representatives of refugees and displaced persons and 30% of domicile population, and that the first on the list of delegates is SLavko Studen, the financial director of the Banja Luka enterprise "Kozara roads". BRATUNAC - The president of the Executive board of municipal assembly of Bratunac Miodrag Josipovic stated that the composition of this institution must be changed because temporarily is hardly functioning. Josipovic, who was again elected for the president of executive board of Bratunac, stated that one of the reasons of non-functioning is because two of the members from the Coalition for B&H are all the time obstructing forming of the executive board - are not coming on meetings, and are accusing Serbian side that it does not inform them about the time of meetings. Simultaneously with the fall of value of dinar on the black market could be heard the claims that the price of petrol will rise on nine dinars, that follows the new inflation blow because of influx of dinar currency mass from RS, while the statement of the director of Beobanka Zlatan Perucic about the need of introducing floating rate for dinar caused speculations about new devaluation of dinar. Simultaneously, the majority of experts deems that there are no elements for new devaluation, if exclusively economic parameters are in view. JUNE 30, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic received in Banja Luka in the protocolar visit Miroslav Palameta and Ilija Kozul the Ambassadors of B&H in Rome and MAdrid, candidated for this post from Croatian people by the Federation B&H. Assessing that the talks with the president of RS was mutually useful, Palameta said that this visit is one in the series before departure of ambassadors to the new duty and that they have talked about the current issues in RS and implementation of Dayton Agreement.BANJA LUKA - The deputy president of the Presidency of Serbian Democratic Party /SDS/ Dragan Cavic and the president of the City Board of SDS of Banja Luka Mirko Banjac have announced at the press conference in Banja Luka the lists of candidates for September's general elections. "SDS has conducted the final registration of candidate lists yesterday, for the levels for which it has earlier applied at OSCE" - said Cavic and reminded that in the mid month was registered the coalition of SDS and Serbian Radical Party /SRS/ of RS. He confirmed that Nikola Poplasen is the candidate for president of RS at the list of the coalition, the leader of Serbian radicals, the candidate for the vice-president of RS is the mayor of Serbian Sarajevo Mirko Sarovic from SDS, while for member of the Presidency of B&H will be nominated Momcilo Krajisnik from SDS. The first on list for National Assembly of RS are Dragan Cavic and Dragan Kalinic. BANJA LUKA - The president of SRS RS Nikola Poplasen has confirmed in Banja Luka that there happened no any changes in the Coalition with SDS, regarding the last cadre changes in SDS. Poplasen repeated at the press conference that he is candidate for the post of president, and Mirko Sarovic from SDS for vicepresident of RS, while Momcilo Krajisnik is the candidate of SDS for the member of Presidency of B&H. "We are expressing the deep worry because of so called suicide of Slavko Dokmanovic and I am completely convinced that this case is not clear and that it is the expression of work of people in the prison in Hague". - said Poplasen. BELGRADE - Miroslav Vasic, one of the advocates of the former mayor of Vukovar Slavko Dokmanovic who, allegedly, has committed the suicide in the cell of the Hague prison in Sheweningen, stressed that the team of defence is of opinion that "DOkmanovic's suicide is the failure of supervising officers of this institution". "The last contact with Dokmanovic we had on Friday June 26, when he said while talking with his defender Tomo Fila, evidently upset, 'that he is a dead man'. We have immediately informed the manager of the prison and required imposing of increased supervision" - said Vasic in the statement for SRNA. VUKOVAR - The vice-president of the National Board for establishing the confidence and president of the Independent Serbian Democratic Party Vojislav Stanimirovic warned in Vukovar that the process of issuing passports and other documents necessary for return of Serbs into Croatia is very slow. After the meeting with the president of the Parliamentary Assembly of the Council of Europe Lenny Fisher, Stanimirovic stated that according to the current dynamics of issuing documents, 30 daily, all interested for it will get it for five years, what is, as he said, unacceptable. PRISTINA - The terroristic attacks of Albanian separatists in Kosovo are continued and the target was the units of Yugoslav Army and citizens of Decani and village Drenovac near Klina. The great terroristic group has performed the attack at the village Drenovac on the road Klina -Pec. Serbs, who are in two months siege in this village, have organised the defence and successfully defend themselves from terrorists who are using mortar shells. The Albanian terrorists have attacked suddenly the military convoy which was carrying food on the part of the road Prizren -Stimlje by machine guns and mortar shells. The members of the Army of Yugoslavia readily responded on the attack and dispersed the assailants. ANKARA - The ministry of Foreign Affairs of Turkey has announced that it rejects the newest resolution of the Council of Security of UN about Cyprus in which is required the reiterated unification of the divided island - reports DPA. By the resolution is demanded to be formed the unitary state with two quite equal ethnical groups, what for Turkey represent "the widening of illegal Republic of Cyprus on the whole island". Ankara, also, was opposed to extending mandate of UN until the end of the year, but "the Turkish Republic of Northern Cyprus will continue the cooperation with UN troops". JUNE 30, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKATOKYO - The president of Government of Republika Srpska /RS/ Milorad Dodik met in Tokyo with the officials of the Ministry of Foreign affairs of Japan, who expressed the contentment with accomplished results of the Government of RS and stressed the readiness of the Japanese Government to continue the continual support to its work. In the report of the Serbian Radio TV is stated that the president of RS Government talked with the representatives of reputable Japanese companies in RS. In the next days Dodik will visit the famous electronic firm Sonny.BANJA LUKA - The minister of Internal Affairs of Republika Srpska /RS/ Milovan Stankovic and the director of the Republican Customs of RS Dragoljub Trivanovic have agreed the cooperation on stamping out and preventing the criminal acts on the border of RS. In the announcement of MUP is said that all forms of cooperation were agreed, especially the control of crossing the state border, and it is pointed out the need for these agreements to be a permanent practice in the future in work of two state institutions. BELGRADE - The Ministry of Justice of FR Yugoslavia have delivered the official protest to the president of the Hague Tribunal because of the tragic death of Slavko Dokmanovic, because it deems that the Court was responsible for that. "It is supposed that DOkmanovic has committed the suicide in the moment when he was out of monitoring of the prison staff, to which he was submitted because of the state of health" - is stated in the announcement signed by the Yugoslav minister of Justice Zoran Knezevic. In the announcement is stressed that all circumstances which from the beginning were following the case of Dokmanovic - arresting, trial and relation of prison authorities towards Dokmanovic's very much outstanding health problems - point out on the responsibility of Tribunal for his death. BELGRADE - The Yugoslav minister of defence Pavle Bulatovic stated that the members of self-styled Kosovo Liberation Army /KLA/ until now in Kosovo and Metohija kidnapped 55 persons, of which 50 is of Serbian and Montenegro nationals - convey the Belgrade's media. Bulatovic said in the talk with the director of ICRC for Europe Angelo Gnedinger that about the destiny of these persons nothing is known and required from ICRC to engage in searching and rescuing of the kidnapped persons. BELGRADE - The democratic Party of Serbia /DSS/ have stressed that Yugoslav diplomacy must prevent international recognition so called Liberation Army of Kosovo /KLa/. In the announcement forwarded to SRNA is stated by DSS that contacts of Richard Holbrooke and Robert Gelbard with the representatives of that Albanian terroristic organisation and the demand to be included into negotiations "explain the reasons why American administration was for months rejecting to condemn Albanian terrorism and pressures directed towards Serbs". MOSCOW - The official Moscow has rejected the possibility to talk with the representatives of terroristic organisation KLA because of finding the peaceful solution of the crisis in Kosmet - reports AFP according to Russian agency Interfaks.
