SARAJEVO - British Minister for International Development Claire Short will offer to the Premier of Republika Srpska (RS) Milorad Dodik a financial aide for his policy - conveys this morning the British radio BBC in broadcast in Serbian language. Mrs. Short is going to be the first member of an foreign Government to meet Mr. Dodik after he had took an oath before the National Assembly on Saturday.

BERLIN - Deputy High International Representative in B&H Hans Schumacher admitted in the interview for "Tagesspigel" that the international community " encouraged president of RS Biljana Plavsic to nominate Milorad Dodik for the Mandatory of the Government". He reminded that as a sign of support German Government has provided 400.000 DM and EU 6.000.000 ecu. Milorad Dodik also said that an urgent task of the Ministries would be to investigate in what field money should be invested so people could feel the change for the better.

BELGRADE - The president of RS Serbian Radical Party (SRS) Nikola Poplasen denied in the newspaper "Blic" from Belgrade that radicals have interrupted internal protocol on cooperation with Serbian Democratic Party (SDS). " There was no order from Mr. Seselj to support a new government and we have never been in the coalition with SDS. We have the internal protocol on cooperation but we do not present one party," said Poplasen regarding statements that by the order of Vojislav Seselj at the Saturday's Assembly Session radicals had acted opposite to the SDS, whose representatives were not attending taking of an solemn oath of the RS new Government.

SARAJEVO - The entire input and output on all levels, established through findings of the Financial Police, for the last year amount 509.257.408 diners, while the total payment and by compensations regulated tax rate amounts 343.503 020. diners so the rate of default in paying of public revenue in RS amounts 68%. This statement is in the Information on work of the Financial police for the period of time from January-December in 1997 at which is estimated that rate of unpaid public revenue in regard to previous periods of time had tendency of slow increase, thanks to, above all, fulfilled compensations with the RS budget.

BANJALUKA - Deputy High International Representative Hans Schumacher emphasised in Banjaluka that " joint licence plates will be available to all citizens starting on February 15; at the beginning the plates will cost 15 DM and after that 30 DM. From April 30 no vehicle can cross the border crossing without united plates" said Schumacher in front of Banski Dvor, showing the joint licence plate. He announced that in a few days a new flag would be ready as well as the joint currency and passport, which are now in preparation. "The new Government and its president will contribute to that, which will bring this country to the economic recovery", added Schumacher. The vice-president of the RS Government Ostoja Kremenovic said that " joint licence plates are the first step which means implementation of Dayton Agreement from RS side as a free democratic Republic due to carry out the international programmes as well as to conduct its own regulations".

BIJELJINA - On the new licence plates will be six numbers and one letter and vehicles will not be identified by regions or origin - stated Deputy of Regional IPTF Commander for Brcko Don Hou on the occasion of presentation of new joint licence plates for vehicles from RS and FB&H in Bijeljina. RS Minister of Internal Affairs Milovan Stankovic emphasised that Ministry would try to put these plates into effect, as it has been anticipated by Memorandum on Understanding, but that he was expecting in that field full help and cooperation of the international community, above all of IPTF.

SARAJEVO - The Minister of Civilian Affairs and Communications in the B&H Council of Ministers Spasoje Albijanic forwarded a letter to the High Representative Carlos Westendorp in which he is informing him that members of the Council from RS were cancelling signature from the Memorandum on Rule Book and instructions for licence plates for motor vehicles in B&H. Albijanic is reminding that the Memorandum has been accepted at the Session of the Council of Ministers on January 27, and that representatives of the entities have accepted the document at working meetings in the Office of High Representative (OHR). " Beginning of this fact, the Council of Ministers has accepted to sign the Memorandum, thinking that the entities had accepted to transfer part of their authorities related to the licence plates on the Ministry of Civilian Affairs and Communications, and it is about keeping a central file on distribution of the licence plates in entities" - is said in the letter. It is also said in the letter : "But, since representatives of the RS Government stated that they have not signed the Memorandum, although they had accepted it in OHR, after which it was accepted by the Government, members of the Council of Ministers are withdrawing their signature on concord with the Memorandum".

SARAJEVO - A session of B&H Presidency began in Lukavica at 11,00 am. The Session is being attended by the president in the Presidency from RS Momcilo Krajisnik and president Kresimir Zubak, while one of co-presidents of the Council of Ministers Haris Silajdjic is attending the session instead of Alija Izetbegovic.

BANJALUKA - The president of National Radical Party " Nikola Pasic" and spokesman of Coalition for King and Fatherland Dubravko Prstojevic confirmed in Banjaluka that the newly formed Government began with work and regular activities. As a mandatory of the alternative RS Government Prstojevic said at the press-conference that the Government would be consisted of representatives of ten nonparliamentary parties and several associations of citizens of RS. " Goal of the first alternative Government in RS is to be the most severe critic, but also constructive and corrective to RS Government with Milorad Dodik at the head" - said Prstojevic.

ZVORNIK - The way in which the new RS Government has been elected was not the best possible one, but nine representatives of Socialist Party (SPRS) have voted for it and gave it their trust - stated the representative of this party in the RS National Assembly Budimir Acimovic, assessing that the work of ministries was already noticeable. He added that the international community has shown readiness to invest in RS, by which economic situation in the Republic would be significantly improved.

BELGRADE - The president of Serbian Radical Party (SRS) Vojislav Seselj claims in Belgrade daily "Democracy" that Radicals are not supporting the new RS Prime Minister Milorad Dodik. "Agreement has been reached with SDS not to enter any combination related to composition of the Government, and it is being respected by both parties. SRS has continued to be an opposition party in RS and that was noticeable at the last session of the Assembly where we have criticised severely the Government", emphasised Seselj.

NOVI SAD - The spokeswoman of Provincial Board of Democratic Party for Vojvodina (PO DS) Gordana Comic expressed in Novi Sad a hope that "Dodik's Government will know how to prevent individual accumulation of wealth by misuse of international credits for renewal of complex economic-political situation". Claiming that "there are these kind of aspirations toward the international credits on both sides of the river Drina", Comic Gordana stated for SRNA that "provincial democrats will pledge for credits to be invested for intensification of economic cooperation between RS and Vojvodina".
