O'Sullivan explained that this project is aimed in four directions - firstly for rebuilding of houses damaged in the war, rebuilding of plumbing and water-supply in cities, rebuilding of electric power system near Banjaluka and for securing of agricultural equipment of RS. The president Biljana Plavsic did not make a statement for the press.BANJALUKA - The RS president Biljana Plavsic had talks in Banjaluka with the Supervisor for the region of Brcko Robert Farrand about situation in this part of RS, but according to Farrand, they had not discussed preparations for arbitrage which was to be held on February 5 in Vienna. "The situation in this city is getting better, but there are some small difficulties in area of introducing of multi-ethnic administration" - said Farrand and emphasised that he had set up clear instructions and was expecting that both sides would respect that. After the meeting with Farrand president Plavsic did not make a statement. BELGRADE - The new Prime Minister of Republika Srpska (RS) Milorad Dodik rejected "speculations that the international community conditioned acceptance of his mandate by handing over of accused of war crimes". In an interview for the last edition of "Evening News" he said that his Cabinet "will not have instruments to hand over somebody to Hague before September, when regular election have been scheduled". "The main goal of this Government is solving of social problems" - emphasised RS Prime Minister. AMSTERDAM - The International Crisis Group (MKG) concludes in a special short announcement that the proclamation of Milorad Dodik for the RS Prime Minister has been assessed in western circles as the most important event after signing of the Dayton Agreement. In interest of survival of Dodik's Government MKG is asking from NATO to speed up arresting of Serbs accused of alleged war crimes and to hand them over to Hague as soon as possible. According to assessment of this Group, it is "unique opportunity to arrest important persons form the list of accused of war crimes, in which way strengthening of the new structure of authority would be helped". BRUSSELS - Ministers of Foreign Affairs of countries, members of EU decided in Brussels to give urgently 6 millions ecus to RS Government with Milorad Dodik as its Prime Minister, so workers in education, police and employees could receive their salaries - reports DPA. The ministers welcomed forming of the new Government and readiness of its president to support complete implementation of the Dayton Agreement. SARAJEVO - The presiding of the presidency of Serbian Democratic Party (SDS) Aleksa Buha stated in Pale for Serbian Radio that SDS representatives would ask to include request on forming of Assembly's commission for organising an early presidential elections in RS on an agenda of the Third Session of RS National Assembly. Buha underlined that SDS representatives "will continue to insist disputing the way in which the Government was elected and be against any decision of the Government which would not be in accordance with the Constitution and interests of Serbian people". BANJALUKA - The Counsellor of RS president for economic affairs Rajko Tomas talked in Banjaluka with representatives of American Government about willingness of the USA to help RS in renewal of infrastructure, development of business organising and giving technic help to reform of economic system. After the meeting behind a closed doors, which was also attended by members of the USA Ministry of Finance and American Agency for International Development, Tomas confirmed for the press that America was ready to help RS in that moment. SARAJEVO - The director of OSCE regional centre David Folly did not achieve to bring into accordance unique name for Gornji Vakuf in the main centre of canton of srednja Bosna - Travnik, because Croatian leadership did not give up the name Uskoplje, while Muslim were against change of the current name - report Muslim media.
