NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The mandatory for convocation of the new government of Republika Srpska (RS) Mladen Ivanic has returned to RS president Biljana Plavsic entrusted mandate because "he was not able to provide adequate assembly's majority for electing the new government", has been announced from the RS President's Cabinet in Banjaluka. It is said in the announcement that in the last night's consultations with representatives of parliamentary parties Ivanic " have not succeeded to get concord of representatives of Serbian Democratic Party and Serbian Radical Party for proposed concept for composition of the new government".

BELGRADE - The highest RS state leaders arrived in Belgrade because of the urgent invitation of FRY president Slobodan Milosevic, SRNA learned from sources close to Socialist Party of Serbia ( SPS). Reason for this meeting is returning of the mandate of new governments's candidate for a president Mladen Ivanic to RS president Biljana Plavsic. The same source claims that this meeting is the last attempt of Milosevic to establish a compromise between Serbian Democratic Party (SDS) and Serbian Radical Party (SRS) on one side, and Ivanic, on the other. As it has been announced, arrival of Mladen Ivanic and SRS president and visepresident of RS National Assembly Nikola Poplasen is being expected soon.

BANJALUKA - Socialist Party of Republika Srpska (SP RS) accepted with great anxiety and regret the news that Mladen Ivanic had returned mandate for convocation of the new government to RS president Biljana Plavsic, announced Informative Service of this party. "Historical opportunity to form a government of national unity has not been used, and we are a step to establishing of the protectorate. There are no true reasons for failure of idea of national unity, except private interests and human vanity.

BANJALUKA - The president of RS Serbian Farmer's Party (SSS) Gordana Vidovic assessed at the a press-conference in Banjaluka that returning of Mladen Ivanic's mandate for composition of the government is continuation of economic-social agony in which RS is for a quite time already. According to her, in that way was created a possibility for the High International Representative Carlos Westendorp to form a new government, and solution like that, thinks Mrs. Vidovic, certainly is not going to be good for Serbian people.

BANJALUKA - The president of RS Syndicate Union Cedo Volas assessed act of Mladen Ivanic and returning of the mandate for convocation of the new government to RS president Biljana Plavsic as a wise and responsible move. "The Syndicate was not against Ivanic's concept and would not have anything against such solution if it would have received support of appropriate political structures in RS", assessed he.

BELGRADE - Democratic Party of Serbia (DSS) thinks that there was expectation that Mladen Ivanic would return the mandate to RS president Biljana Plavsic, because he is not a member of the party which had gained the majority on the recent elections. DSS spokesman Milorad Jovanovic explained in a statement for SRNA that "the proposal of RS president for the mandatory of the new government is not in accordance with will which citizens have expressed on the elections".

BELGRADE - The spokeswoman of Democratic Party (DS) Aleksandra Joksimovic expressed regret because of the decision of the mandatory Mladen Ivanic to return the mandate for forming of the new RS government to RS president Biljana Plavsic. In statement for SRNA she assessed that it had been "a good concept, i. e. absolutely compromise solution which could have reconciled all powers in RS. This concept was turned toward democratisation, but it is clear that Serbian Democratic Party (SDS) and Radicals have turned toward an uncompromising politics which first of all is not in favour of citizens of RS".

BELGRADE - The vice-president of Social-Democratic Party Dragan Janjic assessed returning of Mladen Ivanic's mandate for composition of the new RS government as " an unexpected move" which would result in "a new phase of destabilisation of RS". " It has not been possible in this term and with this kind of disposition of political powers in the parliament to obtain more serious government, because there is no compromise between political actors in RS to attain unity", emphasise Janjic.

SARAJEVO - The second session of RS National Assembly will be held tomorrow in the House of Youth in Bijeljina, beginning at 11,00 am, has been announced from the Cabinet of President of RS National Assembly Dragan Kalinic. In a statement for SRNA the Minister Arsenovic emphasised that the decision had been made for the sake of better control and solution to a turnover of agricultural products, which would not, as he emphasised, " leave any consequences in supplement of the market in RS". Arsenovic explained that the Decision is related to finished mixtures of cattle fodder and components which participate in its preparing.

BELGRADE - In the beginning of January the Government of Serbia banned export of agricultural products aside from firmly established shipments because of putting an end to the black market of food in RS, is said in "Daily Telegraph". BANJALUKA - The president of Democratic Party for Banjaluka and Krajina Nikola Spiric assessed in Banjaluka that "the election of the new RS government can be done only on the principle of constituting of the National Assembly and election of its leadership". At the press-conference he warned that "this year could be a year of extra fall of standard of living and political confusion in RS", accusing Socialist Party of RS for such conditions, which, as he pointed out, by orders from Belgrade "is flirting with the international community and avoiding agreements with patriotic parties".

BIJELJINA - The Democratic Party of RS supports the concept for composition of the new RS Government by mandatory Mladen Ivanic and sees it as chance for protecting a Republic, stated at the press-conference in Bijeljina Gavrilo Antic, secretary of this party. "Forming a Government is necessity and we think that mandatory should not insist on approval and support of those who are most responsible for the crisis in which we are now", he emphasised.

KRAGUJEVAC - The Federal delegate and president of SRS District Board for Sumadija Natasa Jovanovic assessed in Kragujevac that her party "completely supports RS leadership in its attempt to overcome current political crisis in this Serbian country. At the press conference she assessed previous cooperation between Radicals and SDS as extremely positive.

ATHENS - If RS does not form a new Government soon , already bad political situation in the Republic, caused by division of the state leadership will considerably be aggravated and endanger existence of the state , claims a correspondent of a Greek paper "Exucia", from Belgrade Magis Muratidis. In the case representatives of RS National Assembly do not reach an agreement on forming a new Government tomorrow, Muratidis claims that it will certainly be done by the High Representative for Civil Questions in B&H Carlos Westendorp. He assessed that "solution like that will not be in interest of Serbian people, but international community."

SREBRENICA - A helicopter of SFOR crashed about 1,00 pm in the region of Kazan near Srebrenica, but a precise number of passengers who were eventually killed or survived this accident is not known yet, SRNA learns.
