Assessing that the turnout is low, around 35%, REC thinks that there are more reasons for that, and as the basic reason is highlighted the shortening the traditional deadline from 7,00 until 19,00 h, as was regulated by OSCE rules.VIENNA - The representatives of RS Government Gordan Milinic and Dragan Podinic cast their ballots in Vienna, where in the name of Government they are supervising counting of ballots which from abroad are coming in OSCE centre in this city. According to Milinic, since Vienna Post Office is not working on Saturday and Sunday, the number of until now arrived ballots remained unchanged - 34,000, and 27,000 of ballots which had all necessary documentation were scanned. BELGRADE - The director of the Head Office of Serbian Democratic Party for Serbia Mirko Jovic stated that the supervisors of this party on polling stations for elections for NA RS in FR Yugoslavia /FRY/ yesterday determined very low turnout and that more than two thirds of those who wanted to vote returned from polling stations, because of PEC rules according to which they were not enlisted for voting. BELGRADE - Vlado Cucic, the representative of the Commissioner for Refugees of Serbia, who has a duty to organise and monitor the elections for RS parliament in Serbia, stated for SRNA that because of failures in work of PEC the number of voters from 27,000, eligible voters on local elections, reduced on 19,200. "We have concluded that PEC rules are very rigid, because we did not have enough time to submit a complaint because of their failures" - said Cucic accentuating that the voting lists appeared only yesterday. As the next problem he noted the requirement of PEC that in order to vote voters must have OSCE papers, which the voters had got for local elections, those papers were left in polling stations during local elections. BRCKO - The president of LEC of Brcko Teodor Gavric confirmed for SRNA that OSCE office in Brcko approved the postponement of voting on all polling stations in this municipality after 16,00 h. BRCKO - If the turnout of voters on early parliamentary elections in RS was lower than 50%, then they have to be repeated - stated for SRNA the IPTF spokesman in Brcko Katty Laden. "According to my information, OSCE is thinking about this solution, of course in case of turnout lower than 50%" - added Ms. Laden, while rejecting to say precisely how many voters cast their ballots until this morning. DOBOJ - The field office of OSCE in Doboj in the response on the request of Doboj's LEC to enable voting for more than 247 voters, who are not on the final voting list, stressed that there is a possibility that these voters cast the ballots on unconfirmed ballot. BRCKO - In the municipality Brcko until noon voted 13,500 voters, or 47.60% of total electorate which has 28,363 registered eligible citizens. ZVORNIK - At 99 polling stations of Birac region until 10,00 h their patriotic duty on early parliamentary elections fulfilled 29,714 voters, i. e. 37.24% of total electorate in this region. LJUBINJE, BILECA, GACKO - At all polling stations in Herzegovinia municipalities Ljubinje, Bileca and GAcko the turnout of voters is significantly higher than on the first day of early parliamentary elections for NA RS. According to the data of LEC Ljubinje, at two most frequent polling stations in the city voted 150 voters. In Bileca municipality yesterday voted 25% of electorate, which number is 8,840 eligible citizens. At 12 polling stations in municipality Gacko yesterday voted 1,914 out of 6, 243 registered voters, or 31%. BIJELJINA - At 50 polling stations in Bijeljina municipality until 11,00 h voted 26,000 out of 65,253 voters, or 40% registered voters - stated for SRNA the president of LEC Dragan Vujic. PALE - According to incomplete data, in the municipality Pale until 12 h voted 6,555 voters, or 43% of electorate which has total of 15,328 eligible citizens. BANJA LUKA - At 82 polling stations in the region of BAnja Luka, including 13 mobile stations, until 12,00 h voted 46,000 voters, or 41,4% of electorate - announced the LEC of Banja Luka. PRIJEDOR - In the region of municipality Prijedor until 12,00 h voted 30, 913 voters, or 56% of electorate of Prijedor municipality - announced LEC for SRNa. NOVI SAD - On two polling stations in Novi Sad for early parliamentary elections for NA RS until 12,00 h voted only 250 out of 2,300 citizens eligible to vote in the region of Novi Sad and municipalities Sremski Karlovci and Beocin. SARAJEVO - During yesterday's, first day of voting for new National Assembly of Republika Srpska /NA RS/ voted 268,301 citizens, i.e. 32.82% of total electorate in 48 municipalities of RS, in which was registered 817, 569 eligible citizens - was announced for SRNA from Republican Electoral Commission /REC/. While pointing out the significance of these elections, REC appealed that citizens have to come out to vote in mass, since the yesterday's turnout was low. For early parliamentary elections in RS was registered 1,147,906 voters, who can vote for 38 political parties, three coalitions and 18 independent candidates. BANJA LUKA - The OSCE mission spokesman Johan Ferheiden stated last night6 in Banja Luka that on first voting day for election delegates for NS RS no any incidents occurred, and all polling stations were closed at 19,00 h. At the press conference in International Press Centre Ferheiden stressed that the citizens used their democratic right in RS, parts of FB&H, FR Yugoslavia /FRY/, Croatia and abroad. According to him, the low turnout of voters is disturbing, lower than expected and the one on municipal elections. BELGRADE - The chief of OSCE office in Belgrade Zivota de Luka stated that in the course of first voting day at the early parliamentary elections for NS RS turnout of voters on all 79 polling stations in FRY was around 15%. out of total 28,000 citizens of former B&H who fled to FRY. SARAJEVO - The co-presiding of the Council of Ministers of B&H Haris SIlajdzic stated that the stances of the Croatian proposition on special connections of Croatia and FB&H insulting, because they contain the formulations and terms which are not appropriate for the inter-state communication - reported last night Moslem radio in Sarajevo. While commenting how the terms Croatian-Moslem Federation and Moslems-Bosniacs, used in the text of Croatia proposal, insulting because by Constitution were precisely determined names of Federation and people who live in it, SIlajdzic said that use of such terms can not be prerequisite for serious inter state talks.
