In an open letter the RS MUP calls on the RS president to wait until the people say who and how will constitute the RS authority and govern its police. "The events accumulated can lead only to unforeseeable consequences for security of our citizens and RS integrity", says the MUP in its letter "sent in the name of truth and prevention of the worst kind incidents and clashes", and adds that "MUP representatives are decisive that, as thus far, implement and protect the RS Constitution and Law".SARAJEVO - The co-chairman of the Council of Ministers of B- H Boro Bosic, stated after his meeting in Pale with deputy SFOR commander, general Philip Mounsini, that SFOR seriously considered the permission for commercial flights from and to the Banjaluka airport, and that such an decision should be expected soon. "SFOR believes that the Banjaluka airport is technically most operational and most prepared for commercial flights", stated Bosic and explained: "Objectively speaking, the airports in Tuzla and Mostar are not prepared for operation and for civilian traffic. Both are in worse situation in respect to technical availability and staffing and they would need a lot more SFOR assistance." BRCKO - The US SFOR Division in Brcko started a kind of preelection campaign for the parliamentarian elections, scheduled for November 23, by distributing leaflets from its helicopters, urging the Serbian people to support "leaders who cooperate with the international community and make the reconstruction programme possible." The blue leaflet with SFOR signs gives no explanation as to unjust distribution of international aid to RS and the Federation of B-H. "Why the Federation of B-H received 98% of aid and only 2% went to RS?", a question is posed in leaflets to which authors themselves answer "a handful of those selfish people in power make impossible just distribution of the international aid because they do not comply with the Dayton agreement." BRCKO - The leader of the Serbian Democratic Party (SDS) in Brcko, Mladen Bosic, warned that unrealistic reasons offered by supervisor for Brcko Robert Farrand would cause impediment in the installation of new municipal officials, and assessed that the Serb party would again be accessed of non- cooperation. "Maybe supervisor's orders have been bought for the reasons of their unfeasibility, but will certainly lead to the stalemate for which the serb side will be unfairly blamed as being non-cooperative", Bosic stated before the SDS Municipal Board session convened to review the post-election situation in the city. BRCKO - Supervisor for Brcko, Robert Farrand, annulled the Brcko Patron saint celebration St. Vidovdan. The changes to the Municipality Statute for the sake of harmonisation of three orders issued by the supervisor, deleted article 6 which says that "the municipality of Brcko has its Saint Patron Day, June 28 Vidovdan - The Orthodox holiday". BRCKO - A 17-year old Mladen Pajic who got wounded in his upper leg in clashes between Brcko residents and SFOR troops, submitted a compensation claim to US SFOR MacGovern. The process is run under RS Army (VRS) regulations by Brcko lawyers Jovan Vukovic and Damjan Kaurinovic, who on September 29 submitted Pajic's compensation for sustained fear, pain, medical treatment and rehabilitation, to the Mac Govern base. DOBOJ - The US First Armoured Division commander majorgeneral Larry Elis will replace general David Grange as SFOR Sector "North" commander, this was announced to SRNA from SFOR Press Service in Tuzla. The Joint Military Commission, comprised of VRS, Croatian Defence council (HVO) and Muslim Army representatives, will meet the new commander tomorrow in Tuzla, upon the Commission meeting in the SFOR Nordic-Polish Brigade base. AMSTERDAM - The majority of Dutch media assesses that the local elections in RS and the Federation of B-H did not bring about spectacular results and that drastic changes in the RS political scene did not occur, as craved by the international community. With a general dissatisfaction it is concluded that the polling did not make possible Muslim majority vote in Brcko, even though the OSCE has not yield to categoric Serb demands to have 3,000 refugees polled at the elections. Finally, it produced only a slight Serb majority against the Muslims, conclude Dutch papers, and give a joint estimation that under Western pressures, Yugoslav president Slobodan Milosevic pushed the Serbs to go to elections. SARAJEVO - RS finance and trade ministers Drago Simic and Mladen Cicovic assessed at the public tribune "Slobodno" in Pale that the seizure of Serb Radio-TV transmitters "is a move against the implementation of the Dayton agreement and against peace in RS and the B-H Federation". Minister Simic said all diplomatic activities must be directed towards securing that such and similar actions do not take place and that solutions sought together with the international community do not threaten RS vital interests, because none could ban the public word. VIENNA - Russia is to pull out its troops from SFOR if "it comes to men- hunt in RS", the Austrian media quote Sergei Rogov, one of advisors to the Russian chief of diplomacy Yevgeny Primakov, following foreign policy talks in Henstein.
