NEWS REVIEW, REPUBLIKA SRPSKA

BELGRADE - The president of Republika Srpska /RS/ Biljana Plavsic arrived at the Belgrade's "Beli dvor" /white house/ to talk with the president of FR Yugoslava Slobodan Milosevic. As is learned from the sources close to RS Government in Belgrade, in the residence of Slobodan Milosevic is already Momcilo Krajisnik, the president in the Presidency of B&H from RS. Until now is still unknown whether Milosevic will talk together or separately with Plavsic and Krajisnik. As announced earlier, the theme of today's talks will be the implementation of Belgrade's agreement, holding parliamentary and presidential elections in RS, and the situation in RS media.

BRCKO - The supervisor for Brcko Robert Farrand confirmed that Serbs who didn't have a voting right at the past elections are not counted into the drafted proportion according to which will be organised the multi-ethnical government in Brcko. According to this principle, 3,270 Serbs, refugees from Sarajevo and Jajce, which registering complaints were rejected, are not the citizens of Brcko, while the interests of 7,200 Moslems from Australia, New Zealand and Europe, who voted in bags, will be protected by the future municipal government. The supervisor rejected the journalists assessment that instead of the electoral results in Brcko use the national key as the solution for establishing new government, stressing that by his orders about the multi-ethnical administration, justice and police he do not annex Dayton and arbitrage decision but only, as he said, literally implement it. While warning that the authorities from RS have no possibility to discuss and negotiate about his orders which come into force immediately after bringing, Farrand announced the establishing assembly of the municipality Brcko for November 8.

BRCKO - The supervisor for Brcko Robert Farrand issued the order on multi- ethnical police in the part of the municipality in RS, by which is anticipated the forming of the multi-ethnic police forces until December 31. While greeting the proposition of RS Government about the beginning of reconstruction of police on October 23 and 24, supervisor warns that by his order he changes the items 2,3 and 4, concerning the special circumstances in the region under supervision. The order foresee dislocation of the unit of special police until December 31, along with conclusion that it is subjected to the control of SFOR. According to the announced order, the police chief in Brcko will have two deputies, and all of three must be of different nationality.

BRCKO - The IPTF spokesman in Brcko Kathy Leden announced that the reconstruction of police will start on October 23, and until December 31 in part of municipality of Brcko in RS will be established the multi-ethnic police forces, in accordance to the supervisor's order. Leden stated that the persons who want to perform police job in Brcko for two days, after October 23, must submit the application to IPTF, pass the test of common police knowledge and psychological test, so, during the course the Department for investigations of IPTF could make insight into their previous work.

BRCKO - The identity cards of RS in the edge settlement Brod in Brcko received 54 Moslem returnees in the zone of separation. According to the data of the Centre of public security Brcko, out of 1,618 persons, to whom the supervisor approved the settling, Serbian ID cards received total of 290 returnees.

BANJA LUKA - The president of the National Radical Party "Nikola Pasic" /NRS/ Dubravko Prstojevic condemned in Banja Luka "the secret meeting", which held the chief of OSCE mission and presiding of PEC Robert Frowick with the representatives of particular Banja Luka's opponent parties on Saturday. "The U.S. Ambassador in no way didn't dare make such a move, because it is opened partiality and taking the side of a number of opponent parties before the impending extraordinary parliamentary elections in RS", said Prstojevic at the press conference.

DOBOJ - The member of the Main Board of SDS Sreten Blagojevic stated that he resigned from this post because discord with the method of work and situation in Municipal Board of SDS Doboj, and expressed the hope that SDS, "the best party which Serbian people ever had, will return to the original programme and democratic principles". In the public announcement he stated that between first reasons for the resignation are "the disastrous results at past municipal elections, which the officials of SDS in Doboj call triumph, so to keep the existing position and avoid responsibility".

ZVORNIK - The president of the Municipal Assembly Zvornik Jovan Mitrovic denied the information that he was excluded from Main Board of SDS stating that he resigned. "I submitted the resignation in written form on the membership in Main Board, but not in SDS", stated Mitrovic. In the resignation forwarded to the Main Board of SDS, to the first vice-president of the party Aleksa Buha and the director of the Main Office of SDS Vlado Vrkes, Mitrovic stated that the reasons for submitting the resignation lie in the fact that individuals from Municipal Board of SDS have understood the party as their own and that they use the authority for their own needs.

BANJA LUKA - The Serbian Party of Krajina and Posavina /SSK&P/ will require the right to propose its candidate for the post of Banja Luka's mayor, explaining this by the number of delegate seats won in the city assembly. At the press conference in Banja Luka the president of this party Predrag Lazaravic announced the coalition with another three parties - Socialistic Party /SP/ of RS, Democratic Patriotic Party /DPS/ and Serbian Patriotic Party /SPAS/, by which they would provide in all 37 delegate seats.

BRCKO - The editor in chief of the Serbian Radio-TV /SRT/ Drago Vukovic announced that the signal from Pale will be broadcasted at the end of the week, and if this is not realised then he announced the increased work in the local media and one hour of programming on the state television in FRY. Vukovic was in Brcko where tomorrow will start the mounting of the TV- studio, while the existing in Bijeljina and Doboj will start independent broadcasting of the programming.

BRCKO - SFOR's occupying of the transmitters of Serbian radio-TV /SRT/ is not only the act of depriving the rights on freedom of press, talk and thoughts, but also the attack against peace, the basic civilisation achievements and democracy - assessed in Brcko the editor in chief of the daily news "Javnost" Branislav Ribar. "Such arrogance, deceit and haughtiness in sowing the western-democratic obediently orders the world has never saw or experienced. They are forcing us to be blind with eyes, deaf with ears and dumb with tongue" - he said.

TUZLA - The Cantonal authorities in Tuzla required from the local Croatian Television to stop taking over the programming from Republic of Croatia, because they do not nave the permission of competent authorities in organs of Federation B&H, reports the Sarajevo radio. Two years ago the local Croatian television, called by Croats Soli, had got permission for broadcasting their own programming, and now they are broadcasting all of three programming of the Croatian Television.

SARAJEVO - The Croats are firmly decisive to stay in Sarajevo - is stated in the letter of the Croatian Association for Science and Art, issued on the occasion of the bombing attack on the Catholic school centre on Bistrik - reports the Sarajevo radio. In the letter sent to the president of Federation B&H Vladimir Soljic, the member of the Presidency of B&H Kresimir Zubak and numerous international factors is stated that the attack is "the barbarian act, which ultimate goal is bringing the unrest between Croats and their exile from Sarajevo".
