NEWS REVIEW, REPUBLIKA SRPSKA

PRNJAVOR - Para-policemen of the president of Republika Srpska (RS) Biljana Plavsic, occupied a police station in Prnjavor last night, illegally appointing Milan Jelic and Brane Suska, workers with the station, as a chief and a commander of the station, respectively. The municipal leadership of Prnjavor confirmed that the chief and commander of the Prnajvor police station, Dragan Mektic and Vlado Zivkovic, respectively, were illegally sucked from their functions. Mektic stated at a session of the Prnjavor branch (Municipal Board) of the Serbian Democratic Party (SDS) that late last night he was informed of capturing of the police station by Predrag Ceranic, the leader of the parapolicemen who captured the station. A policeman from Laktasi was injured and two cars were damaged in this morning's conflict between members of the para-police forces loyal to the RS president Plavsic and members of the RS Ministry of Internal Affairs at the newly-established check point in Tromedja, near Prnjavor, this was stated at the session. The Municipal Assembly and the Prnjavor branch of the SDS are having a regular session.

PRNJAVOR - The Prnjavor branch (Municipal Board) of the SDS sharply condemned a forcible and illegal staff sucking carried out in the police station in Prnjavor, assessing the same as an undemocratic act of violence. The Prnjavor branch of the SDS warned that it will not bear responsibility for the possible consequences resulting from this act, but the illegally appointed leadership of the police station and those who appointed it will be blamed.

PRNJAVOR - At an extraordinarily session, the Municipal Assembly of Prnjavor sharply condemned 'forcible replacements of the chief and commander of the police station in Prnjavor'. The Municipality of Prnjavor will not allow the making of divisions on its territory nor conflicts between different political options, which would possibly result in a division and disappearance of RS', says a communique.

DERVENTA - Two check points were established in the area of Tromedja, some 10 km from Derventa towards Prnjavor. One of two, which is located in the vicinity of Derventa, is controlled by police of the legal Ministry of Internal Affairs, while the other. which is located on the side of Prnajvor, is controlled by para-police forces of the RS president Biljana Plavsic. SFOR personnel are there between the two check points and they say that their task is to prevent the possible conflicts between the Serb policemen. The vehicles coming from both directions are strictly controlled at both check points.

BANJALUKA - The president of Republika Srpska (RS), Biljana Plavsic, talked in Banjaluka with the Foreign Office political advisor, Peter Rikec, about the upcoming parliamentary elections in RS. She gave a full support to 'the state media to become independent and free ones'. 'The state-run media are owned by the whole of people', stated Plavsic, reiterating her attitude on that the Serbian TV programme is to be broadcast alternately, i.e. one day from Pale and the other from the Studio-Banjaluka. As she said, 'this way a healthy rivalry will be created and the citizens will be able to estimate the professionalism of both studios'. Rikec pointed out that 'the British Government supports the implementation of the Dayton Agreement and the holding of a parliamentary elections that may help in resolving of the political problems in RS'.

BANJALUKA - The chief of the General Staff of the Army of Republika Srpska (VRS), general Pero Colic, stated in Banjaluka that neither one can nor is allowed to divide the RS, because this is the territory of the Serbian people, the sacredness that must be protected, and those who are working against this do not belong among us. Colic pointed out that the time we are living in is full of threats to freedom and a stable development of the recently-born homeland - Republika Srpska in peace'.

BRCKO - Upon the request of the international supervisor, Robert Farrand, the issuing of RS identification documentation to Muslim returnees is delayed until Wednesday, confirmed the chief of the Police Station in Brcko, Radomir Marjanovic, in a statement given the Serbian Press Agency - SRNA. The supervisor's Office expressed pleasure with the agreement reached on issuing of RS identification documentation on the spot and on the day of return, but due to the commemoration and funeral of the dead foreign diplomats it asked for the postponement by Wednesday so that the needed technical preparations would be carried out. According to an agreement reached on Friday, the issuing of RS identification documentation was to start in the settlement of Brod today, at about 08:00 a.m, while in the settlement of Ulice it (issuing) was to begin on Wednesday and Friday.

BRCKO - The president of the Municipal Board of Brcko, Miodrag Pajic, met with the international supervisor, Robert Farrand, for finding an urgent solution to the threatening problems between the Serb residents in the local settlements of Brod and Stari Rasadnik and Muslim returnees. Representatives of the above settlements asked once again the municipal authorities to offer them help, emphasising that the Muslim threats and the behaviour of SFOR personnel are raising tensions in the boundary settlements to a point threatening with out-breaking of a new conflict.

SARAJEVO - The president of the Republic Electoral Commission (REC), Petko Cancar, stated for the Serbian Press Agency - SRNA that the final results of the local elections held in RS and the Federation of B&H are expected to be made known by the end of week. As he said, the process of counting of ballots is completed at the Centre for Counting of Votes from Abroad in Lukavica. The counting of ballots is also expected to be finished at the Centre in Rajlovac where the votes are being counted for the municipal authorities in the Federation of B&H.

SARAJEVO - The OSCE spokesman, David Foley, announced that the first results of the municipal elections held in RS and the Federation of B&H, are to be announced on Thursday, the 25th of September, reports DPA. 'The postponement is needed because of the complexity of counting of votes', stated Foley at a press conference in Sarajevo, reminding us that the results, as was planned before, were to be announced during the last weekend.

HAMBURG - The former US Secretary of State, Henry Kissinger, concludes that 'the failed attempt of West's at experimenting with B&H as a multiethnic state resulted in a bloody civil war, because not even a larger state would be able to deal with deep differences among the Serbs, Croats and Muslims'. In an article published by 'Welt am Sonntag', Kissinger assesses that 'the Dayton Agreement is also characterised with the same shortcomings', explaining that 'the military provisions of the Agreement separate the hostile people along the boundary lines created by war, while, on the other side, the so-called political agreements have an opposite aim'.

BRUSSELS - The NATO Secretary-General, Javier Solana, announced in Brussels the possibility for staying of the international forces in RS and the Federation of B&H even after the SFOR mandate expires in July, 1998. 'I do not believe that either the USA or any other state - of which soldiers are participating in the peacekeeping forces - will simply withdraw', stated Solana refusing to specify the possible options.

DUSSELDORF- In the legal proceeding against a Serb, Nikola Jorgic, who is accused of the alleged war crimes committed in Bosnia & Hercegovina, the defence requested for his releasing, claiming that the accused is the victim of a case of mistaken identity in the statements given by Muslim witnesses. As DPA reports, the defence accused the Court of exceeding its competence, specifying that the Trial Chamber should have investigated the competence of the Supreme Court, but this was not the case.

BELGRADE - According to data on the votes counted by now, the Coalition of SPS-JUL-ND's candidate for a presidential post in Serbia, Zoran Lilic, is in lead in contrast to the SPS's candidate, Vojislav Seselj. While citing this morning's statements, the paper 'Politika' stresses that 'the candidates from the united electoral list of the SPS-Jul-ND won a majority of votes at the elections for deputy posts in the Assembly of Serbia, while the Left's candidate, Lilic, and the Serbian radicals' leader, Vojislav Seselj are to run in the second round of the presidential elections'.

ZAGREB - The Croatian foreign minister, Mate Granic, stated that his state is not going to accept the renewed extending of the UN mandate in the Sremsko-baranjska District, on January 15, 1998, reports AFP.

MOSTAR - The planting of a bomb in the Croatian part of Mostar was once again condemned in the talks between the Croatian defence minister, Gojko Susak, and leaders of the Croatian Democratic Union (HDZ) in B&H. They also expressed their wonder why media paid so little attention to this event which was called by some Muslim leaders as a Croatian self-planting.
