"We discussed the UN competence in the process of the restructuring of the Serb police and Serb position concerning this issue. We met understanding and Mr. Eide's determination to personally commit himself and support the overcoming of the current crisis in RS", Krajisnik stated.SARAJEVO - RS vice-premier Aleksa Buha stated that the final decision on the holding of the local elections scheduled for September 13 and 14 in RS would be made by the RS National Assembly. "The response of the RS National Assembly will depend on reconciliation of voters lists", Buha warned following a meeting between RS Government representatives, led by RS prime minister Gojko Klickovic, and the OSCE Mission chief Robert Frowick and ambassador Vladimir Kuznyecov, held in Pale. Aleksa Buha reminded that the issue of verification of the voters lists was a crucial issue for RS, and emphasised that in talks with ambassador Frowick a move forward has been achieved by the elimination of a possibility of the arrest of those listed on sealed war crimes indictments. SARAJEVO - The Main Board of the Serbian Democratic Party (SDS) for Serbian Lands is in session, chaired over by acting SDS president Aleksa Buha. MOSCOW - The Executive Board of the Congress of Russian Municipalities, accused the USA of using the political crisis in RS for a direct armed interference into its internal affairs and thus violating the fundamental principles of the Dayton agreement. In a statement, the Executive Board assessed the actions of the US military contingent within SFOR mission in Brcko as "being of an occupation character", and underlined that those actions "in now way come within the operations called for in Dayton." Americans seem not to regard the Dayton agreement, on which they insisted so and for the signing of which they "pulled by the sleeve the whole international community", obligatory for themselves". VLASENICA - The SDS Municipal Board for Vlasenica found a series of irregularities relating to the voters lists from the B- H Federation - 1, 000 voters have no ID number added to their names, some persons were registered several times or the names of deceased or missing persons appeared on the list. The SDS Municipal Board expressed its displeasure as to the way of adoption of additional changes to the electoral rules and regulations for the municipal elections without Serb agreement, and it believed that unless the OSCE repairs the noted irregularities, conditions would not be met for free, fair and democratic elections to be held on September 13 and 14. TESLIC - Out of 35,094 voters on the OSCE voters list for the local elections for the municipality of Teslic, 25,652 are registered in this municipality and the rest in the Federation of B-H. the OSCE approved 233 appeals by voters for Teslic whose names were not included in the final voters list. BANJALUKA - The Serbian Radical Party for RS, announced that it has not reached a final decision yet on its participation at the local elections. "The very reason for this lays in a series of OSCE decisions which if implemented would bring RS to a verge of a mere occupation", says the announcement, and adds that the number registered Muslim voters in a large number of Serb municipalities exceeds that of their pre-war residents. The SRS points out that its participation at the elections depends of OSCE's at least minimal correction of these irregularities. BEOGRAD - The public relations officer of the RS president, Ana Mitrovic, stated that the new presidential elections can be organised if the voters at a referendum come out for such a solution, report Belgrade media. "A great non-confidence to the RS president at he referendum can serve as legal grounds for new presidential elections in the Republic", stated Mitrovic. ZVORNIK - The president of the Socialist Party (SP) for RS, Dragutin Ilic, stated in Zvorik that the SP for RS would seek elections also for the Serb member of the B-H Presidency, if the SDS remained stick with its position that presidential elections take place simultaneously with the parliamentarian elections. SOFIA - A solution to the political crisis in RS the Bulgarian daily paper "Bratstvo" sees in early elections on all levels, from local to presidential. The paper believes that the solution is in the elections, "but not in the organisation of the OSCE, which proved to be a poor organiser and supervisor, but in the organisation of the Serbs themselves. " BRCKO - Naim Zlatic and Edin Radovovic from Rahici, the Muslim part of the municipality of Brcko, who had been detained in the police station last night because they provoked an incident in the zone of separation were released after having been fined. A police report said the mentioned Muslims in their SFOR- escorted vehicle attempted to intimidate Serb policemen living in the bordering communities of Brod by threats with murder and cursing. VUKOVAR - The president of the Serbian National Party (SNS) from Zagreb, Milan Djukic, sent an open letter to the leaders of the main opposition parties in Croatia, accusing them of "even aware, being silent on the crimes committed against the Serbs". Djukic accused Croatian opposition leaders that they "have never, not by a single statement, condemned slaughter of the Serbs and destruction of their sacred places and property", and pointed out that the opposition leaders did not react even "when the Croatian president decorated the same perpetrators with the highest state orders".
