BANJA LUKA - His Holly Highness the Serbian patriarch Mr. Pavle with the High reverands of the Serbian Orthodox Church /SPC/ in Banja Luka talked with the president of Republika Srpska /RS/ Biljana Plavsic. Two hours talks were held in Banski Dvor behind the closed doors, and after its end no press release was issued, and it is unknown whether the public announcement will be issued. In talks participated his high priests metropolitan dabrobosanski Nikolaj, bishops zvornicko-tuzlanski Vasilije, zemunsko-hercegovacki and primorski Atanasije and sabackovaljevski Lavrentije.

SARAJEVO - The president of National Assembly of RS Dragan Kalinic stressed that the Assembly "in war and in peace was the pillar of the state" and that its yesterday's session "is a proof about the functioning of state institutions" despite existing difficulties. Expressing the contentment during the session and turnout of delegates, Kalinic assessed at the press conference in Pale that the work of parliament of RS brings tranquillity into the Serbian people. "I am little disappointed because left coalition didn't come and do not keep the word that they have given the promise" - said Kalinic, assessing that "worst than that is because they do not respect the decision of the Constitutional Court, but international court". Repeating that the decisions of the Constitutional Court is compulsory for everyone, he stressed that in no state cannot happen that the president of the state do not respect that.

SARAJEVO - The president of the National Assembly of RS Dragan Kalinic stated in Pale that the state leadership is ready to meet with the High Holiness Serbian patriarch Mr. Pavle anywhere he wants. Expressing the deep gratitude for the second mission of the patriarch Pavle, by which he tries to normalise the status in RS, KAlinic stressed that the part of the state leadership from the Capital city will do everything to help him to do it successfully.

SARAJEVO - The premier of RS Gojko Klickovic explained the changes in the Government "by the impossibility of one part of ministers to cope with the current situation". Addressing the journalists in Pale, Klickovic stressed that the changes were done in accordance with the laws of RS. He confirmed that "one minor part of ministers was in good relations with the president of Republic Biljana Plavsic and tried to break the state from inside". "It the word about small number of ministers of such kind that they couldn't do nothing more in strong and homogeneous Government" - said Klickovic announcing the continuation of the reconstruction of his Cabinet because of improving its efficaciousness, particularly in implementation of the decisions of the Constitutional Court.

SARAJEVO - The vice-president of the Government and the minister of the Foreign Affairs of RS Aleksa Buha concluded today in Pale that the president of Republika Srpska is isolated from the state institutions. He reminded that the decision about the breaking of cooperation with the president of RS, until she returns in the framework of Constitution and Laws, after Government and General Staff of RS Army, yesterday brought also the National Assembly. Expressing the regret because the part of the international community do not care for non-constitutional and illegal behaviour of Ms. Plavsic, but support all that she is doing, Buha said that it is "mildly qualified as not serious". Talking at the press conference about the unanimous decision of National Assembly to withdraw the concordance for OSCE to organise the local elections in RS, Buha stressed only one of the reasons because such decision was brought - subsequent supplementing of the electoral rules until August 7.

LOPARE - Municipal Board of the Serbian Democratic Party /OO SDS/ Lopare gave the unreserved support to the decisions and conclusions of NS RS. In the announcement forwarded to SRNA, OO SDS is stressing that they make their efforts for unity of all state institutions in RS and warns individuals from the Serbian people not to rely on the aid of international community in preserving the Serbian national interests.

SREBRENICA - At the impending municipal elections in Srebrenica will be able to vote 9,930 inhabitants of this municipality - stated for SRNA the president of the Local Electoral Commission Rade Golic stressing that the number of voters from the Federation B&H /FB&H/ is unknown, because OSCE do not want to announce the data, "what can make difficult holding of elections". He said that, according to the decision of OSCE, for 45 citizens was deprived the voting right, because it was negatively responded on their complaints, and the positive complaint procedure has got nine citizens of Srebrenica.

VLASENICA - According to the report of OSCE, on the region of the municipality Vlasenica, towards the border of the municipality from 1991 in which now were included the municipalities Vlasenica and Milici, for elections on September 13 and 14 was registered 23, 435 voters.

VISEGRAD - If the consequences produced by the nonconstitutional and illegal behaviour of the president of RS Biljana Plavsic, SFOR, IPTF and other international institutions were not removed and the electoral rules of OSCE not changed, the municipal elections in Visegrad will not be held - decided today the delegates of the Municipal Board.

BANJA LUKA - The president of the Socialistic Party of RS /SPRS/ Zivko Radisic stated in Banja Luka that "we must preserve peace and in that sense secure the democratic and prosperous development of our Republics". At the press conference Radisic stressed "that we are in front of the great historical and national examination". "Its the ultimate time to undertake everything in order to preserve the peace and secure the dignity for Serbian people and RS, in accordance with the permanent interests".

BRCKO - The member of the Main Board of SPRS and the president of Municipal Board of this party in Brcko Petar Djokic stated that "eventual moving of 100 Serbian families from the border parts of municipality caused greater unrest of Serbian refugees in this city". "It could be a trick, because today they do it with 100 families and tomorrow they will do it on another locations" - warned Djokic and added that this move was logical sequence of previous actions of the supervisor Robert Farrand.

HAMBURG - The German press great attention pays to the pressures on state media of RS, discovering the facts that they are the well synchronised actions between the Cabinet of the president of Republika and the international organisations. Especially analysing the provoked divisions between Banja Luka and Pale studios of Radio Television /SRT/, the influential "Welt" concludes that "SFOR returned with the job undone, because the technicians under the threats accepted the cooperativeness before that".

BERLIN - If the extraordinary overall elections were held in RS the president Biljana Plavsic and her newly formed party will be persuasively defeated, and the west will be ashamed - assess the influential German weekly "Spiegel" in the last issue. The west is in the difficult situation, because it is obvious that president Plavsic cannot keep in power, and she will probably leave when assessed that her services became useless - think "Spiegel", if decided upon the action to arrest Mr. Karadzic.

BERLIN - The presiding of the NATO Military Committee general Klaus Neumann warned that the eventual action of arresting Radovan Karadzic wouldn't be simple at all, because in question is the man equally protected by his security and undisputable popularity in Serbian people, reports the Berlin's "Tagesspiegl". Answering the questions of journalists and others in public after his lecture in the Berlin's hotel "Esplanades", the general Neumann, as "Spiegel" cites, in details described on which risks NATO would count on if decide upon the action of arresting Mr. Karadzic.

BRCKO - The National Assembly of RS is not competent to decide on depriving the mandate to OSCE, because it is suspended by RS president Plavsic - stated the spokesman of the High Representative Duncan Boullivant. In the telephone statement for SRNA he said that the High Representative will acknowledge only the decisions of president Plavsic.

BELGRADE - The editor in chief of the Banja Luka studio of Serbian radio- television /SRT/ Miro Mladjenovic, appointed on this post by the general director Miroslav Toholj, stated that "the traditional imperialistic recipe - 'alienate and then rule', being implied all over the world, once again found the fertile soil between Serbs". In the statement for "Nedeljni telegraph", Mladjenovic said that "the president of RS, under the auspices of the Serbian enemies, perhaps unconsciously plunge into treason, and along the assistance of para-military formations performs the state coup and occupation of her own state.

BELGRADE - By refusing to recognise as legitimate the institutions of RS- Assembly, Government and Constitutional Court, and recognising only one, institution of president which performs Biljana Plavsic, U.S.A. lead to question the Dayton agreement - stated the president of the Democratic party of Serbia Vojislav Kostunica. Warning that the stance of DSS is neutral when talking about the institutional relations within RS, Kostunica stressed that the situation is under the basic dilemma - whether the legal order will be respected or everything will be allowed.

DOBOJ - The members of SFOR blocked the wider region around Radio-TV transmitting relay on Duge Njive near Doboj, and although having no authority, arrested the members of Police station Doboj who secured this facility, and then reprogrammed it - it is announced in the Centre of the public security in Doboj. After this action of SFOR, to Duge Njive was sent the intervention patrol of the police station Doboj, who was intercepted by members of Norveign battalion and opened the infantry fire, making the making the material detriment on the official vehicle and endangering the personal security of the Serbian Police.
