NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The Presidential Cabinet of the Republika Srpska (RS) National Assembly announced that a part of the Assembly's working groups in Banjaluka reviewed materials proposed for discussion of the Assembly session scheduled for August 8. "The Commission for Economy and Finances and Commission for Political System, Judiciary and Administration held their sessions on July 28, and Commission for Refugees and Displaced Persons Rights held its session on July 29", says the announcement. Other than reviewing the working materials, the Commissions gave their opinions and suggestions and took a stance over all individual issues they reviewed within their terms of references.

SARAJEVO - The RS minister of interior, Dragan Kijac called on RS president Biljana Plavsic to attend the meeting of the college of the Ministry of Interior to be held in Doboj, Wednesday, August 6. "As of recently, in a series of public statements, you referred to the Ministry of Interior in a negative context and incrimination of this institution, which has had a negative impact on the Ministry operations and its role, which, I am convinced, is played in conformity with the RS Constitution and Law, says the letter sent by RS interior minister Dragan Kijac to president Plavsic.

BRCKO - The Brcko supervisor, Robert Farrand confirmed for SRNA that no Muslim returnee to the city has obtained RS documents as yet, even though the chair of the B-H Presidency Alija Izetbegovic has been encouraging them to so. According to the Commission for Return of Refugees, chaired by Farrand, 184 families of Muslim returnees with 738 family members live in Brcko, while additional 927 Croat and Muslim families, numbering almost 5. 000 returnees, received permissions for return. Farrand stated at a press conference in Brcko that no reason stood in the way of distribution of 70 million dollars promised at the Donors conference for the city reconstruction.

SRBINJE - The president of the Republic Electoral Commission for RS, Petko Cancar sent the Electoral Memo to the RS leadership, where concrete measures and proposals are listed for a good preparedness and "as large as possible voters turn out" in RS at the local elections. In his elaborate on the document, Cancar pointed out that some voters who were against their will placed in "D" category for polling in municipalities where they lived before 1991.

SARAJEVO - The appellation process for the voters registration which started on Monday, July 21 would be completed on Sunday, August 3, while the appellation process in Brcko would take place from Monday, August 4 to Sunday, August 17, announced the OSCE Office. During this period potential voters can check their names on the voters lists, while voters in possession of a registration document who are missed from the voters lists can demand additional inclusion into a final voters list.

BRCKO - Referring 3.809 Brcko residents to the appellation process is a violation of article 10 and abuse of article 16 of the Rules and Regulations of the Provisional Electoral Commission, while the rejection of the appeals represents a violation of all basic acts on human rights, warned the Brcko Board of the Serbian Radical Party (SRS) at a press conference. "Witnessing tactless statements and ambiguous denials, aimed at the destabilisation of our country, the SRS expects supervisor Robert Farrand and other international elements to comply with the Dayton Agreement", stated the president of the SRS Brcko Board, Jovo Jeftic.

DOBOJ - The Association of Refugees and Displaced Persons from Modrica, appealed to SFOR ad other international organisations to protect residents of the Doboj villages of Svjetlicina and Poljica from "enraged attackers from the B-H Federation". "If SFOR does not want or cannot protect the residents, we ask RS authorities to find way to protect lives and homes of Serb refugees and domicile residents and ensure peace for their children", says the announcement of the Association affiliating over 15.000 refugees from Zavidovici, Glamoc, Drvar, Sarajevo and other places.

DOBOJ - The press officer of the SFOR Nordic-Polish Brigade, Swedish, major Magnus Edvinson, stated in Doboj that SFOR mandate was the implementation of the military tasks set forth in the Daytona Agreement, "while civilian issues are subject to civil rule in both entities, local police and IPTF". "SFOR task is not to protect civilians returning to the zone of separations between RS and Federation", said Edvinson.

BIJELJINA - The Democratic Party (RS) of RS welcomed RS prime minister Gojko Klickovic's readiness to accept initiative of RS president Biljana Plavsic to hold the Government session in Banjaluka, reads the DS press release, adding that "the only possible solution to the evident crisis in the functioning of the administration the DS sees in the implementation of the early parliamentarian elections called for by president Plavsic."

BANJALUKA - The Serbian Peasants Party (SSS) expects that the RS Government, at the session convened by RS president in Banjaluka, declare its loyalty to the president and proceed with the preparations for the early parliamentarian elections in RS. At a press conference in Banjaluka, the SSS president, Gordana Vidovic, underlined that "if this does not happen the RS president is expected to form an experts group and non-party transitional government and schedule new elections."

BANJALUKA - The president of the Democratic Revival of Srpska (DPS) Milan Gvozdenovic, condemned Muslim intrusions into the Serbian village of Svjetlicina, near Doboj, and called on high representative Carlos Westendorp to have a equitable treatment of all parties in B-H and prevent such adventures. At a press conference he warned that the imperative of the current RS authority is the improval of the economic-social position of the citizens so as to curb up the tendency of the emigration, which, if continued, could endanger RS survival."

AMSTERDAM - The pressures of the international community on RS made with a view to create an unitary Muslim state will continue with a high intensity until the elections, as one of the last tries to achieve the goal before the international diplomacy gets tired. It remains uncertain however, writes the German "Folkstrant", referring to those familiar with the political situation, "who will endure this war of tag - the Serbs and Croats, both opposed to the creation of a unitary multiethnic Bosnia - or the financial backing by the sponsor countries of the Dayton Agreement will turn out to be a prevailing factor".

HAMBURG - The German foreign minister, Klaus Kinkel did not miss a chance to attack the Serbs again, this time targeting RS media when asking that SFOR troops technically impede Serb media broadcast, in order to silent the Serbs at any price, writes the "Junge Welt", reminding its readers that as early as the beginning of the war in the former B-H he stood out by hysterical proclamations that "the Serbs must be brought to their knees".
