NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The high representative of the international community for B-H, Carlos Westendorp, clarified at today's session of the Donors Conference in Brussels that the financial aid would not be conditioned upon the extradition of the war crimes suspects to the Hague Tribunal, stated Westendorp's spokesman Duncan Bullivant at a press conference in Pale. He read out a part of Carlos Westendorp's speech delivered today at the Donors' Conference underlining the importance of a fair portioning of the financial aid to the Federation and RS "by which a long-term stabilisation and sustainable political structures would be achieved."

ATHENS - The Greek media say they are optimistic that the evident political divergence among RS representatives will be prevailed and that the international community will close the Donors' Conference in Brussels finally convinced of the necessity of an emergency financial support to RS.

AMSTERDAM - The murder of Simo Drljaca had been deemed to hit several political targets, claims a political analyst, Ivan Lupus, in his statement for the Dutch TV "RNC Handelsblad". "A part of the international community sees the RS divided into two - the Western, Banjaluka-centred part under Biljana Plavsic's control and the Eastern part controlled by Radovan Karadzic seated in Pale."

MOSCOW - The "Sovyetskaya Rosia" writes the USA and NATO continue their pressure upon RS, in a follow-up of SFOR operations, further flaring-up the disputes in its leadership. The RS president, Biljana Plavsic, "plays a double game", the paper assesses, "by maintaining contacts with some leaders, on the one, and by insisting at the Parliament dissolving, on the other hand".

SARAJEVO - The OSCE Electional Appellation Sub-Commission found 3,270 requests for voters registration, out of 3,688, satisfactory under the voters registration criteria. Its decision of July 21 says accepted are requests by 181 voters, who can now cast their votes at the local elections in the Brcko polling stations.

ZVORNIK - In Zvornik municipality, 811 residents with regular documents are missed from the voters lists. The secretary of the Local Electoral Commission in Zvornik, Miladin Ristic, said, the pulling by 800 voters was uncertain, since their complaints submitted to the Electoral Appellation Sub-Commission were not processed.

UGLJEVIK - The checking of the voters lists in the municipality of Ugljevik, showed 256 or 2,5 registered eligible voters were evaded from the voters lists, stated Zvornik mayor Miladin Stjepanovic, and added that the same number of voters were not included in the lists, because of which complaint would be lodged.

ZVORNIK - SFOR prepared eardrop training operations in the areas of Zvornik, Karakaj and Janja, stated IPTF officer who wished to remain anonymous. Without revealing the date of the operations, he said that helicopter and armoured units, backed by infantry, would take part in the training operations primarily purposed to deter the local residents.

DOBOJ - SFOR Nordic-Polish Brigade Command announced that the tension between the Brigade and local institutions and residents has died down. According to the Brigade commander major Arthur Bliski, soldiers can now proceed with their regular activities and are allowed visits to the town.

VISEGRAD - The National Resistance Movement-signed leaflets saying "The occupation force in our country are still preparing arrests of alleged war criminals, named in the Muslim phantom lists, thus brining disquiet among the citizens", were dispersed over the streets of Visegrad.

SARAJEVO - SFOR spokesman Chris Raily uttered a series of compromising and affecting remarks qualifications against SRNA, regarding the report from Doboj on the SFOR train convoy passing across the Doboj and Ozren areas on July 16. Further to this, SRNA issued its reaction to major Raily's attitude.

BANJALUKA - The members of the Union and War Veteans Organisation in the Public Enterprise "Glas Srpski" condemned the act of burning of the state daily "Glas Srpski" in front of Banski Dvori in Banjaluka. "This vandalism is directed against all "Glas Srpski" staff who do their best to provide accurate and timely information to the public."
