NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic, assessed that after yesterday's letter of the head of the Army of Republika Srpska (VRS) General Staff, general Pero colic, "Army strayed into political scene". At a press conference held in Banjaluka, president Plavsic reminded journalists of her July 2 meeting with VRS commanders and members of the General Staff, when the VRS representatives agreed "not to take sides in this conflict". The RS president added that this resembles "ways of the former regime tending to direct public attention at imaginary internal and external enemies".

SARAJEVO - The president of the RS National Assembly, Dragan Kalinic, called RS president Biljana Plavsic to wait for the decision of the RS Constitutional Court and in meaning time to carry out those functions which belong to her. In his response to her statement of June 5 in Banjaluka that "the 10th Assembly session should not have taken place, because it does not exist under the Constitution", and that "all decisions taken at the session are invalid", Kalinic says: "The tenth session of the RS Assembly was held in accordance with all relevant provisions of its Rules of Procedure, including that on the necessary majority" .

SARAJEVO - The president and vice-president of the RS National Assembly, Dragan Kalinic and Miroslav Vjestica, met in Pale with RS Government vice- premiers, Velibor Ostojic, Ostoja Kremenovic and Djuradj Banjac to discuss agenda for the next Parliament session.

SARAJEVO - NATO commander for Europe, general George Joulwan, stated that "Biljana Plavsic is a democratically elected president", and that "SFOR will ensure that the constitutional and democratic processes and observed". At a press conference at the Sarajevo's "Holiday Inn", Joulwan, who is leaving the post of NATO commander for Europe, stated that the B-H Presidency expressed solidarity which is a positive sign for future peace and stability in the region."

SARAJEVO - The UN Mission in B-H followed the newest developments in RS, and was determined to deal with the bribe which included police forces in both entities, stated UN spokesman in Lukavica, Jim Landal. "The UN work on steps to be undertaken in accordance with the Annex 11 of the Dayton agreement, ie. Paris agreement", he stated.

SARAJEVO - SFOR spokesman, John Blekly, denied claims that the multinational forces were in the highest alert thus far. "SFOR presence is a stabilising factor and a guarantee of security", stated Blekly at a press conference in Serb Sarajevo. Regarding the accusations that SFOR was unfair, Blekly said that on the occasion of any contact, SFOR would be fair, professional and would maintain a firm approach".

SARAJEVO - "The decision of RS president Biljana Plavsic to disband the RS National Assembly is consistent with RS constitution and relevant legislation, so the RS Parliament does not exist anymore", stated the OSCE spokesman in Sarajevo, David Foley. The Commission for Freedom of Media set strict rules, which must be respected and therefore there must be a free access to the media.", stated Foley at a press conference, adding that OSCE planed to organise elections for new RS Parliament.

SARAJEVO - The spokesman of the high representative for B-H, Simon Haselock, believes that the decision to disband the Assembly is constitutional and that the western powers would not approve, as he said, "attempts by her rivals to rethink legislation". He called the Assembly illegitimate, even though the RS Constitutional Court did not have a final say on the act disbanding the RS Assembly.

BEOGRAD - The RS senator, Dragos Kalajic, assessed in Belgrade that RS president Biljana Plavsic "missed the targets and opened a road to hell, by repeating fatal mistakes of Serbia's president Sloboaan Milosevic". Kalajic said that "the mistake of the RS president Biljana Plavsic rests on a fact that she was too easily taken in by various promises made by our proven enemies".

BEOGRAD - The Serbian Radical Party (SRS) "called upon Biljana Plavsic once again to, in the best interest of the RS people, resign, thus offering a guarantee of future and prosperity for RS". In its press release, the SRS says that the president received "support by Klaus Kinkel, Nicholas Burns and others, who has shown their attitude towards the Serbian nation by bombing campaigns and economic sanctions".
