In the letter, Popovic empha sises that the RS Assembly and Government have taken this posi tion. "According to a routine practice, proved by international courts, the rule is that a disputable subject, sources, as the base for the court to pass a judgment and nominate an arbiter, be established through an arbitrage compromise", says the letter sent to Bildt. SARAJEVO - RS representative in the Arbitration Commission for the Brcko area, Vitomir Popovic, denied rumours that he had left the work in the Commission and pointed out that he requests the international community to deliver the charts of the disputa ble subject. Popovic said that he has explained in the letter, sent to the High Representative of the international community, Carl Bildt, that "if a disputable subject is not defined, RS can not approach an arbitrage, that is if charts showing clearly the disputable part are not delivered". CLEVELAND - If President Radovan Karadzic of Republika Srpska leaves the presidential post at the Serbian Democratic Party "this would mean that the first in a raw of ultimatums established by US is fulfilled", believes an US analyst of the Balkans, writes New York Times. According to him, "an ultimate goal of such policy is a reintegration of the RS into a unitary B - H and an extradition of president Karadzic and general Ratko Mladic to the Hague Tribunal". PARIS - During his visit to Sarajevo, French defence minis ter, Charles Million, stated that France will use all influence it has in order that the Security Council changes the IFOR man date, which would be used for hunting of RS president Radovan Karadzic and the RS Army chiefof-staff, general Ratko Mladic. SARAJEVO - In its commentaries on the upcoming elections in the RS and former B-H, the British press maintains that both the RS leadership and the whole Serbian people are opposed to a unitary Bosnia. This way, Independent assesses that "it is unim portant at all if the SDS president Radovan Karadzic will, in any way, take part at September elections, since he has been commit ting to the opposition of a unitary Bosnia, this being also the aim of the majority of RS politicians and people".
