[01] SESSION OF THE YUGOSLAV-CHINESE COMMISSION
Yesterday in Belgrade started the second session of the Yugoslav-Chinese
intergovernmental commission for trade and economic cooperation. The
session was attended also by the representatives of the companies form both
countries, who have already established significant mutual cooperation.
Information were exchanged on the economic situation in the two countries
and on the new legal provisions which are regulating conditions for earning,
and especially economic foreign relations. It was stated that since the
previous session held in December 1995, and since the adoption of the two
agreements signed between the Federal Republic of Yugoslavia and China on
trade and on mutual protection and promotion of investments, favorable
legal framework was created and an instigation given to the development of
trade and economic relations between the two countries.

[02] VIOLATION OF THE BASIC RIGHTS
Although all Serbs in the Region under the UNTAES control are verbally
guaranteed all the rights enjoyed by all the other citizens, and most of
all protection and safety, Croatia is every day making moves that are
casting a serious doubt on its intentions. The latest of such drastic cases
occurred two days ago in Zagreb, when the Croat police forcibly detained
for questioning two members of the Regional government, Vice-President of
the Executive Council Milos Vojnovic and Under-Secretary for Human Rights
Ratko Radanov, who were visiting Zagreb at the invitation of the Croat
Government and were under the protection of the UNTAES. The excuse which
was given to them on this occasion was that it is a customary procedure
towards all the foreigners, although they have presented their Croat
documents. "We consider such excuses to be superficial and not serious",
reads the protest sent on this occasion to the UN Transitional
Administrator Jacques Klein. "It is our view that this case has shown how
much is really functioning the Law on Amnesty. We wish to remind you that
Vojnovic and Radanov are not on any list of the persons exempt from
amnesty", further reads the protest.

[03] 'PRINCE MILOS' CONQUERS FOREIGN MARKETS
Staff employed in the social enterprise "Knjaz Milos" ("Prince Milos") in
Arandjelovac will deliver to its buyers in the United States and Sweden
until the end of this month 1.2 million liters of this mineral water. After
the trial deliveries, buyers in these countries are very much satisfied
with the quality of the mineral water, which was confirmed yesterday by
signing of the agreement on long-term cooperation. This year Prince Milos
has delivered to its buyers in Canada, Australia, Greece, Russia,
Switzerland and Hungary seven million liters of mineral water and soft
beverages. According to Radenko Marjanovic, director of this enterprise, a
joint company will be established soon in Hungary so that Budapest will
become the main distribution center of Arandjelovac products for the entire
Europe.

[04] MASTER HIGHWAY - A JOB OF CAPITAL IMPORTANCE
Completion of the first phase of the master highway from Feketic to the
state border in the length of 71 kilometers, is a job of capital importance
for this region, but also for the entire country, says Dusko Drazic,
director of the AD Vojvodinaput in Subotica, the firm which together with
Backaput from Novi Sad, is the main contractor of this project. By the
construction of this traffic route, with a branch towards the border
crossing of Kelebija, whose realization is to be expected next year, this
region shall become in the true sense a strategic point of the further
development of Serbia. The master highway will be able to revalue the
location of Northern Backa as the gates of Yugoslavia towards Europe. We
are expecting that the construction of such an infrastructure over the
forthcoming years will turn this region into a large-scale construction
site, says Drazic. In the construction of the first stretch of the master
highway which is to be completed by November 15, 1997, between one thousand
and one thousand and a half workers will be engaged.

[05] AGREEMENT BETWEEN CHAMBERS ON ECONOMIC COOPERATION
Presidents of the Chamber of Economy of Yugoslavia and of the Mixed Belgian-
Luxembourg Chamber, Mihailo Milojevic and Fernand Halbart, have signed the
agreement on cooperation which will, as it was stated, make possible a
better exchange of information on the industrial, trade and scientific-
technical cooperation and legal regulations. Regarding the fields of
cooperation, according to Mr. Halbart, they are petrochemistry, machine
building and electrical engineering industries, heavy metallurgy, textiles,
civil engineering, transport and infrastructure in the field of traffic.
Actually, the businessmen from the above stated branches will be the
Yugoslav guests in June this year, announced Mr. Halbart.

[06] DEMOCRATIZATION OF THE POLITICAL LIFE OF SERBIA
Minister of Information of the Republic of Serbia, Prof.Dr. Radmila
Milentijevic, during her visit to Washington D.C. had a number of
encounters with journalists of some American media. In a separate interview
for the weekly "US News and World Report", then for the Canadian TV network
CBC and the Voice of America broadcasting station, Minister Milentijevic
was speaking about the process of preparation of the new republican Law on
Information. The draft Law is only the first variant which is now in Serbia
the subject of a broad debate and is open for amendments and supplements
which will be formulated during the public debate. In the second phase of
the preparation of this Law, a special forum will be established within
which in front of the public on television there will be a debate on the
final version of the Law. Serbian Government is determined for the proposed
Law to fully reflect democratic processes, said Minister Milentijevic
underlining that the democratization of the political life is a clearly
prescribed target of both the Government and the leadership.

[07] LAW ON PRIVATIZATION RATIFIED
This year is rightfully called the year of reforms, because their
implementation is an important condition for starting a comprehensive
market restructuring of the Serbian economy. This was stated in his
interview for the Radio Belgrade Channel One by Mirko Marjanovic, Prime
Minister of the Republic of Serbia. While emphasizing that the Government
is viewing ownership transformation and privatization as an integral part
of the entire reform process, Marjanovic said the following: "We in the
Government have prepared a draft version of the Law on Ownership
Transformation which we will present this Monday. Because of the great
importance and substantial, we believe mostly positive, consequences which
the application of this Law will have, we have decided to set this draft
version of the Law on Ownership Transformation immediately into the public
and democratic debate. With this Law we wish most of all to give
contribution to a greater efficiency of our economy, and through the
offered solutions for the purchase of social capital to motivate all the
employed and the others who were contributing to the creation of the social
wealth in this country. We also wish to provide legal framework for the
ownership, business, financial and organizational transformation of the
large-scale enterprises for which the state and society have a special
interest". Prime Minister Marjanovic also underlined that through the
ownership transformation, situation will be completely clarified regarding
the ownership structure of the Serbian economy, which will make it possible
to establish between the state, industry and banks on the one side and the
state, trade unions and the chamber on the other side, such relations which
exist in all the modern market economies.
While announcing presentation of the new Law, Minister of Economic and
Ownership Transformation in the Government of Serbia, Milan Beko said that
the Law will have a decisive reform character, that it will be
comprehensive and just and that in the process of its adoption and
implementation the principle of transparency will be respected. In drafting
of this Law resor ministries were engaged, legal experts and professionals
of the Institute of Economics, with broad consultations with Alliance of
the Trade Unions and the Chamber of Economy. For the public debate
Government will invite for consultations also all the political parties.

[08] AGREEMENT ON SPECIAL AND PARALLEL RELATIONS BETWEEN YUGOSLAVIA AND THE
REPUBLIC OF SRPSKA RATIFIED
The Yugoslav Parliament adopted yesterday the Law on Ratification of the
Agreement on Establishing Special and Parallel Relations between the
Federal Republic of Yugoslavia and the Republic of Srpska. President of the
Chamber of Citizens Milomir Minic underlined, after the law was adopted,
that this law is in the global interest of the Serbian people and that it
has broad support of the citizens of the Federal Republic of Yugoslavia and
the Republic of Srpska. The Agreement is turned towards the present days
but also towards the future. It is the basis for further development of
comprehensive relations in the field of economy, industry, science and
culture between the FR of Yugoslavia and the Republic of Srpska. The
Agreement is also a confirmation of the orientation of our politics, which
is based on the principles of peace and cooperation in the region and which
is not at the detriment of the other nations and states, said Minic.
President of the Parliament of the Republic of Srpska, Dragan Kalinic, who
was heading the delegation of the Republic of Srpska and attended the
yesterday's session, rendered thanks and recognition to the Serbian and
Montenegrin people, to the Yugoslav Government and to the Serbian patriotic
parties which were in the hard times helping the people in the Republic of
Srpska. Recalling that the Parliament of the Republic of Srpska has already
ratified the Agreement, Kalinic said: "We are closing today the book of our
mutual disputes, with the wish for this never to be repeated again. It is
not a question here of any one-sided act, but of a document which has the
character of a global agreement".

[09] NEW GOVERNMENT OF YUGOSLAVIA ELECTED
Assembly of the Federal Republic of Yugoslavia elected yesterday the new
federal government. Deputies of the Chamber of Citizens and of the Chamber
of Republics elected for the Federal Prime Minister of the Yugoslav
Government the present Federal Prime Minister Radoje Kontic. The new
cabinet has four deputy prime ministers and 16 ministers. Further
structuring of the Federal Republic of Yugoslavia as a modern, democratic
and social state with a rule of law, its reintegration in the international
community, further construction of the open market economy and elevation of
the standard of living and social security of cities, continue to be the
main strategic targets of the Federal Government. This was stated by Prime
Minister Kontic, while presenting his program to the federal deputies. For
the achievement of such targets there are main prerequisites and conditions
in preservation of peace, stability of the country and strengthening of its
international position, in substantial economic resources, past effects of
the stabilization program and economic policies, as well as in the
construction of the new legal system, said Federal Prime Minister Kontic.

[10] ERDUT AGREEMENT - BASIS OF STABILITY
President of the Republic Slobodan Milosevic received the United Nations
Administrator for the Srem and Baranja Region, Jacques Klein with the
members of his team and the leadership of the Srem and Baranja Region
headed by Goran Hadzic, Vojislav Stanimirovic and Bora Zivanovic. The
questions were discussed which cover the activities and efforts along the
lines of full stabilization of the situation in this area. Representatives
of the leadership of the Region gave several proposals and requests which
pertain to the lasting protection of vital interests and equality of all
citizens and to the comprehensive preparations for the forthcoming
elections with the aim that all the citizens of the Region shall take part
at the elections, and that the elections should be conducted in a free and
democratic manner. President Milosevic gave his support to the requests of
the leadership of the Region, judging them to be in accordance with the
Erdut Agreement. He underlined that the transitional administration headed
by Administrator Klein has achieved a significant progress in harmonizing
the approach, on which depends permanent normalization of the situation in
this Region and success of the forthcoming elections. President Milosevic
expressed his satisfaction that the agreement was reached between the
Administrator and the leadership of the Region regarding further steps and
activities to be taken in consistent implementation of the Erdut Agreement,
including the importance and competencies of the joint council of
municipalities. It was stated that the matters of dual citizenship, on
which the leadership of the Region is especially insisting, will be solved
through bilateral agreement between the Federal Republic of Yugoslavia and
the Republic of Croatia.
