    President of the Federal Republic of Yugoslavia Zoran lilic received the newly appointed extraordinary and plenipotentiary Ambassador of Israel to the Federal Republic of Yugoslavia David Sason, who submitted the accreditation of the President of Israel Ezer Weizmann. President Lilic also received yesterday the accreditation of the newly appointed extraordinary and plenipotentiary Ambassador of the Republic of South Africa to the Federal Republic of Yugoslavia Timothy Karikary, accrediting him by President Nelson Mandela for the new post. The accreditations were also handed over yesterday to President Zoran Lilic by the newly appointed extraordinary and plenipotentiary Ambassador of the Swiss Confederation to the Federal Republic of Yugoslavia Paulo Vipfili.

    [02] WHAT IS THE TRUTH ABOUT VIOLATION OF RIGHTS OF ALBANIANS IN KOSMET (KOSOVO AND METOHIJA)

    This year, just like all the previous years, the so-called Board for Protection of Human Rights and Freedoms of the Democratic Party of Kosovo (DSK), a party gathering exclusively members of the Albanian minority, has sent an information to the various addresses in the world, in which it is claimed that in the year 1996 also there were alleged violations of the human rights and freedoms of Albanians in Kosovo and Metohija. In 12 points it is stated where and in which way the human rights of Albanians are violated, and just like during the past several years, many falsehoods are being stated.

    This time the authors of the said information are not limiting themselves only to the violation of human rights and freedoms in Kosovo and Metohija, i.e. Serbia, but are claiming that "Albanians in the territories of former Yugoslavia are continuing in being the subjects of serious violations of human rights, especially in Kosovo". In this it is stated that neither the legal not political or other circumstances have changed, that there is allegedly still terror against Albanians, that expulsion from work of Albanians is continuing and eviction from apartments, that Albanians are denied the right to health care and social protection, that Albanian language is banned from use, that cultural and historical monuments are being demolished, that printing of their newspapers and information is prevented, etc.

    That these accusations are without any grounds can best be confirmed by some statistical data which follow. The statistics of the Federal Institute for Statistics are merciless. In the year 1996 in Kosovo and Metohija there were 122,447 employed persons, from this in industry over 90,000 and in other activities more than 32,000. From this number more than 50 percent are the members of the Albanian national minority (in spite of the claims that Albanians are not getting employment and that they are sacked from work). The truth actually is that Albanians are working also as professors at faculties, as doctors, lawyers, economists, but also as miners or textile workers.

    In Kosovo and Metohija, according to the data of the Alliance of Kosovo Pensioners, retirement pensions are enjoyed by some 80 thousand citizens, from this number more than 85 percent are Albanians. In Prishtina alone there are 16,000 retired pensioners, and more than one half are members of Albanian minority.

    Director of the Fund for Employment in Prishtina, Krsto Vujovic, informed us that from 110,000 unemployed persons some 78,000 are Albanians. All of them are registered with the Fund for Employment and are enjoying all the necessary benefits. The unemployed persons have social insurance and are enjoying health care, as well as their children up to the age of 15. During last year only 500 workers were given the status of technological surplus from which number 90 percent are Albanian.

    - During last year, in view of the fact that by the end of the year the Law on Retirement and rights deriving therefrom had come into force, at the level of 14 municipalities 100 requests for purchase of employment time were submitted. From this number, 95 of the requests were by the Albanians. Republican Institute for Labor Market had spent some 600 thousand dinars on purchase of employment time - states the director Vujovic. Minimum amount paid for the purchase of employment time was 12 thousand, and one worker was even paid 30 thousand dinars (some 8,000 DEM) so that he can acquire the right to retirement pension.

    According to Vujovic, there was no political implication there. We were upholding the law and were complying with all those who have satisfied the conditions prescribed by law. The employment time was purchased also for those who were technological surplus and needed another two years of work for full retirement pension.

    The claims that Albanian minority is denied the right to health care is also false. More than 90 percent of patients in all the medical centers in Kosmet are Albanians.

    - In the Clinical Hospital Center in Prishtina where the most sophisticated medicine is being applied, more than 90 percent of patients coming to us are the Albanians. At the same time, 50 percent of those employed are members of the Albanian minority - says the director of this Center Prof.Dr. Stevan Baljosevic.

    In Kosovo and Metohija, some 10,000 citizens are beneficiaries of various types of assistance which is financed from the budget of the Republic of Serbia, and over 8,000 of them are members of the Albanian minority.

    The claims that the state of health of Albanians is being deteriorated through the fault of authorities, is a falsehood, because it was actually the Albanian separatists who were forbidding Albanians to seek medical treatment in "Serbian hospitals". There were cases of children's palsy in Kosmet, mainly of the Albanian children, because the Albanians were refusing to have their children vaccinated with the injections, as they say, "of the Serbian authorities". Only last year the Albanians in mass responded to the calls for vaccination so that spreading of this dangerous disease was prevented, says Prof. Baljosevic.

    [03] IN THE REPUBLIC OF SRPSKA THEY KNEW ABOUT THE CONNECTION OF ROSE WITH NATO

    The recently revealed knowledge of the former British intelligence officer Steve Crawford that the NATO military actions against Serbs in the Republic of Srpska were conducted under the command of General Sir Michael Rose, at that time the UNPROFOR Commander for Bosnia-Herzegovina, is nothing new for those well informed in the Republic of Srpska, especially for people in its former military leadership. The former Main Headquarters of the Republic of Srpska Army, from the very arrival of General Rose, suspected his close connections with the NATO Command. General Manojlo Milovanovic, at that time the Chief of the Main Headquarters of the Republic of Srpska Army, during his talks with General Rose at that time, could not contain himself and said: "Am I talking with the Commander of the UN peace forces (UNPROFOR) or with the NATO officer". According to the explanations by the persons from the former leadership of the Republic of Srpska Army, General Rose was, because of his crimes at the Falkland Islands, blackmailed by NATO. He was threatened with public exposure and so this British officer undertook the bombardment of Serbs, thus entering a new circle of crime.

    [04] MUSLIMS ARE SHOOTING - SERBS ARE BEING ACCUSED

    The international factors are continuing with giving lectures to Serbs while defending the Muslims, who have in the grossest way occupied the territory of the Republic of Srpska. The police of the Republic of Srpska is being accused for the explosions in the village of Dugi Dio near Zvornik, and the fact is neglected that Serbian policemen, together with the representatives of the IFOR and the international police, have recently determined that Muslims who have occupied the village of Dugi Dio and Mahala, are armed to the teeth. International police is well aware that Muslims are having in Dugi Dio large arsenals of armament and ammunition, that for a long time now they are trying to provoke a conflict with our police, in order to "legalize" the territory of the Republic of Srpska which they have, with the tolerance by the international forces, now "occupied", says Colonel Dragomir Vasic, chief of the Zvornik police. Muslims have on January 3, 1997 opened almost a three-hour long fire from the automatic riffles and machine guns, and the frightened population took refuge in the shelters, just like in the times of the fiercest war conflicts. The police force of the Republic of Srpska did not open fire, because they are forbidden from doing that. "How much the information published was little verified and pretentious about our guilt for this shooting is best illustrated by the fact that even today the representatives of the international police have not appeared here to clarify this event", says Colonel Vasic.

    [05] NEGOTIATIONS ABOUT BRCKO HAVE STARTED

    In the presence of the international negotiators, representatives of the Republic of Srpska and the delegation of the Muslim-Croat Federation, yesterday in Rome started the negotiations about the future of Brcko. At the peace negotiations in Dayton the future of Brcko was one of the difficult topics, and the solution was entrusted to the international arbitration, headed by Robert Owen. Member of the Presidency of Bosnia- Herzegovina Momcilo Krajisnik stated that the representatives of the Republic of Srpska at this session of the arbitration will have a tedious task, but he expressed the belief that those who are deciding shall not allow for Brcko to remain the hot bed of constant threat to peace in Bosnia- Herzegovina. "For the Republic of Srpska the question of Brcko is - to be or not to be. Simply speaking, it is the common denominator for the very existence of the Republic of Srpska. Without Brcko in the Republic of Srpska the Dayton Accords would be revised because Republic of Srpska would not be existing any longer", said Krajisnik.

    [06] CROATIA IS PREPARING AN ATTACK ON PREVLAKA

    A plan has been prepared for the seizure of the Ostro Key on Prevlaka by the members of the elite anti-terrorist unit of the Croat police forces until March 16, 1997, writes the Zagreb weekly "Nacional". According to this plan, the police, with the support of the Croat Army, would be ready for action and would seize the military barracks on the key where 28 UN observers are stationed, who would be evacuated without a single shot being fired. "Liberation of Prevlaka, together with the seizure of the military barracks, would be accompanied by a great media campaign", writes the newspaper. It is estimated that this action would be counter-productive for Croatia because it would be the introduction into a war between Croatia and Yugoslavia. "The ruling party, however, needs at least one important political and military, or police victory, so that it may immediately before the elections, return the confidence of its voters", claims "Nacional".

    [07] FOR A MORE SIMPLIFIED CUSTOMS PROCEDURE

    President of the Chamber of Economy of Yugoslavia Mihailo Milojevic, in his talks yesterday with the Ambassador of Bulgaria in Belgrade, Fillip Ishpekov, stated that the economic cooperation between enterprises and the economic relations between the two countries during last year were good, but that it is necessary to continue intensive work on their promotion. Yugoslav businessmen have submitted a request to the Government of Bulgaria for increasing the number of border crossings and for simplifying the customs clearance procedure, in order to create better conditions for cooperation, said Milojevic. In Bulgaria the priority is given to the establishment of good relations with Yugoslavia, because "on this depends the stability in the region of the Balkans" stated Ishpekov and especially underlined that all the possibilities have not been sufficiently used in the field of basic chemistry, production of building material and electrical industry.

    [08] PROMOTION OF THE MILITARY DIPLOMACY

    In the General Headquarters of the Army of Yugoslavia, an annual plan is being drafted on the cooperation with the other armies, the first one after five years. Only last year after lifting of sanctions, the visits by the high military delegations to our country became more frequent and our return visits. Colonel Dragan Vuksic, chief of the Department for Relations with Foreign Military Envoys and the international organizations, is of the view that the inter-army cooperation this year will be more substantial. This is yet another of the signs of strengthening of peace in the areas of former Yugoslavia and stabilization trends in this part of Europe. In fact, military diplomatic activities were not interrupted even in the times of the greatest crisis. Not one of the countries with which we are having diplomatic relations had withdrawn its military envoys, who were freely doing their job. There is a reliable estimate that military envoys of a large majority of these countries were honestly and correctly interpreting the events which were taking place in former Yugoslavia, which is an additional motivation for a more intensive inter-army cooperation with almost all the countries. The only principle which is unavoidable in these cases is the respect of interests of both sides, says Colonel Vuksic. Yugoslav Defense Minister and Chief of the General Headquarters, together or separately, have received the military delegations of Greece, Bulgaria, Armenia, Ukraine, Russia, Romania, Hungary, Austria and France. With the majority of these countries protocols on cooperation have been signed.
