[01] CONFERENCE ON AMENDMENTS TO THE DAYTON ACCORDSIn the Paris conference center "Kleber" an international conference will be held on the past and future implementation of the peace accords on Bosnia. The conference is attended by the chiefs of diplomacies of the Contact Group member countries, members of the collective Presidency of Bosnia-Herzegovina, as well as the Ministers of Foreign Affairs of Yugoslavia and Croatia. The meeting in Paris will also gather high representatives of another 9 countries, including the leading officials of the Organization for Security and Cooperation in Europe (O.S.C.E.) and the Organization of the Islamic Conference, and representatives of the United Nations and NATO. The Conference will be inaugurated by the co-chairmen of the gathering - the French Minister of Foreign Affairs Herve de Charette and the High Representative of the International Community for Bosnia Carl Bildt. (TANJUG, November 14, 1996)[02] FR OF YUGOSLAVIA PRESENTS ITS VIEWS ON SUCCESSIONYugoslav delegation at the negotiations on succession of the former Socialist Federal Republic of Yugoslavia will present today in Brussels its views on the definition of the state property and principles of its distribution, to the legal expert Sir Arthur Watts. In accordance with the agreement reached last night, after two days of joint negotiations, all the delegations (of the Federal Republic of Yugoslavia, Croatia, Bosnia-Herzegovina and Macedonia) will in separate meetings with Sir Watts, present their views and, at a later day but before the end of this year, a new joint meeting will be held.The firm Yugoslav stand is that definition of the state property and principles of its distribution are the crucial questions for the future work on the division of heritage of the previous community, without which there can be no just solution which would satisfy all those who are counting on taking part in such a division. (TANJUG, November 14, 1996) [03] FOR THE RETURN OF STATUS WHICH YUGOSLAVIA HAD BEFORE INTRODUCTION OF SANCTIONSYugoslav economic delegation, headed by the President of the Federal Chamber of Economy Mihailo Milojevic, is completing its three-day visit to Sweden. During the talks yesterday with the President of the Swedish Export-Import Chamber, Ulf Dinkelspil and the Secretary of State for Foreign Trade Ivone Gustafson, there was discussion of the return to Yugoslavia of the status which it had before sanctions in respect to the European Union, and equalizing its status with the other states created from the former Yugoslavia, regarding the access to the markets within the European Union. (TANJUG, November 14, 1996)[04] YUGOSLAVIA IS ASKING FOR 51 : 49An equitable distribution of the international financial aid to the entities in Bosnia-Herzegovina is the basic condition for repatriation of refugees to the Republic of Srpska. This is the stand of the delegation of the Federal Republic of Yugoslavia which will be communicated next week in Geneva to the UN High Commissioner for Refugees, Sadako Ogata. This was stated yesterday by the spokesman of the Commissariat for Refugees of Serbia, Aleksandar Radovanovic."There can be no large-scale repatriation, as planned by the UNHCR, without extensive financial resources, and it is obvious that there are no such funds. Therefore, we are going to ask for distribution of the international financial aid for the Muslim-Croat Federation and the Republic of Srpska in the ratio 51 : 49", said Radovanovic. According to him, this will make possible for Serbs - refugees in Yugoslavia to return to the Republic of Srpska, which in view of the many problems in the other entity, at this moment is the only realistically possible repatriation. (Vecernje novosti, November 14, 1996) [05] PATRIARCH CALLS FOR RECONCILIATIONThe Main Headquarters of the Republic of Srpska Army was visited by the Serbian Patriarch Pavle. During the talks with generals and officers, the agreement was expressed on the view that reasonable solutions should be searched for the present situation, in the interest of the Serbian people, and in the manner preserving unity of the Republic of Srpska Army, its defense capabilities and dignity of commanders, generals and officers who have proven themselves in the defense war, of the Republic of Srpska Army in general and thus, of the state itself. (Vecernje novosti, November 14, 1996)[06] PROTEST AGAINST DECORATION OF TUDJMANOn the occasion of the decoration of Franjo Tudjman with the "Medal Zukov", a group of Serbian academicians and distinguished intellectuals submitted a protest to the Embassy of the Russian Federation in the Federal Republic of Yugoslavia, in the name of the Society of Serbian-Russian, Serbian-Byelorussian and Serbian-Jewish Friendship, and also on behalf of the Association of Serbs from the Republic of Croatia and the Republic of Serbian Krajina, of the Association of Serbs from Bosnia-Herzegovina, of the Montenegrin Conference of Serbian Concord and the Conference of Zeta. The identical text with explanation was also submitted to the Ministry of Defense and Ministry of Foreign Affairs of the Russian Federation.In the protest it is stated, among others, that "the decoration with the Medal Zukov" of Franjo Tudjman has profoundly hurt patriotic, anti-Fascist and democratic feelings of the Serbian people, and with disappointment, sorrow and concern it was received in all the Serbian lands. It is true that Tudjman took part in the anti-Fascist war, but later on he betrayed the ideas and objectives of the anti-Fascist struggle and in his many activities is continuing the Fascist strives. It is a question now of the present-day leader of the clero-nationalistic movement and a chieftain of a regime which is under the same symbols realizing the targets and accomplishing the deed of its Fascist predecessors from the World War Two. This deed is an unprecedented genocide of the Serbian people and its exodus from the centuries-old Serbian lands which have found themselves within the administrative borders of the independent state of Croatia. (Politika ekspres, November 14, 1996) [07] NEW ARRESTS OF PARDONED SERBSOne of the conditions for admission of Croatia into the Council of Europe was also passing of "an improved"' Law on General Amnesty, which was to ensure a safe return of Serbian refugees to their homes in Croatia. The Law came into force on October 5, 1996 but the Croat authorities are not respecting it in practice.Namely, one number of Serbs who should have been released is still being held in prisons under new charges. The factual description of the offense remaines the same, but the qualification of the offense is changed into those crimes which are exempt from amnesty. In this way, there is also a violation of one of the basic rules accepted in criminal law and legal practice: the 'non bis in idem" rule, because the detained Serbs have already been convicted for the same crimes. Tens of pardoned Serbs, who were already sentenced to many years of imprisonment because of the crime of armed rebellion (Article 244 of the General Criminal Code of the Republic of Croatia), have been returned or transferred to the other penitentiaries under new indictments. These new indictments are charging them with war crimes against civilian population, in accordance with Article 120 of the Croat Criminal Code. Korac Vladimir (38) from Vojnic was released from prison and he decided to remain in Croatia where his wife and son are living. Next day after his release from prison, he was again arrested and returned to prison in Karlovac. Kozlina Milo (34) from Donji Skrad was pardoned from serving a ten-year sentence of imprisonment for armed rebellion. He was transferred from the penitentiary in Lepoglava to the Collection Center in Varazdin where he was given a new indictment and was sent to the penitentiary in Karlovac.
