[01] Reunion of leaders in the governing coalition
A new reunion of the leaders in the governing coalition was held on
Thursday at Victoria Palace, in order to find a common point of view on
amending the Land Property Law. Romanian Senate is to issue its final vote
next Thursday. RADOR, September 12
[02] PD's point of view on amendments to land property law
During a press conference, the vicepresident of PD, Bogdan Niculescu-Duvaz,
said that his party agreed that the adjustments of the Land Property Law to
be passed in the Senate as they passed in the House of Deputies provided
that partners in the governing coalition respect the principles of a
political protocol. Among other things, PD suggested that the land which
belonged to the state, the Crown and the Defence Ministry - some 880,000
hectares - should remain as state property and managed by a national agency
of state-owned farms, the returned forrest surfaces should be managed by
the state and the owners should have property rights. These principles were
presented on Thursday to partners in the governing coalition. RADOR,

[03] UDMR Press Conference
At a press conference of UDMR held on Thursday, UDMR (Democratic Union of
Ethnic Hungarians in Romania) leader Marko Bela said that the session of
the Education Commission in the Senate raised important problems concerning
the agreements in the governing coalition concerning changesto the
Education Law. The UDMR leader accused George Pruteanu, the president of
the Education Commission in the Senate, that he did not take into account
decisions made by the governing coalition, pointing out that the agreements
between the leaders of the coalition did not operate in the commission.
Marko Bela asked the president of the Christian-Democrat National Peasant
Party (PNTCD) Ion Diaconescu, to solve the differences for maintaining an
appropriate atmosphere during debates in the coalition. Marko Bela also
said he would sign the political protocol referring to the adjusment of the
Land Property Law, his party having only some proposals which did not
contravene the principles of this protocol. RADOR, September 12
[04] Government Session
The Rmanian Government adopted on Thursday a government order aimed at
changing and completing the Law 64/1995 regarding the procedure of the
judicial reorganisation and closing, a project of law regarding wages of
public workers and a government order regarding a contract of the Finance
Ministry to receive a foreign credit of 50 million dollars. The money are
to be used for buying hardware, software, elements of communication,
technical assistance for developing the management system of public
finances. The government also approved the concession of the highways
Bucuresti-Pitesti, Bucuresti-Constanta, Bucuresti-Giurgiu and Bucuresti-
Sud. The concession of the highways is made by international bid following
preselection according to law. RADOR, September 12
[05] President Emil Constantinecu in China
The Romanian official delegation led by the Romanian president Emil
Constantinescu met leaders of the Huandong province on Thursday. These
leaders told the Romanian chief of state that 9.3% of GDP and 40% of
China's exports were due to this province. 13 billion dollars have been
invested in 1996. The Romanian official delegation visited Canon company, a
firm with Japanese capital. Thursday morning, president Constantinescu met
members of the Trade and Industry Group in Shanghai. RADOR, September 12
[06] Romanian Government response to Agenda 2000
RADIO ROMANIA ACTUALITATI received a fax from the Department for European
Integration containing the government's point of view regarding the
document Agenda 2000 of the European Commission, document referring to the
Commission's decision on Romania's joining the European Union. The Romanian
government said that in the Commission's document the Romanian realities
were in general correctly presented, although the evaluation was also based
on some untrue or uncomplete data and that from some sentences there were
underestimated our country's willing and capacity of reform. The Romanian
government considers that joining negociations should include in the
beginning all candidate countries, that a definite strategy of the
negotiations should be presented and that the opinions of the candidate
countries regarding the institutional adaptions necessary to the
enlargement. The Romanian government expressed its strong belief that the
European Council in Luxembourg would find the right solution. RADOR,

[07] New proposals made by the mayor of Cluj
The mayor of the town of Cluj considers Meciar's idea as being brilliant
and has said that the Romanian prime minister should think the same way .
According to Gheorghe Funar, the Romanian prime minister should send on the
other side of Tisa River the citizens belonging to the Hungarian ethnic
minority. During his press conference, Mr. Funar said that he would repeat
this proposal on Friday, on the occasion of the commemoration in Cluj of
the death of Avram Iancu. RADOR, September 12
