[01] All's well that ends well...
On Thursday in Bucharest a Financial Cooperation Accord was signed between
the European Bank for Investment and Romania. This is an important document
that actually backs Romania's efforts to join the EU. Romania is the first
country in Central and Eastern Europe to sign such an accord, valid between
1997 and 1999.
Also, the chief negociator of of the International Monetary Fund, Poul
Thomsen, is examining in Bucharest the stage of the reform programme. After
a first examination he said the programme was going on correctly and the
government's monetary and fiscal policies are operating smoothly. On
Wednesday, the Romanian government had issued an ordinance that regulJtes
and liberalises the capital market and also guaratees direct foreign
investment and free competition. The document puts in place a non-
discriminatory treatment of Romanian and foreign investors. The latter can
now buy land in Romania, a thing previously forbidden. Foreign investors
can now repatriate dividends, net profits and sums resulted from the sale
of property deeds they hold in Romania and from selling off their

[02] Petre Roman left for Sweden
On Friday and Saturday, Romanian Senate speaker Petre Roman will
participate in the third congress of the European socialists due in Malmo,
Sweden. He has been invited in his capacity as president of the Democratic
Party which is part of the ruling coalition in Romania. Petre Roman will
attend the plenary session on the topic "A Europe, a World, a Struggle for
Human Rights" and will give a lecture at a round-table debate on the theme
"Europe in a World of Peace". Petre Roman will also have a series of
Jimportant meetings, pursuing Romania's integration into NATO in 'the
Madrid wave'; thus, he will meet British prime minister Tony Blair, foreign
secretary Robin Cook and possibly the new French prime minister Lionel
Jospin. Asked whether the political changes in Paris and London will affect
in any way Romania's chances to join NATO. Petre Roman has stated that
Romania has a lot of friends supporting it among the social-democrates in
those countries. Many politicians of Europe will be present in Malmo as in
13 of the 15 EU Member States socialists and social-democrats are ruling.
Also attending will be NATO secretary general Javier Solana, who is a

[03] New motion of censure for Romanian government
On Thursday, the opposition in Romania introduced another motion of censure
in the House of Deputies. The motion refers to the reform programme
presented by the prime minister Victor Ciorbea to the plenum of the two
Houses on Tuesday. The 143 MPs ofJthe RPSD and RPNU called on Parliament to
withdraw its confidence and support for the government. They believe the
government must resign. The motion will be debated on Monday. RRI-RADOR,

[04] International Book Fair in Bucharest
The fifth International Book Fair has got under way in Bucharest. More than
130 private publishers, 17 state publishing houses as well as book
distributors, literary agents and printers of Romania, France, Germany,
Holland, Great Britain, Norway, the Republic of Moldaova, Belgium are
participating in this fair. More than 150 titles will be launched. RRI-

[05] Ascension Day in Romania
On Ascension Day, a tribute is paid to the heroes of the Romanian nation.
On this occasion, military ceremonies and religious services were held in
variuos localities of the country, organised by the Romanian Patriarchy and
by Romanian National Defence Ministry. Romania's president Emil
Connstantinescu laid a wreath of flowers at the Unknown Hero Memorial and J
comemoration services took place in the militariy cemeteries of Bucharest.

[06] Romania was praised in Seoul
The Romanian non-government organisation "The Messengers of Health" was
awarded the Global Five Hundred Prize for Youth by the UN Programme for
Environment. The ceremony took place in Seoul on Thursday, on the occasion

[07] Weather in Romania
Weather in Romania will be warm but cloudy in most of the country. Rain
falls are forecast in Northern regions. Temperatures will range from 8-10
