[01] Romanian president Emil Constantinescu is concered by the differences
among the MP-s
In a letter to the speakers of the two chambers of Romania's Parliament, as
well as to the opposition parliamentary groups leaders, Romanian president
Emil Constantinescu expressed concern over the clashes and contention
impairing Parliamen's work lately, at a time when all institutions should
co-operate towards resolving a number of priority issues. The letter reads
that obstructing Parliament's work precisely when it must debate and
approve the state buget law, instrumental to putting structural reforms on
track, is indicative of a blamable indifference to the national interest,
to say the least. Precluding the passing of the budget law by parliament
can only result in further tension and uncertainty for the population. It
is also a move wanting in political responsability. The president of
Romania, Emil Constantinescu, reafirms in his letter to Parliament, his
commitment to mediation and dialogue, provided that everyone involved in
the political debate should observe the priorities imposed by the national

[02] Romanian president speaks about rooting out corruption
Romanian president Emil Constantinescu met in Timisoara, western Romania,
the members of the district committee of action against corruption and
organized crime. The president indicated that the chief goal of the
crackdown of corruption is to restore the citizens' confidence in the
institutions of a democratic state, by resolving the public cases of
corruption. According to the president Constantinescu, corruption will
never be eradicated, it has not been rooted out anywhere in the world.
Timisoara is the city that witnessed the break out of the December 1989
revolution, the city where the "Proclamation of Timisoara" was launched
seven years ago. The authors of the document say this Proclamation in 13
points amounted to Romania's programme of democratization, centred on the
need to return to the genuine values of democracy and European

[03] Speaker of the Romanian Senate asks American MP-s to support Romania's
admission into NATO
On Tuesday, as part of the actions meant to contribute to maintaining the
support for Romania's admission into NATO, the speaker of the Senate, Petre
Roman, sent letters to some influential American senators, such as senator
Storm Thurmond, president of the committee for armed services, Carl Levin,
leader of the democrat group in the committee, Joseph Biden, member of the
foreign relations committee, Bill First, member of the same committee, and
John Breaux, democrat leader of the American delegation to the North
Atlantic Assembly. The message point to the fact that accession to NATO is
crucial for Romania's future, being a recognition of its commitment to
democracy, the rule of law state and the market economy. Also mentioned is
the fact that this option is shared by all political forces represented in

[04] Foreign investors can own land in Romania
On Tuesday, the Romanian Chamber of Deputies approved the additions to the
Law on Foreign Investment. Thus, the trading companies with foreign or
partially foreign capital, incorporated as Romanian legal units can aquire,
at any point during their operation in this country, the right to own the
land they need to conduct their activity. The law has passed through the
Senate, and is to be promulgated by the president of the country. For
various reasons, the deputies belonging to the opposition, namely to the
party of social democracy, the Romanians National Unity Party and the
greater Romania Party, did not participate in debates over this law. RRI-

[05] MP-s of parties in opposition did not vote the new investment law
On Tuesday, the MP-s representing the Party of Social Democracy in Romania,
the Romanians' National Unity Party, the Greater Romania Party (in the
opposition) did not participate in the session of the Chamber of Deputies,
when the additions to the foreign investment law were adopted. Claming that
the domestic political situation has seriously worsened beacuse of
authoritarian trends and the arrogant behaviour of the parliament majority
coallition, the parliamentary groups of the Party of Social Democracy
decided to walk out from the plenary session of the two parliament
chambers. In a letter to the president Emil Constantinescu, ex-president
Ion Iliescu and opposition leaders accused the ruling parties of planning
to set up a dictatorship of the majority and of ignoring and marginalizing
the opposition parties. The new document provides the possibility for the
trading companies with total or partial foreign capital, incorporated as
Romanian legal units, to acquire throughout their existence a right to own
land in Romania for the purpuse of their business. The MP-s have underlined
that in this way, Romanian and foreign capital become legally equal.RRI-

[06] Romanian foreign minister is in Bonn
The head of the Romanian diplomacy, Adrian Severin, is paying a two-day
visit to Bonn upon the invitation of the "Friederich Ebert' Foundation. The
foreign minister said that bilateral problems, regional issues as well as
Romanian-German cooperation would be approached. Mr. Severin will ghave

[07] Weather in Romania
Weather will be rather cool in most regions. Some snowfalls are expected in
northern and eastern parts of the country. The temperatures will range
between -4 and +6 degrees Celsius. In Bucharest, where this morning there
were -3 degrees, weather will be mostly fine, but cool, with a high of 5
