[01] SIGNING OF THE ARRANGEMENT ON WEDNESDAY?According to Macedonian government sources, the Macedonian- Greek agreement will be signed in New York, September 13(Wednesday).The talks between Stevo Crvenkovski and Karolos Papoulias will begin today, while on previous days they had separate talks with the UN mediator Syrus Vance regarding some details of the agreement. Macedonian TV cites the pro governmental Greek newspaper Ta Nea, that the US Assistant Secretary of State Richard Holbrooke will also attend the meeting, and he is ready to offer his services in case some impediment occurs. Greek media informs that the White House is considering the idea to organize a celebration on the occasion of signing of the agreement between Athens and Skopje with the participation of the two Foreign Ministers. Meantime, as A1 TV reported, Greek daily newspaper Ethnos has declared the results of a poll conducted with 600 citizens of Greece. More than 60% of those polled are against the forthcoming arrangement; 32% think that the arrangement inevitably is leading to recognition of Macedonia under the very name, while 28% blame Government that with its acceptance to negotiate, Greece has sold itself to America; 18,5% said that the name is not important and it should be forgotten.
[02] ARRANGEMENT HAS PRIORITY OVER THE CHARGEEuropean Court of Justice, which is conducting procedures against the Greek embargo to Macedonia, will announce its decision after signing of the agreement in New York, A1 TV reports. This was revealed by the newspaper Ta Nea, citing the statement of the EU Commissioner for Foreign Questions, Hans van der Brouk. He thinks that enforcement of the arrangement between Athens and Skopje is more important than the Court's decision on the embargo. The European Commission which is a prosecuting attorney, according to Ta Nea could go to the end of the procedure, or to retreat or to postpone the decision and to use it against Greece if necessary.
[03] MACEDONIA TO RECEIVE 25 MILLION ECU FROM EU?EU announces soon it will be signing several arrangements for financial aid and economic cooperation with Republic of Macedonia after the stabilization of the relations between Macedonia and Greece. As Mr. Benavides, Director of the Main Directorate for Relations of the European Commission with the countries not members of the Union, stated for Macedonian Radio, until EU recognize Macedonia as a full time partner, there is no possibility for complete cooperation. Until recently Macedonia received from EU through program PHARE only humanitarian help due to the Greek disapproval. The financial aid that EU could give to Macedonia amounts to 25 million ECU, and this would be realized by the end of September or middle of October. Benavides stressed that soon it is expected to establish regular diplomatic relations between Macedonia and EU in which case all the funds for development and technical aid could be used in a legal way.
[04] "MARSHAL PLAN" FOR MACEDONIAGerman Foreign Minister Klaus Kinkeln at the EU Foreign Ministers meeting, held last weekend in Spain suggested the European Union to adopt the "Marshal Plan" for economic aid and support to Republic of Macedonia.
[05] MACEDONIAN - BULGARIAN MEETING OF THE JUSTICE MINISTERSMacedonian Justice Minister, Vlado Popovski talked in Skopje yesterday with the Bulgarian Justice Minister Mladen Crvenjakov, who is staying in two-day official visit to Macedonia. The Ministers expressed satisfaction of the results of this visit, and exchanged thoughts, experiences and ideas for promotion of the cooperation in the justice areas of both countries and directions of future cooperation. They emphasized mutual interest to work together on prevention of criminal development. In this sense, Minister Popovski proposed the holding of a Balkan Conference on this theme, and Macedonia would be the host of this. Ministers also stressed the need of cooperation on the plan of international aid, for which both governments will soon sign necessary documents. They also talked about the cooperation between the justice institutions of both countries, education of staff, experience exchange and closer contacts on professional level.
[06] BULGARIAN INTERIOR MINISTER VISITING MACEDONIAStarting from yesterday Bulgarian Interior Minister Ljubomir Nacev is officially visiting Macedonia. He will meet his Macedonian counterpart Minister Ljubomir Frckovski. A press conference is expected today where in addition to the Interior Ministers, the Ministers of Justice will also take part.
[07] KOSOVA VISITED BITOLAA delegation of the Armed Forces of Albania led by Chief-of- Staff, General Seme Kosova visited Bitola yesterday. The guests visited the barracks in this town and were presented part of military training and education of the soldiers of ARM. Today General Kosova is to meet with Chief-of-Staff of ARM, General Colonel Dragoljub Bocinov, as well as with Defense Minister Blagoj Handziski.
[08] TODOROVA ADDRESSED THE WOMEN'S WORLD CONFERENCEIn Peking yesterday at the World Women's Conference, Chief of the Macedonian Delegation, Science Minister Sofija Todorova, talked about the situation and status of woman in the Republiic of Macedonia. She stressed the need of mutual activity, through the mechanisms of UN and each country separately, so as to provide the rights of a woman as an inseparable, integral part of the international human rights, higher standards of women's rights and freedoms and decreasing of the gap between legal norms and its real implementation.
[09] REACTIONS ON GREEK-MACEDONIAN ARRANGEMENT-Democratic Party of Turks in an announcement to the public greeted the initiative for signing of the agreement for resolving the dispute between Greece and Macedonia. Establishment of the dialogue on an equal basis and mutual respect are a guarantee that the reached agreement will satisfy both sides and will have a positive effect on the war resolvment in the region of former Yugoslavia. In this sense, DPT voices full support to the state government and is convinced that it will successfully finalize the started negotiations. -Macedonian World Congress sent a letter to the Macedonian President Kiro Gligorov which says that no one has a right to negotiate or to arrange about Macedonian national interests, name, flag and Constitution. The Congress demands from President Gligorov to stand in defense of these interests.
[10] OPEN DAYS OF WINDOWS '95In Skopje, September 18-23, is to be held a manifestation called Open Days of Windows '95, consisting of over ten presentations and seminars of about 600 users in Macedonia of the Microsoft new operative system. This was said by the distributor of the Microsoft in Macedonia, Login Systems, at the press conference held yesterday at the Macedonian Information and Liaison Service (MILS). As Venko Gligorov, Manager of Login Systems stressed, this new operative system provides a decrease of the price and costs of maintenance, increase of the control and easier operation of the final users, so that one could obtain maximum use the possibilities of the personal computers. This system also provides improved stability, protection and security in the working process.

Macedonia Hans van der Brouk - Commissary of EU Ambassadors of the country members of EU in Greece Dear Sirs, Due to the fact of beginning a direct dialogue between Republic of Greece and Republic of Macedonia under UN mediation, party Rainbow as a political movement of Macedonian ethnical community in Greece, estimates this progress as a positive one. The dialogue is, in accordance of principles of party Rainbow, solely mean for solving any kind of dispute.
We believe that Macedonian ethnical community in Greece can truly contribute for creating friendly relations, cooperation and trust between the two countries.
The basic condition, Macedonians in Greece to become a bridge for friendship between the two nations, is their participation in the process of dialogue for issues regarding the borders relations and rights of the ethnical communities as they are modeled and determined by the international arrangements and agreements.
It is our opinion that with the beginning of the dialogue those conditions are ripe, so that status of Macedonian ethnical community in Greece can be determined with giving of the political and national equality by the Greek state.
As a political representative of the Macedonian ethnical community in Greece, party Rainbow calls Greek's government to a parallel dialogue, so that to discuss and solve the issues concerning ethnical Macedonians regarding human rights, education, culture, economy and in general all which will lead to elimination of the injustices and enforcement of their rights only through law.
Particularly important , in the frames of the previously mentioned dialogue, is also a dialogue which we hope to begin between party Rainbow and Greek state. This dialogue will mean actual elimination of the consequences of civil war in favor of Macedonian political emigrants as well as Macedonian economic emigrants, of which their citizenship has been taken away.
We hope that the good will for resolving the disputes will give a result. It makes us wish the Balkans and Europe to be without national conflicts and wars, and there people will brotherly cooperate for mutual prosperity in one multicultural society.
