[01] YELTSIN AWARDS GLIGOROV JUBILEE MEDAL
On the occasion of the 50th anniversary of the victory over
fascism, Russian Federation President Boris Yeltsin
presented Macedonian President Kiro Gligorov with a jubilee
medal. Gligorov received the award from the Russian
ambassador to Macedonia, Yuri Trushin.
[02] FIRST MACEDONIAN COMPANY BOUGHT BY FOREIGN INVESTOR
Yesterday, managers of the Macedonian company "Vinichanka"
of Vinica and representatives of Van Vinkel Fashion of
Holland signed in Skopje the first agreement for sale of a
Macedonian social enterprise to a foreign buyer. The
products of Vinichanka will be mostly distributed to
Holland, Belgium and Luxembourg. Van Vinkel Fashion will pay
155,000 German marks to obtain 55 per cent of the company's
shares. The remaining 30 per cent are to be bought out by
employees, after a share for the pension fund has been set
aside. The number of employees is expected to increase from
the current 176 to 200.
[03] CHAMBER OF COMMERCE HOLDS MEETING
The Macedonian Chamber of Commerce yesterday held a session
to discuss the current situation in the output and financial
stability of companies in the country. "The conditions in
the Macedonian economy has never been so uncertain and
negative as it is now," Chamber president Dushan Petrevski
said. The production, he said, continues to fall, coming to
a 22.8 per cent decrease in the first two months of the
year. The Chamber suggested several measures, such as
financial support for imports of raw materials, re-
evaluation of the interest rates, the exchange rate of the
Denar, reconsideration of the foreign exchange strategy and
completion of the processes of privatization.
[04] SOCIAL PARTNERS BEGIN SECOND ROUND OF TALKS
At Government facilities, the three social partners in the
state - the Government, Trade Union and the Chamber of
Commerce - yesterday started a second round of talks. The
negotiations focused on the concept of a minimum wage. Union
president Zhivko Tolevski said they agreed on the need for
introducing a minimum wage, but the amount is to be
determined at the coming meeting in about ten days.
[05] NOYAN-KORNETI MEETING
Turkish ambassador to Macedonia Suha Noyan yesterday met
Melpomeni Korneti, General Manager of the Macedonian
Television. They stressed the role of public broadcasting
companies in the cooperation between the two nations in the
fields of politics, economy and culture. They also explored
the possibilities of further cooperation between the
Macedonian and Turkish television, a collaboration which
was greatly contributed to by ambassador Noyan.
[06] REPORT ON MACEDONIA SUBMITTED TO COUNCIL OF EUROPE
A1 Television recounts the latest report on the development
of the legislature as it relates to human and minority
rights in Macedonia has been presented to the last session
of the Council of Europe. Council observers, having recently
visited Macedonia, expressed to be pleasantly surprised with
the global treatment of human rights in the Macedonian
Constitution, which, as they said, even goes beyond the
minimum set in European human rights conventions. Yet, they
concluded, human rights criteria in the country are still at
an initial stage from the aspect of their implementation in
practice. As for rights of minorities, they said Macedonia
is no doubt a multicultural and multiethnic society, warning
that stability in the country greatly depends on Macedonia's
ability to meet the needs and demands of its minorities.
Furthermore, the report says, there is an astonishing number
of cases of discrimination in the sphere of education and
social policy. This part includes remarks and complaints of
the Macedonian Ethnic Relations Council and the unresolved
problem with the university in Tetovo. The report is dubious
about the independence of the judiciary, reminding of the
"paramilitary case" and the UN Special Rapporteur Tadeusz
Mazowiecki's report on Macedonia, which also mentions
irregularities in the work of courts in Macedonia. The
report also discusses the freedom of press, saying the state
has a certain degree of influence over the media and a
monopoly in the publishing and distribution of newspapers.
The final conclusion of the report says Macedonia is a
country facing numerous difficulties due to the dispute with
Greece, the Greek embargo, UN sanctions on Yugoslavia and
interior ethnic problems. The ethnic problems, it is stated,
are the most dangerous of all. Observers point out the fact
that Macedonia is undergoing a transition without bloodshed,
but underline the potential danger of a spillover of the war
in this region. They stated they were impressed by the scope
and dynamics of the reforms, as well as with the willingness
of authorities to carry them out with technical aid from the
Council.
A great deal remains to be done at this point, they said,
but Macedonia is in a position analog to many other East and
Central European countries currently in transition
processes.
The report is expected to have a significant impact on the
Council's decision regarding the admission of Macedonia to
the organization.
[07] STATE OPPRESSES EDUCATION IN ALBANIAN, PDP SAYS
A1 Television reports of a PDP public statement yesterday,
saying the last court sentences in Tetovo show that "the
state continues to oppress any attempts for introduction of
an Albanian-language education in the country." The fact
that the initiators of the university in Tetovo have been
sentenced to prison clearly shows the true character of the
judiciary and the great influence of daily politics over
court decisions." PDP believes the court had no concrete and
sufficient evidence to decide as it did, demanding that the
court re-examines its decision and releases the convicted
unconditionally.
The media in Albania described the court proceedings as
fabricated and aimed against the education of Albanians in
Macedonia. Albanian Radio and Television, reporting on the
court sentences, stress that both Sulemani and Feiziu refuse
to admit to the indictment.
[08] GOCE DELCEV DEATH ANNIVERSARY MARKED IN SKOPJE
Honoring the deed of the Macedonian revolutionary Goce
Delcev and the 92nd anniversary of his death, Macedonian
President Gligorov, Parliament President Andov, Prime
Minister Crvenkovski and delegates of several township
assemblies yesterday paid respect at his tomb at the Skopje
church of "Sv. Spas". Metropolitan Kiril held a liturgy and
Dr. Vera Ackovska spoke of Goce Delcev's deed.
The French Cultural Center in Skopje and the Skopje City
Museum organized an exhibition of 40 photographs of the
French photographer Jean-Christophe Ballot, to be opened at
the Museum on May 5.

The Privatization Agency of the Republic of
Macedonia announced the sale of fourteen companies. Nine of
them are to be transformed through sale of their indivisible
part (this was the second time the Agency publicized an
announcement on three of these companies), whereas the
remaining five decided to implement the management buy-out
