The former deputy secretary in the Greek Ministry of Foreign Affairs, Janis Tzumas, suggests for Macedonia, Greece, Federal Republic of Yugoslavia, Albania and Bulgaria to sign an agreement for inviolability of the borders.
In the analysis, issued in the magazine "To Vima", the Greek diplomat advocates for lifting the embargo which has no practical intention.
Estimating that the "Skopje question" has come to a standstill, the Ambassador Tzumas points out that insisting on the question with the name they forget about the matter of the fact, which is the security of the region. According to Tzumas, it's not the name Macedonia that is a threat to the region, but it's the instability of the "Skopje state" in case it falls apart. "There will be a completely new situation at the northern border created", and there is a possibility for Bulgaria to control the pass at Bitola, it is uncertain if Federal Republic of Yugoslavia will agree for its traffic towards Greece to be controlled by Bulgaria.
On the basis of this analysis, the Greek diplomat advocates for Athens to propose to Macedonia and its neighbors to sign an agreement for inviolability of the borders. This document could include some other regulations too, like the guaranty of the human rights and the transportation of goods through Thessaloniki to Federal Republic of Yugoslavia and to Macedonia.
The agreement, according to the Ambassador Janis Tzumas, could be achieved parallel to the dialog between Athens and Skopje, under the protection of the United Nations, or as an addition to this agreement.
The Security Board of Republic of Greece discussed the possible replacing of the Greek military units from Peloponesis to Northern Greece.
At the session, presided by the Greek Defence Minister, Gerasimos Arsenis, there was a talk too about the preparing of some camp, in which, in case there is a need for it, would accept over 100,000 refugees from former Yugoslavia.
On the agenda of the Board's session, which is connected with the events in Bosnia, the questions for the security and the defence of Greece should be taken into consideration, and there will be also a discussion about the length of the lasting of the military term in the Greek army. The Board will discuss also about the question of forming and training special elite units in the Greek army.
During the last week, in the Ministry of Defense of Republic of Macedonia, an expert team of lawyers from the US Ministry of Defense stayed, headed by the second lieutenant Robert Johnson and major Patrick Dennis, Phd. in legal science. The host of the visit was a team of lawyers from the Ministry of Defense of Republic of Macedonia, headed by the Republic's Counselor Todor Adzisankov, and the work stay of the military lawyers from the USA was coordinated by the officer for defense and military communications of USA in Macedonia, lieutenant Philip Rushiolely.
During the visit, the military lawyers from USA were acquainted with the legal system of Republic of Macedonia, and especially with the Defense Law. The guests showed a big interest for the military legislation, military courts and military district attorney's offices and the legal defense offices, in context with the electing of the Law regarding the courts and preparing of the new Defense Law of Republic of Macedonia. Topic of the talks was also the military law and the highly developed legal system of the US and the findings which will probably be discussed during the outlining of the new Defense Law of Republic of Macedonia.
The expert team of lawyers from the USA during their visit realized contacts with the Ministry of Justice, Ministry of internal affairs, Lawyer's Chamber and several other institutions and organizations in the Republic of Macedonia, too. Arranged is a return visit, which will probably be realized in November, this year, in the Ministry of Defense of the USA, it was stated in the report of the Ministry of Defense of Republic of Macedonia.
On the invitation of the president of the University of Bologna, professor Phd. Fabio Roversi - Manako, from the 17th of July till the 20th of July, in Bologna were staying the president of the University of "St. Cyril and Methodious", prof. Phd. Radmila Kiprijanova, and the vice-president Phd. Vera Veskovik- Vangeli.
The purpose of the visit was continuation of the Agreement for the cooperation between the universities for the next five years. Signed is a new Agreement for cooperation, and the work programme, as its constitutional part, starts with the common project of the Institute for earthquake engineering and the engineering seismology and the Institute in Bologna, then the project of the Agriculture Institute and the Agriculture Department of Bologna, while predicted is a cooperation between the Economic and Law Department with the adequate ones in Bologna.
There were talks also about the improvement of the teaching curriculum in the Italian language at the Philology Department in Skopje.
Also, it was arranged for the University in Skopje to organize two-day scientific conference on the topic "Macedonian - Italian relations in the European context".
Yesterday, Minister for finances, Jane Miljovski, received a delegation of the Swiss office for foreign-economic affairs, headed by the chief of the department for economic aid to the countries of Central and Eastern Europe, Daniel Staufaker, which is on a two- day work visit to Macedonia. Minister Miljovski was informed about the Decision of the Swiss Government to approve CHF 7 million, which will be intended for supporting the balance of payment of Macedonia. This aid will be realized through importation of raw materials and intermediate goods by Swiss producers, and for that purpose there will be a compensation fond formed in Macedonia.
In accordance with the decision of the Swiss government, 60% of the donation will be realized through fonding an importation which will be realized in the period starting with April 1, this year, till the day of the signing of the agreement. With the proposal 80% of the compensation fond will be an influx in the budget for fonding the reforms, and 20% will be intended for protection of the Ohrid Lake.
Textile industry "Palancanka" has provided a placement of products on the English market, which will be made for the needs of the English partner in accordance with the lohn system.
For the beginning it's planned a monthly production of about 30,000 pieces of lady's clothing, and the expected foreign currency effective is DEM 100,000.
From the report of the State's market inspection we find out that last month the number of the violations is increased and that the goods out of sales is worth 41,666,138 denars (US$ 1.14 million). Besides that, the market inspection confiscated part of the goods, also.
The inspection has submitted 842 resolutions in the Office procedure, while it reported 224 companies to the public district attorney's offices for business violations. For not providing the technical and hygienic - sanitary conditions there are 901 requests for violation proceedings submitted.
Regarding the importation of the total re-controlled 40,546 tons of imported food products, 38,590 tons have gotten the quality certificates, while 2,935 tons are forbidden for importation, which is about 18 times bigger quantity than last month.
The fourth auction of the Department Store "Skopjanka" in the center of Skopje, which took place yesterday in the District Business Court in Skopje, also turned out unsuccessful, because of the simple reason that not even single purchaser with a direct offer showed off.
Considering the interest for purchasing the object expressed by the Union of the trade workers, there is a meeting scheduled, in which beside the employees, the creditors will also take part. The purchaser will have to get the present people acquainted with the purchase offer in more details and to give an offer in writing.
In case this try to sell it turns out unsuccessful, than part of the estate will be given to the creditors, and the rest will become possession of the Privatization Agency.
