Yesterday, invited by the chief of Headquarters of the ARM lieutenant general Dragoljub Bocinov, in a three-day official visit to the Republic of Macedonia, the chief of the Headquarters of the armed forces of the Republic of Turkey, army general Ismail Haki Karaday arrived.
General Karaday, beside the meeting and the talks with its host general Bocinov, was accepted in the Defence Ministry of the Republic of Macedonia, by Phd. Blagoj Handziski. The talks passed in a specially warm, open and friendly atmosphere during which the two parties paid special interest to the contents of the Document for building trust and security between the two country.
At those meetings it was emphasized how big is the significance of this Document because of its influence on the further cooperation, as well as its compatibility with the documents of the CSCE. "Skopje's document" will be exchanged between the two chiefs of the Headquarters during today's day, and general Karaday will visit several units in the compound of the ARM today.
Yesterday and today, the High commissioner for national minorities of CSCE, mr. Max Van der Stoel is visiting the Republic of Macedonia. Yesterday, Van der Stoel had separate meetings with the Minister of Foreign Affairs, Stevo Crvenkovski, with the Minister of Internal Affairs of Republic of Macedonia, Ljubomir Frckovski, and with the Minister of Education and Physical culture, Emilija Simoska. At the meetings there was talk about the MULTIETHNIC relations in the Republic of Macedonia and about the measures taken by the Government in order to improve them, as well as about particular issues in the field of university education.
The law regarding the courts, which creates conditions for final constituting of the third - judiciary power, was subject of discussion at yesterday's session of the Parliament of the Republic of Macedonia. In the afternoon hours the discussion was interrupted, by the request of the Minister of Justice, Vlado Popovski, in order for the numeral amendments received during the session to be tidied up. Otherwise, this law has been in a parliamentary procedure for 3 years total.
"The law regarding the courts is first and necessary condition for the judiciary to be established in accordance with the new regulations of Macedonian Constitution, as one of the three authorities or as an independent third authority", stressed in his statement in front of the parliament members the Minister of Justice, Vlado Popovski. Emphasizing that the judiciary is a direct need of the citizens because of realizing their interests and rights in the process of transition, Popovski said: "it is about time to create basis for establishing an independent judiciary, which as a particular authority will take over an unreplaced role in the transition".
According to the law, the mandate of the judges is permanent, they are elected and dismissed by the Parliament, while the means for the work of the regular courts are being provided from the budget. The law confirms an unique organization of the judiciary, with basic and appellate courts.
In the general discussion parliament members' groups of SDSM and LP firmly announced their support of the law. Reminding that SDSM has long before pointed out the problems connected with the judiciary, because of the lack of a law, Popovski said that this party gives a complete support. Panche Minov (from LP) in the name of his parliamentary group confirmed the same attitude and demanded that the Ministry of Justice makes a programme for investment deposits.
Naser Ziberi, from the parliamentary group of PDP, noted that the competences of the Ministry of Justice on the judiciary are not necessary and advocated that they be limited. Several parliament members from this parliamentary group suggested decreasing of the census for the length of the experience necessary for promotion. The demand for the use of the languages of the minorities to enter the law was stated as well as that the fonding of the judiciary should be regulated with a special law.
The parliamentary group of PDP, yesterday retreated the interpellation for the work of the general director of Macedonian Radio and TV, Melpomeni Korneti, which was submitted a month ago.
"We consider that the reasons for the interpellation are been removed, while we are informed that we are not supported by the other parliamentary groups" was stated by the coordinator of PDP, Ismet Ramadani.
As it is known, the interpellation was submitted because of the decision to impose a new editor in chief of the Albanian redaction of MTV, against its own will, which was rejected by the employees. They even refused to work and there was crises in the Albanian language programme. It is presuming that this problem is over, which was not announced in the public. The source of this findings of MIC is the Albanian press in Macedonia.
The independent parliament members - the "tachists" after the five-month absence, since yesterday are again in the parliamentary benches.
"Even though our demands were not fulfilled, we decided to go back to the parliament and to present our oppositionist alternative there" was stated by the parliament member Rufi Osmani.
According to the Constitution, for more than six-month unjustified absence the parliament members can be taken away their mandate, which means scheduling new elections in their electoral units. "Objectively said we did have this Constitution regulation in account" said Osmani.
Answering the question weather coming back to the Parliament means a change of the attitude of PDP (A), which leaving the Parliament announced not-institutional activities, Osmani stated that they are "legal political party", but they also support the other initiatives which can influence the institutions of the system to consider the demands in a more realistic way.
Enforcing the macro-economic politics, and first of all, holding the inflation under control and maintaining the production on the same level as last year are priority obligations not only of the Government of Macedonia, but of all economic subjects, announced Prime-Minister Branko Crvenkovski at the meeting which was organized by the Bitola's branch of the Economic Chamber of Macedonia, and in which the president of the Economic Chamber Dushan Petreski and the president of the unions, Zivko Tolevski took part.
At the meeting the economists from Bitola stated that the economy is facing extremely disturbed relations in the process of reproduction, which can cause long-term consequences. It was said that regarding the first half-year of the last year, there is a fall of the production of 25%.
Prime-Minister expressed hope that this-year's inflation will be kept on the level of 18%, judging by the fact that the inflation on the monthly level consists on average of 2.3%. He said that the country will provide means for buying off of 135,000 tons of corn. He also, expressed not being satisfied of the further fall of the industrial production, pointing out the need for it to be kept, at least on the same level from the last year.
President of the Economic chamber, Dushan Petreski, announced that the Macedonian economy needs financial injection, especially the profitable companies.
Yesterday, representatives of several companies from Macedonia had an arranged meeting for common appearance at the Zagreb International Fair, which will take place from the 11th till the 17th of September this year. Macedonian economy is interested also in a performance at the specialized manifestation "Intertextile" in the frames of this fair.
At a public auction for transforming AD "Dehiteks" from Demir Hisar, with the method of renting with a possibility of purchasing, only one company responded, and it was "Yucan Trade International". This company obligated that it will keep all 220 employees, that it will provide work and regular salaries, as well as one more technological production line. The period for this purchase is five years, and the value of "Dehiteks" was estimated on DEM 595,433.
The transformation committee of this company gave its own opinion to the Institution Board for accepting the offer.
