  • [01] CASADO REQUESTS PROLONGATION OF EU MANDATE IN MOSTAR

    Mostar, July 2, 1996 (Press TWRA)

    The EU Administrator for Mostar,Mr Casado congratulated Mostar Majors Orucevic and Brajkovic for the success of the local elections and announced that the EU would propose a prolongation of EU Administration after July 22, an EUspokesman reported. Mr Casado, considers a prolongation of the mandate being in the interest of Mostar. He is propoposing that the next mandate take a different form in and deal with solving economic problems and the problem of refugees. Casado hopes that new civic authorities and a major will be soon appointed. The Mostar civic council that will carry out the joint administration of Eastern and Western part of the town will be composed of 37 councilmen (16 Bosniaks, 16 Croats and 5 others). Each of the six municipal councils will have 25 members and they will be nominated according to 1991 census. Croats will be in majority in three municipalities and Muslims in the other three.

    Russia -IFOR has no authority to arrest Karadzic Moscow - A spokesman of the Russian Foreign Ministry, V. Lukov stated today that IFOR has no authority to arrest the leader of Bosnian Serbs, Radovan Karadzic .International Court indictments can not serve as a legal basis for IFOR activity, and certainly not for arresting of persons by force, Lukov stated

    [02] IKEDA IN SARAJEVO

    Sarajevo, July 2, 1996 (Press TWRA)

    Japanese Foreign Minister, Jukihido Ikeda conferred today in Sarajevo with Bosnian officials. Ikedo met with with BH President Izetbegovic, BH Prime Minister Muratovic and Foreign Minister Prlic. On behalf of the Japanese government, Ikeda offered more than 3.5 million $ for the organisation of elections and the reconstruction of industry. Ikedo stated that Japan still supports the idea of maintenance Bosnia as a unified state.He also meet with PIC High representative Carl Bildt.

    [03] SOLANA ABOUT CROATIA

    Brussels, July 2, 1996 (Press TWRA)

    The Croatian Deputy Prime Minister and Foreign Minister M. Granic met today with the NATO General Secretary Javier Solana. During their meeting, Solana stated Croatian membership in the Partnership for peace and integration into Europe will be decided by the Croatian' attitude towards Bosnia . Solana also criticised the establishment of any kind of Government of Herzeg-Bosna .The establishment of such a government would contravene the Dayton Accords.

    [04] ORUCEVIC'S LIST LEADS IN MOSTAR

    According to the results which seem to be final ,but not yet official 58,392 voters (58.80%) went to the polls to vote at 97 places in Mostar and four abroad.

    The greatest number of votes was won by the List of citizensfor integral Mostar led by Safet Orucevic (SDA)- 28,505 (48.81%), followed by the HDZ led by Mijo Brajkovic - 26,680 (45.70%). Other lists won too few votes tohave their delegates on the Mostar town council and the councils of six Mostar boroughs. The list of the joint democrats of B-H (Josip Musa) won 1938 votes (3.30%), Croatian Pure Party of Right (HCSP, Petar Milic) 619 (1.06%), HSP (Scepa Stjepan Zubac) 396 (0.67%) and the list of the independent candidate Dragan Ziga 164 votes (0.28%). Of the mentioned votes, 50,966 voters went to the polls in Mostar and 7,426 abroad. Of the votes in Mostar, ,the HDZ got 25,936 and the List of citizens for integral Mostar 22,377 votes. The same list abroad won 6,128 votes and the HDZ 744.

    Of 10,855 voters, 4,573 voted in the borough of Sjever asfollows: List for integral Mostar 3,483, HDZ 987, the Joint B-H democrats 25, HCSP 21, HSP 8, Dragan Ziga 1. Of 17,191 voters in the borough of Stari Grad, 8,047 voted as follows; 6,159 for the List for integral Mostar, 1433 for HDZ, 235 for the Joint democrats, 75 for HCSP, 20 for HSP, 10 for Ziga. In the borough of Jugoistok, of 7,859 registered voters, 5,416 voted as follows: 4,679 for the List of citizens for integral Mostar, 655 for the HDZ, 27 for HCSP and 13 for the Joint B-H democrats, five for the HSP and one for D. Ziga. Of 6,427 voters in the Southern bourough , 3,528 voted as follows: 2,639 for the HDZ, 767 for the List of citizens for integral Mostar, 45 for the HSP, 39 for the HSCP, 29 for the Joint B-H democrats and 2 for D. Ziga. Of the 34,595 registered voters in the borough of Jugozapad, total 19,901 voted as follows: 12,894 for HDZ, 4,273 for the List of citizens for integral Mostar, 815 for the Joint B-H democrats, 293 for HCSP, 220 for HSP and 83 for D. Ziga. 19,707 voters were registered in the borough Zapad but 10,013 voted as follows: 6,824 for the HDZ, 2,332 for the List of citizens for integral Mostar, 344 for the List of the Joint B-H democrats, 133 for the HCSP, 87 for the HSP and 54 D. Ziga. In the central town zone (district), of 2,508 registered voters, 1,109 voted as follows: 684 for the List of citizens for integral Mostar, 414 for the HDZ, 49 for the List of the Joint B-H democrats, 11 for the HCSP, five for the HSP and two for D. Ziga.

    Of 1,356 voters in Stockholm, 1,187 voted for the List forintegral Mostar, 108 for the List of the joint B-H democrats, 33 for the HDZ, two for the HCSP, one for D. Ziga, none for the HSP. Of 1,223 voters in Oslo, 1,059 voted for the List for integral Mostar, 125 for the Joint B-H democrats, 20 for the HDZ, two for D. Ziga and one each for the HSP and HCSP, . In Bonn, of 4,085 votes, the List for integral Mostar got 3,238 votes, the HDZ 628, the List of the joint B-H democrats 154, the HCSP 15, D. Ziga six, and the HSP four votes. In Bern, of 762 votes, the List for integral Mostar got 644, the HDZ 63, the List of B-H joint democrats 41, the HCSP two and D. Ziga and the HSP one vote, each.

    The above mentioned data was released by the president andsecretary of the Town electoral commission, Reuf Zaimovic and Vjekoslav Lovric, respectively. In the Mostar town council, there will be 16 Bosniaks and 16 Croats (all Bosniaks from the List of citizens for integral Mostar, all Croats from the HDZ list) and five Serbs three of whom (according to d'Honte's method applied in these elections), willbe from the List of citizens for integral Mostar and two from HDZ which gives the decisive advantage to the List of citizens for integral Mostar in the Town council. The composition of the councils of six boroughs will be based on the ratio of the national groups in the 1991 census.

    [05] PERRY ARRIVES IN SARAJEVO

    US defence minister William Perry, arrived in Sarajevo to talk with B-H authorities including president A. Izetbegovic. Perry arrived after visiting the US military bases in Hungary, which are being used " as a logistic support to IFOR").

    The aim of Perry's visit to Sarajevo is to encourage Bosniaks and Croats to come to a final agreement on the Defence Law of the B-H Federation, whose adoption is the precondition for the US military aid to the B-H Federation .

    Perry, a doctor of mathematics, was not among those inClinton's administration who supported resolute military measures to create military balance in Bosnia . Like other Pentagon officials , Perry was against greater involvement in Bosnian war. . The Pentagon cooperated intensively with the Yugoslav army in the 1980-ies (specially in transferring arms to third states, and later tried to achieve compromise with the Serbs in Bosnia. These friendly relations included a symbolic friendly exchange of caps between US generals and R. Mladic and his aids in Pale. However, the US forces to lead in in preventing a Serbian military advantage when the Serb military machine broke down Perry, a friend with Croatia's defence minister G. Susakfirmly supports cooperation of the USA and Croatia as a substitute for cooperation with ex-Yugoslavia.

    In late autumn of 1994, B-H army broke through from Bihactowards south-east and in a short time liberated a large area which Serb occupied in mid-1992. The capture of the strategically important highland of Grabez, east of Bihac was regarded as the most important victory in a sequence of victories of the 5th Corps of B-H army. As the front line became suddenly too extended for that B-H army Corps (the area was besieged by very strong Serb forces from Croatia and B-H, no direct logistic support was possible either from Croatia or the rest of Bosnia), General .Dudakovic ordered a strategic withdrawal from areas where the army was overextended like Kulen Vakuf in order to reinforce defence of the remaining areas. In the next few weeks, the Serb military concentrated in all the surrounding areas, mounting and enormous infantry and and armoured mechanixed attack , deploying aviation in violation of the UN no-fly zone over Bosnia. Interventions by the Croatian army and/or NATO aviation was threatened but never materilized . Only the Serbs were fully deployed and in advanced from all directions heavily supported by the rump Yugoslavia. At the time Perry stated, "The Bosnian government must face the reality and accept both the fact that they have lost the war ".The media and politicians in B-H severely criticised that statementand A. Izetbegovic later described it as a cynical andshameless. The B-H president also expressed his pride and pleasure when the B-H authorities, army and people did not listen to W. Perry's "advice" and capitulate. Instead. late in 1994, B-H army launched an offensive gradually retaking the areas west of Cazin and south of Bihac.The Serb offensive was broken.

    Eight months later, the 5th Corp of the Bosnian army along with the Croatian army and other Corps of the B-H army launched decisive offensive in Croatia and B-H which led to the peace accord. The USA helped Croatia and B-H to establish a military balance and the persuaded Croatia to stop the offensive which forced Bosnia to do the same , preventing a total defeat of the Serbs. Bosnian geostrategists, military analysts and political commentators believe that the turning point in the war in ex-Yugoslavia occurred in Bihac in late 1994 when Serbs started losing the war at the very moment when W. Perry claimed that Bosnia had lost the war and should surrender..
