    [02] XAVIER GAUTIER KILLED HIMSELF (OR WAS KILLED) ON BALEARI

    Barcelona, May 22, 1996 (Press TWRA) - Gautier, journalist of

    tLe Figarov was found hung in the house on the Baleari island, French Consulate in Barcelona informed (AFP reported). Gautier (35) is the author of three books on the war in former Yugoslavia. Local media claim he was just preparing an investigation about Austro-BH arms-trade. The body was found by his friend. Police started an investigation that should explain really strange conditions of his death, in which a possibility Gautier was killed has not yet been completely rejected. The walls of the house where GautierFs body was found, and which he used to hire, are covered by gratifies written in Italian language. (end) A.S.

    [03] ZUBAK, SILAJDZIC AND GANIC ABOUT ELECTIONS IN MOSTAR AND BH

    Sarajevo, Mostar, May 22, 1996 (Press TWRA) - Bosnian

    President, Alija Izetbegovic and EU Administrator to Mostar, Ricardo Perez Cassado talked today in Sarajevo about the forthcoming elections in Mostar, scheduled by EUAM for May 31 and which they do not intend to postpone. After their discussion, the only information given was that they were very useful and that Cassado would discuss the same issue tomorrow with Croatian President Tudjman. Former BH Prime and Foreign Minister and actaully President of the Party for BH, Haris Silajdzic, stated local elections in Mostar should be held on September 14, at the time of general and local elections elsewhere in BH. Croatian side is ready to discuss a postponement of the Mostar elections, BH Federation President, Kresimir Zubak, stated, after talks held in Mostar with Luis de la Pena, Spanish Ambassador to Zagreb. Zubak stated a postponement of some 2 to 3 weeks would be acceptable, in order to finish the elections before the conclusion of EUAM mandate, on July 23, defining as unacceptable connecting of the Mostar elections with elections in other BH areas. Ejup Ganic, member of BH Presidency and BH Federation Vice-President, stated for tThe New York Timesv Bosnian government will boycott BH elections, if the conditions are not changed and if Serbian leader charged for war-crimes are not arrested. Election rule, according to which refugees are allowed to vote by intermediary of an authorized person in the areas where they have been expelled, is estimated as questionable, for this would present, according to Ganic, a legalization of ethnical cleansing and division of the country.     [04] ACCORD ON MILITARY COOPERATION: CROATIA-UKRAINA

    Zagreb, Moscow, May 22, 1996 (Press TWRA) - Croatian Minister

    of defense, Gojko Susak and his Ukrainian colleague, Valeri Shmarov, signed a memorandum on military cooperation. Ukraina settled down the tensions with Russia, concerning Crimea and Black Sea war-fleets and is not among the countries trying to enter NATO (as Poland) or those very close to Moscow (as Byelarus). Former Russian President, Gorbachov, accused West yesterday for violating the promise allegedly given to Kremlj on the occasion of the unification of Germany: NATO will not extend towards East.     [05] CHARTIER (ICTY) ON KARADZIC AND MLADIC

    The Hague, May 22,1996 (Press TWRA) - The International Criminal

    Tribunal for ex Yugoslavia (ICTY) announced it would soon declare the evidences on which the inducements against Mladic & Karadzic are based. They are accused of genocide and crimes against humanity, because they justified the war crimes, and help the execution of crimes in B-H. They ordered some crimes and allowed some. That includes artillery/sniper attacks on civilians in Sarajevo, during four years of the siege of the city. Civil and military leaders of Serb terrorists in B-H are accused for organizing the kidnapping of several hundreds UN members, who were in the late spring last year held hostages in a humiliating conditions, under the threat of death. The second indictment against Karadzic and Mladic accuses the leading tandem of Bosnian Serb terrorists for slaughter of some 6000 Bosniaks after Serbs occupied Srebrenica, in the summer, last year. The announcement of presenting evidences to the public against Mladic and Karadzic (reading of the indictment, exposing the evidences, statements of experts, eyewitnesses, victims), stated ICTY spokesman Christian Chartier, who did not give the precise date of public presentation but he said it will last for ten days. The ICTY proceeding will be similar to public trial, but officially/legally it is only public session of the Tribunal. Since the ICTY Statute does not allow the trial if the accused is not present, that will be the public hearing in accordance with 61st article of the Statute. After the public hearing the report will be sent to UN Security Council, which established International Tribunal, and has the authority to apply the sanctions against the sides which do not respect the Dayton Accord, including the cooperation with ICTY. "This is the clear signal that Tribunal does not consider it is enough just to remove Karadzic and Mladic from political life", said Chartier, refusing to comment dismissal of Rajko Kasagic.

    Belgrade - Ratko Mladic has been seen yesterday in Belgrade,writes today's "Vecernji list". Mladic was driving in the car mark "Mercedes" with civilian plates (BG 764 095). According to unofficial sources Mladic came to the Serbian capital in order to attend General Djordje Djukic's funeral. Djukic, who died last weekend in Belgrad, had also been accused by ICTY for crimes in B- H. He was the main liaison between Belgrade and Han Pijesak (Mladic's headquarters in B-H). It is considered that Milosevic never broke the connection with Mladic's headquarters, not even during the time of political differences between Belgrade and Pale. (end) A.S.

    [06] IZETBEGOVIC, COTTI AND BURNS ON KARADZIC AND REFERENDUM

    Sarajevo, May 22,1996 (Press TWRA) - After the meeting with Swiss

    Foreign Minister Flavio Cotti, a chairman of Organization for Security and Cooperation in Europe (OSCE) who visited Sarajevo, Bosnian President Alija izetbegovic said: "At present there are no preconditions in B-H for free democratic elections. We are very interested in holding the elections by the foreseen dead line and to undertake, by that time, additional efforts, in order to secure the change of bad conditions. This relates to freedom of movement, media, political gathering and return of refugees. The main condition is the removal of Karadjic from the political scene. If he leaves, very soon the process of democratization would be open. In contrary, that process will be stooped. That job should be done by IFOR or Milosevic who took that obligation in Dayton. The Bildt's attempt to remove Karadzic failed. The Karadzic's attempt to strengthen his position through the referendum must be stopped, because that would threaten not only elections, but the whole peace process.". Cotti agreed the war crimes suspects must be removed from the politics but he also stated that could not be OSCE task.

    Washington - "Referendum on Karadzic in B-H Serbian entitywill not take place, because we will not let it. The whole idea of the referendum is R. Karadzic's empty gesture, who unfortunately still has strong influence on the Bosnian Serbs attitude toward peace and Dayton agreement", stated the State Department spokesman, N. Burns. (end) A.S.
