ABSTRACT

At the international-systemic level, the disappearance of the Soviet threat removed a powerful firebreak in the escalatory ladder of arising Greek-Turkish crises and diminished the incentive of outsiders to intervene to dampen tensions. At the regional level, the disintegration of Yugoslavia and the Soviet Union have provided the ground for an expansion of Greek-Turkish antagonism to the Balkans and the Caucasus and more recently the Middle East. At the local-national level, both Greece and Turkey are experiencing serious and profound changes at home as they try to cope with the challenge of globalization and economic and political ``pluralization.'' Greek-Turkish antagonism is a major impediment against domestic modernization since it reinforces nationalism, protectionism and introversion, puts reformers on the defensive and wastes precious resources, needed to smooth economic transition from a corporatist to a market economy.
