By the provision of Law 1955, AM may engage Greek and foreign technical and specialized administration personnel necessary for its operations and retain domestic of foreign entities as consultants. On this basis, AM has contracted with Bechtel International, Inc. to create an organizational structure to meet the requirements of AM as the agency for the construction of the Project.

The Agreement for Furnishing Services and Technical Assistance for the Construction of the Athens Metro was entered into by ATTIKO METRO S.A. and bechtel International, Inc. The contract with Bechtel began in 1st January 1992, with provisions for extensions up to 48 additional months and included options which extended the agreement to November 1998.The scope of services is to perform all of the activities and obligations of AM in connection with the Metro Project and interaction with Olympic Metro Consortium. For the initial 36 months duration of the contract, there was a limit of 825 man-months for foreign personnel.
